Right, now that you've clicked on the button, you will be faced with several options. This is what it should look like. (I've included a brief description of each button and information about who is allowed to use it.)
This is what you should see:

This will take you back to the MOTD of your ship (All)
- Modify MOTD

This will take you to the built-in text editor of the MOTD (All)
- Modify Captain's Log

This takes you to the text of the Captain's log (CO)
- Add a New Character

Adds a new character to the ship (All)
- Modify an Existing Character
-
Modifies any of the current characters on the ship. (All)
- Delete an Existing Character
-
Deletes any of the current characters on the ship.
- Turn Topic Restrictions On/Off

This decides whether or not the crew can add a topic to the ship. (CO)
- Remove The Selected Topic
-
Removes a topic from the ship. (All)
- Rename The Selected Topic
-
Changes the name of a topic. (All)
- Toggle Topic Immortality
-
If it is empty this makes sure the topic is not deleted when an archive is done (CO)
