Butch Carter is hereby appointed to the position of IDir. Mike Bourdaa has expressed a wish not to hold the cabinet spot. He has been training Butch for the position for a while now so there shouldn't be any serious problems. I would like to thank Mike for his endless and sometimes thankless service to the IDept. Without him for the last 8 months, we'd have some really old fleet pages. Not to mention that ugly blue font. Thanks again, Mike.
Colin Wyers is hereby appointed to FComm-6.
Paul Jones is hereby appointed to Academy Commandant.

It is obvious that most new members of STF often have a difficult time aquatinting themselves with the STF culture and the system. It has also been decided that a means of improvement is in order. So a Presidential Advisory Council named the New Member Council (NMC) is hereby set up. The NMC will provide information, advice, and assistance to the new members of STF. It will also establish a forum for new members to present their concerns, difficulties, and problems, and to seek out ways to make STF and the WeBB more accessible to new members.
The rules of NMC:
* -- In order to serve on the NMC a member must have at least two months of experience in STF.
* -- No member of the council may be a member for more than eight months. After eight months, the council member may opt to stay with the council as an advisor only.
* --All projects and resolutions offered in council need STF presidential approval before implementation.
* --No NMC council member may hold the rank of Captain or above.
NMC Chairman:
* The NMC Chairman will serve as the council's president. The chairman will be the go-between for the STF president and the council.
* -- To pick the NMC chairman the selections must be discussed and voted on within the council and it is subject to STF presidential approval. The NMC chairman will serve an eight month term.
* -- No NMC chairman may hold the rank of Captain or above. If during the chairman's term he is promoted to Captain, a NMC chairman replacement will be found. This is to ensure that the NMC is in fact made up of and lead by new members.
* --The NMC Chairman will appoint members to the council. The appointments are also subject to presidential approval.
Brady McGuinn is hereby appointed NMC chairman. Also, a NMC "ship" has been set up in the command area. The ship will serve as a place where new members can post their questions and concerns as well as a one-stop place for all their New Member Council information. (URLs, etc.)
The NMC is now official. It's good to know the new members have something looking out for them. Also, this should help with our member retention.

Edict #2 is hereby amended. "No member of the council may be a member for more than eight months. After fourteen months, the council member may opt to stay with the council as an advisor only."
Edict #32 of President Mike Bourdaa is also being amended. "All other cadets will hold the rank of Ensign" is changed to "All trainees will hold the rank of Cadet. Their official rank (The rank outside of the ship) will be Ensign."
They say all great presidents have at least one amendment. I have two. That can only mean good things, folks. ;-)

Niki has stood by her resignation and it is unfortunate that I have to write this edict. I would like to thank Niki for her service to Fleet Five. She is a fine example of what a STF member should be. A person who knows how to RPG well and also knows how to have fun. Fleet Five owes a great debt to her. Unfortunately, we could not see eye to eye on an issue. Therefor, Brian Moss is hereby appointed to the position of FComm-5. I can only hope that Brian can live up to the high standards that Niki left. Thank you Niki for your service and congratulations Brian.

Todd White, a relatively new member in STF has taken it upon himself to mass e-mail many people on the Merlin and the Cabinet with a letter about a "resistance" in STF and how I, the president, should stand down or face Paramount’s wrath. Now frankly, it was fun to read but mass e-mailing people with this junk is not needed. Todd has been nothing but a nuisance in STF since his joining. Mr. White is hereby banned from Star-Fleet.com All his active characters should be deleted now.
Secondly, Jose Cortiatos has post numerous notes on the USS Ogawa stating that he was blowing it up. As much as I like to see the post voided and we move on, Jose has decided to move it to other ships, most recently the Athena, making the grand total as of now, 4 ships in which he has inflicted his pointless posting. Jose also has another fake login, under the name Josh Evans. This is against STF rules and regulations. Jose is hereby banned from Star-Fleet.com All of Jose’s and "Josh’s" active characters should be deleted now.
I really dislike banning people but both these individuals have given me no choice.

It's always fun to promote people....
Paula Kirk has been in STF longer than myself and everyone but one person in my cabinet. She began her career in STF in 1994 on the Prodigy Bulletin Boards. Paula came to the WeBB the second week of its opening (August 1997)
She was given her command position September 1997. Ms. Kirk stayed at her command through countless crisises, resignations, and jello fights. If you're look for the definition of devotion to STF in the dictionary, there would be a picture of Paula. I, personally, would like to thank her for her service to this great club. Now, on to the fun part...
Captain Paula Kirk, CO, Outpost 42 is hereby promoted to the rank of Fleet Captain and is given all the rights and responsibilities that go with it. Congratulations.

Ken Leigh-Smith is hereby promoted to the rank of Captain and given the command of Outpost 45, Fleet Two (Formerly the USS Arleigh Burke)
Bill Gunty has requested a transfer off Star Base 202 (Fleet 4), he is taking the open CO spot on the USS Nautilus. (Fleet 2) While on the subject of the Nautilus, it will change to a "regular speed" ship effective immediately. Fleet Two has been in a small slump recruiting wise. The rest of the fleet will stay with the "slow speed" A new slow ship will be commissioned if/when recruiting picks up for it.
Lastly, to fill the open spot on Star base 202, Krystelle Bromilow is hereby promoted to the rank of Captain and given the command.

Unfortunately, Andrew Zbikowski has resigned from STF due to real life situations. He has promised to come back and hopefully it is a quick return. Because of his departure, this leaves an open CO spot on the USS Asimov (Fleet 4). Effective immediately, Brady McGuinn is hereby promoted to the rank of Captain and given command of the Asimov.
Because of this promotion, I need to find a new NMC Chairman (Don’t you hate when your own NMC laws come back and haunt you?) I need to review the choices and I will appoint one in a few days.

Fleet Captain Paula Kirk is hereby demoted to the rank of Captain for actions unbecoming of an officer.
On January 31st, Paula Kirk posted two notes in which her character was "GM Jericon." Jericon is an alias for Bill Gunty, the Gamemaster on Outpost 42's character. While Paula was only trying to move the sim along, she did post as Bill Gunty without his approval. This was an impersonation and it is not allowed under STF law. It took me a long of time to decide on a punishment. Paula was the first and only person I have promoted. I would not have promoted her to Fleet Captain if I did not believe in her abilities. Unfortunately, Paula broke the rules and even if it was good intended, she had to be punished for it. Trust me when I say days like these make me wish I wasn't president.

A new Marine RPG is hereby established in Fleet One. It will be called the "13th Platoon" The Marine ship is under the direct control of STF1 Command. The FComm-1 has power to appoint a "CO" but the President has the right to veto a decision. The FComm-1 also has the right to replace the "CO" with just cause. Again, the President has the right to veto the decision. All players in the 13th Platoon will be second characters.
Charles Marschall is hereby appointed 1st Lieutenant (CO). His official rank in STF is now Commander. Charles' command counts as a XO position in STF which means he is eligible for a normal command elsewhere. (This also goes for future 1st Lieutenants)
I'll be honest, I didn't like the idea in the beginning but considering the overwhelming support for it and the fact that I trust Mr. Marschall to make this a success, I am going to give it a shot. But...the Marine Sim is on a trial basis and it will be re-evaluated by myself and the FComm-1 in 90 days.

The NMC has until April 8th, 2000 to have a FAQ page up and a working DH list. If at that time the NMC has not done the above mentioned, I will disband it. I will be the final judge as to whether the FAQ and DH list meets my standards. I hate to do this guys, but I haven't seen results from NMC in a long while. I am not being hard on NMC, in fact, I've been more than nice with it. I don't like disbanding something I made and I believe in but I won't hesitate to do it if the NMC does nothing.

There are currently two proposals on the table for a STF constitution/charter:
The Articles of Organization – Written by Larry Garfield. It can be seen at: http://www.star-fleet.com/members/packrat/ao/
Star-Fleet Charter - Written by Scott Dale Robison, Brian Moss, Nick Lackie, and Butch Carter. It is hosted at: http://scott.webducky.com/stfc.html
The two proposals have until May 1st to take comments and fix any part of their proposal that they want. Starting May 2nd, the STF public will vote on the two constitutions. (Whatever version of each is out at that time.) There will be four options.
You can vote:
Yes to The Articles of Organization
Yes to The Star Fleet Charter
No to Both
No Preference. (Meaning you want a STF constitution/charter but you don’t care which one.)
In order to pass, the constitution must have 3/4ths of the votes. How do we count the No preference votes? Easy. Say 35 people voted yes to AO. 20 voted for STFC, 40 had no preference, and 5 voted no to both.
Now, add 40 (No preference vote #) to 35 (Yes to AO vote #) and you get 75. (Out of a 100 would mean AO received 3/4ths of the votes or 75% percent.)
This is all theoretical of course, just wanted to use an example. ;-) Voting will begin May 2nd and end May 31st. There has to be a minimum of 100 people voting. If there is less than 100 members than the voting is not valid. Mike Bourdaa has volunteered to set up the voting system. It will be just like the elections, voting on the WeBB. Mr. Bourdaa will release the results on June 1st. I will then write the winning constitution into an edict and it will become official. (Assuming everyone doesn’t pick no to both)
If both proposals do not get public approval, they will have to wait two months until they can re-propose it for a new vote. (August 1st)
Last but not least, the authors of the proposals can set up one topic in the OOC WeBB Zone to explain and convince others that their proposal is the best. (Between May 2nd and May 31st only) No author may mass mail any member. No author may post about their constitution on any STF ship other than WeBB Zone. If they do, their constitution will automatically be disqualified from the running. There will be no exceptions.
Oh, and Jennifer Schubert is hereby appointed CO of the USS Nautilus, 2nd Fleet and given the rank of Captain. Congratulations. ;-)

My many thanks to Mike Bourdaa for pointing out the problems of Edict 19. I think I have cleared them up with this edict. (Adapted slightly from Mike’s suggestion)
In the event that both documents would be considered to have passed, the one receiving the most votes shall be the one in force.
In the unlikely event that both measures pass, and also tie exactly, I (The President) shall have the tiebreaking vote. I will not vote unless we have a tiebreaker. I will also not publicly endorse any document. I considered the option of letting Mike, Butch, and myself have the tiebreaking vote but considering that Mr. Carter is one of the authors of the STFC, I do not believe it would be fair. I shall be permitted in this tiebreaker round to vote only for AO or STFC, and shall do so publicly with a statement of my reasons for preferring one over the other, within five days of the end of regular voting.
Whichever, if any, document is approved under the terms of Edict 19 (as amended by Edict 20), shall immediately take effect without any further action.
In amendment to Edict 19, there will be four areas set up in the OOC WeBB Area. Those who believe in voting for AO may convince others in one topic area and explain their documents. Another topic may be set up for STFC, another for the idea of voting No to both, and finally a topic to show support for No preference. The same time tables and rules apply as those in edict 19.
And now for the unpleasantness, while I had previous said I would wait ninety days to evaluate the Marines, I can’t let something be dead for another 60 days. After careful consideration with Mark Wilson and talking to a great number of those who are on the Marine ship, I am hereby disbanding the Marines Sim effective April 1st. Maybe in the future the Marines can restart but at this time I do not believe it is working.

First off, Dustin Bukowski is hereby promoted to the rank of Captain and given the command of the USS Draco, 6th Fleet. Congratulations. Dustin is taking over for Alan Felts, a long time member who resigned last week. Alan was a great friend and I will miss him. Come back soon,
Alan. The GMT Regulations, as posted previously in Command, are hereby made official by this edict. All GM Monitors and GM Trainees must follow the regulations set forth during the course of the training program.
Let it also by hereby known that Adam St. Clair, CO of the USS Dresden, is also allowed to serve as GM of his ship.
Just for reference, the GMT Regs are:
1) All interested GMT candidates must email the GMT Coordinator stating their interest, and must provide a recommendation from a member of the Command staff (CO, XO, or GM) of one of their existing ships. GMT's will be selected from the pool of qualified candidates by the GMT Coordinator and assigned a ship with the permission of that ship's CO. GMT's are assigned based on the current vailability of GM positions; application to the program does not necessarily guarantee enrollment.
2) All GMT's are assigned a GM Monitor to document their progress on their ships. GM Monitors are required to submit periodic reports to the GMT Coordinator detailing the GMT's sim progress, as well as report problems, difficulties, et cetera. GM Monitors will also be expected to report to the GMDir/AGMDir regarding the progress of the GMT. GMT's must also provide the monitor with a summary of their sim for approval prior to its commencement. Should a GMT depart a ship for any reason, be it termination, AWOL, extended leave of absence, et cetera, the GM Monitor will be required to serve as interim GM until another GMT can be assigned.
3) GMT's will be allowed MOTD access for the purpose of updating a sim-update section on the MOTD. This is based upon the CO's prerogative, and is not necessarily a perquisite of the position. Unauthorized tampering with a ship's MOTD, roster, or character database will result in immediate dismissal from the program.
4) GMT's will be evaluated at the end of a 60-day period. The sim's continuance at this point will depend upon the result of this evaluation; should the GMT not pass the evaluation, the GM Monitor will be responsible for its swift completion so that a new sim can begin. If the GMT passes the evaluation, he may be promoted to full GM status and continue with the normal progress of the sim.
5) The GMT evaluation will be based upon the recommendations of the CO, XO, and GM Monitor, as well as the GMT coordinator's own research into the sim. The GMT coordinator will deliver the final decision to the GMT within two weeks of the completion of the GMT's sim.

Tim Stubinski is hereby promoted to the rank of Captain and given the command of Outpost 45, 2nd Fleet replacing the AWOL Ken Leigh-Smith. I hope in the future Mr. Leigh-Smith returns to us. His constant humor and superior role playing abilities will be sorely missed.
Outpost 45 is hereby changed to a regular posting speed ship effective immediately. The demand for slow posting ships has decline and at this time I do not believe three ships are needed for it. Any crew member who can not meet the posting requirements are welcomed to transfer to the other two slow posting ships. No deduction in rank will be given for a transfer and we will try to give you a position that is most like the one you have on Outpost 45. I am sorry for any inconvenience that may have caused.

Continueing out theme of bad weeks...
Well, I delayed and delayed and then delayed even more but I had to make a decision. After talking to Mike Ballway over the past week, we have jointly decided that I needed to replace him as FComm and CO. He has been forced to take a LOA until June due to school commitments. That would make him absent from his ship and fleet for 94 days. Mike and I believe we shouldn’t and can’t do that to Fleet 2. So, it is with a heavy heart that I do the next two actions. Mike has been the Fleet Commander of Fleet Two since before I was born. His ship and fleet has been known for a long time as the ones who kept it fun. I can only hope those who I have chosen can keep that tradition alive.
Mike picked Christopher Ashley to replace him on the USS Constellation. I will honor his wishes. Effective immediately, Chris is hereby promoted to the rank of Captain and given the command of the Connie.
Mike Bourdaa is hereby given command of Fleet Two. His ship, the USS Brooklyn (Trafalgar class) will be transferred to fleet two effective Thursday at midnight. (EST) Also, the Brooklyn will change to the USS Curie, Darwin Class during the transfer.
At least F2 will always be commanded by a Mike B. ;-)

The USS Aztec, Visigoth class is hereby commissioned in Fleet 3. The ship will be activated immediately.

The USS Merlin (STF5) a Phoenix class ship is now the USS Merlin, Andromeda class ship.

Yes, I don't have a VP, ACADmt, EDir, IDir, or GMDir due to LOAs. The Old Boys Club is going to be busy trying to cover all that. ;-)
Chris Ashley is given the position of GMDir replacing Colin Wyers who has taken an extended LOA. I wish Colin the best over the summer and give out my deepest apologies to the Marines, they don't know what they got themselves into by signing Colin.
Seriously though, Colin has done a great job as GMDir and he is to be commended.
I will make my decision for his replacement on the USS Independence shortly.

I am going to be away starting today (June 17th) to next Sunday (June 25th) This leaves me in a predicament. Butch is also on LOA along with half of my cabinet. It only seems natural to get a former (great) president to take over So, Mike Bourdaa is hereby acting President until I return. A advanced shipment of Tums is on the way to his house.
Seriously, don't give Mike too much of a headache. Just be good like you are with me.

Ahem. I think I still remember how to do this. Most of this is just clarifiaction on the IDept's role. Prior to today, the IDept didn't have the technical jurisdiction to completely do the job it is charged with.

Edict #30-A -- Edict Numbering, miscellaneous
Presidental Edicts passed by an Acting President shall be numbered as a letter suffix to the last regular Edict posted by the regular President.
The regular President may rescind or amend any such edicts, in the same manner as any other edict.

Edict #30-B -- Clarification on the powers of the Internet Department
The Internet Department of STF is the delegate of the STF President, which is ultimately responsible for the content, layout, and design of the www.star-fleet.com site.
The IDept may opt to delegate any or all of the three components of these duty to other persons outside of the Department for specific sections of the site.
The IDept may choose to grant permission to Departments and Fleets of STF to manage their own directory at two seperate levels. The IDept may revoke such permission only in the event that the pages underneath go out of date, and are no longer being updated, or in the event that control is returned to the IDept by the Department or Fleet voluntarilly.
A Department or Fleet which has full control [Class C] shall be subject only to basic layout requirements, consisting of the basic layout requirements shall specify only the use of a consistant background image sitewide, and require the Department or Fleet to submit their own template and (if applicable) Cascading Style Sheets file to the IDept for review and commentary.
Departments and Fleets with partial control [Class B] shall be responsible for all web page content. The IDept shall format that content into the site-wide standard format, known as the Internet Department Template.
Departments and Fleets which have no waiver [Class A] shall still have homepages, however both the content and layout shall be provided by the IDept. The IDept may ask for content additions, but may not require such, from the various other Departments and Fleets. These directories shall be under full IDept control.
The IDept shall have sole authority to designate a directory of the server to be under jurisdiction of another Department or Fleet. Any ownership of a Directory shall include ownership of all subdirectories therein. A given Department or Fleet may control more than one directory. The IDept shall be required to create new directories in the event that additional Departments or Fleets are created in accordance with STF law, and such new directories must be named in a consistant manner.
Any directory on the server which has been given to a Department or Fleet other than the IDept [Class C or Class B], which then becomes more than four months out of date, may automatically revert to IDept control. [Class A]
For the purposes of this edict, the Academy is considered a Department.
For the purposes of this edict, the pages of the the Office of the President, the Office of the Election Coordinator, and the Internet Department itself are under permenant full Internet Department control. [Class A]
Any existing ownerships which may be in force at the time this edict is enacted shall remain in full force, and may be rescinded only by mutual concent of the Department or Fleet involved and the IDir, or for being four or more months out of date.

Edict #30-C - Ownership of pages.
All official STF pages shall be required to give full credit to the original authors of content. In the event that the original author was working under the direct auspices of an organ of the STF Government, the credit may be given either to the specific person, or to the Department or Fleet under which the author was working, at the sole discretion of that author. The use of Department and/or Fleet names is recommended for pages containing general information, but is not obligatory.
Regardless of the original author, the Department or Fleet which controls the directory the page is located in shall own the rights to the page. For pages in the root directory, the IDept shall own.
For the purposes of this edict, the Academy, the Office of the President, and the Office of the Election Coordinator, are considered Departments.

Edict #30-D -- Unofficial pages: Exemption
Edict #30-B and Edict #30-C of the Hughes administration shall NOT be interpreted to include the contents of any non-official directories, such as the subdirectories of "/members," or the "/snn" directory. Such directories shall be declared totally off-limits to the IDept, except where violations of STF, US, or international law are found therein.
Three months prior notice must be given before any such directory is removed from the server, if such a decision becomes necessary. Such decisions must be announced publically, and email must be sent to inform the owner of the directory, before the three month countdown may begin.
(i.e. if SNN decides to become a warez site, the IDir may act. If SNN goes to Black Veranda against a deep violet background, the IDir may not.)
Such directories may maintain their own rules for layout, ownership, and credit to original authors, unrestricted by the IDept.

Edict #30-E -- Definition of "out of date," as it affects Edict #30-B
A page shall not be considered out of date, regardless of the date stamp on the file, if the contents of the file are accurate at the time read. An entire directory shall not be considered out of date unless multiple non-static files in that directory are out of date.
(i.e. things that don't change much, like the stuff in /ed/specs, is generally protected. However, the ED could still lose control if they don't maintain the more dynamic files in a timely fashion.)

On-site images and stylesheets
All image files used on star-fleet.com shall be hosted on star-fleet.com. This includes ship and fleet MOTDs.
The IDept shall be required to upload any such images and to the server, and report back the URL for the image to the person who requested the upload, in a timely fashion.
The IDept shall not, however, be required to upload images which violate community standards. (duh )
The IDept shall reserve the right to delete image files which are unused.
The IDept shall have sole authority to determine the proper URLs for all images hosted on STF, even if the images themselves are not the property of the IDept.
For the purposes of this Edict, stylesheets (CSS files) shall be considered images, even though they really aren't.

Edict #30-G -- STF Email Addresses
The IDept shall be responsible for maintaining the functioning, accuracy, and service of the @star-fleet.com email addresses.
The IDept must provide email addresses for the President, Vice President, Department Directors, Assistant Directors, Fleet Commanders, Assistant Fleet Commanders, NMC Chair and Secretary, and Academy Commandant and Vice Commandant.
The IDept may create @star-fleet.com for other members of STF Departments and/or Fleets, at the request of these Departments or Fleets, provided the request is consistant with the mission of that Department or Fleet, and is reasonable in scope.
Official @star-fleet.com addresses meeting the criteria of the above two paragraphs are the property of the Department or Fleet to which they belong, and the Director, Fleet Commander, or Commandant who controls that section of STF. The location to which these addresses point may be altered by request of that Department or Fleet leader.
The IDept may create @star-fleet.com for other persons, but is not obligated to do so. The IDir must give three months notice before such an address is terminated, unless it is done so by request of the address owner.

Internet Relay Chat
The Internet Department shall be responsible for the maintenance of the official STF Chat room, #star-fleet, on the IDept-approved IRC chat network which has been declared official.
The IDir shall be given the executive authority over the room, shared with the President of STF. The IDir shall be responsible for the selection of Channel Operators, and his decisions in that regards shall be final.
The IDept shall have no authority over chat rooms created by STF members.

The IDept shall maintain the WeBB OOC Area MOTD, the STF Main MOTD, the Command Area (fleet) MOTD, and the Starfleet Command (ship) MOTD.
The duties for these pages may be delegated outside of the Department by the IDir.
The IDept shall have no authority over any other MOTDs, except for the maintenance of community standards, and enforcement of the no-offsite-images rule. Other MOTDs shall explicitly be under the control of the recognized legal commander of the ship or fleet MOTD in question.
(i.e. FComm-5 is in charge of Fleet 5 MOTD. GMDir of the GMDept "ship" MOTD. CO Asimov of the USS Asimov MOTD.)

STF Summer Elections 2000 - Timetable
STF Election season shall commense on Monday, July 3rd. Nominations shall be open from Midnight on the morning of 7/3/2000 until one minute before midnight the evening of Sunday, 7/9/2000.
Campaigning may begin only after a nomination has been properly made, seconded, and accepted with announcement of the nominee's running mate.
Campaigning shall be restricted to the OOC Area of STF.
IRC Campaigning shall be restricted to non-official rooms, except that members may place an election slogan in their IRC quit message. They may not however repeatedly join and quit just to keep the message being repeated; the IDept, being in charge of the #star-fleet room, shall be responsible for enforcing this rule. No Campaign restriction shall be made for non-official rooms on STF's IRC server.
As usual, no spamming (unsolicited emailing, ICQing, AIMing, /msging), no mudslinging, and absolutely no kissing the babies; that's just gross.
Voting shall last two weeks, beginning at midnight, Monday June 17th, and ending just before midnight on Sunday, June 30th. Results shall be announced on Monday, June 31st, and the new President shall take office at noon on Tuesday, August 1st. Voting shall occur via the WeBB's built in voting routine.
No EC appointment is made at this time, but the Hughes Administration reserves the right to do so in the near future.

Ok, now, what you're probably all asking; why?
The problem I found when I was IDir under Presidents Spurlin and Wyers was that there was no clear delineation over what the role of the IDept really was.
Someone had to do it. Now I have.
The first and last edicts in the series are non-IDept related, of course.. elections are coming up.
Becides.. I really don't see myself getting another chance to pass STF law. Given that I have the authority, I'm gonna use it!
In all seriousness; the Edicts, as written, for the ID, simply enter in the current balance between the IDept and the rest of STF into written law, instead of vague unwritten law and hodge-podge of policy.
As always, Seamus is free to delete all ten, make minor changes, make major changes, or stand pat.
However, the Elections edict needed to be made, and made now, so that the elections can begin on time a week from Monday

An alternate roleplaying area is hereby established. The USS Kansas NCC 24200, a carrier class ship is to be commissioned in Fleet Five. It is the only carrier class ship in STF. There will be a 45 day trial period, after the 45 days is up the president and FComm-5 will review the ship and decide if is a good idea to continue the carrier experiment.
Butch Carter is hereby transfered to the command of the USS Kansas.
Doug Van Ness is hereby promoted to the rank of Captain and given the command of the USS Seraph, Fleet 5.
Congrats to both men.
And now for the non-fun. Conor Lloyd has not posted in 16 days. He declared a LOA until July 1st but he has yet to return. He was a valued member of the club and I had the pleasure of having him as my XO a few months ago. It is my hope that he returns to STF in the very near future but for the sake of the crew, I feel I must replace him. Lynn Janeway is hereby promoted to the rank of Captain and given the command of the USS Aztec, 3rd Fleet. Lynn will continue as Challenger CO until it is less disruptive to leave the cadets. She has the approval of the ACADmt to do so. Congrats, Ms. Janeway.

Henceforth, all positions below department head will be designated without a dash number. An example for those who are confused:
ENG-1 is now just ENG. SEC-1 is now just SEC. Etc. The Personal Director is still instructed to only assign up to three cadets in each department for the Challenger ship. (Only 3 ENGS. The current rule is to assign up to eng-3)
Mr. Bourdaa is asked to make the changes to the WeBB software as soon as possible. Thank you.

Well, these were probably the easiest decisions I've ever had to make as president.
Stuart Coll is hereby promoted to the rank of Fleet Captain. His ship is always among most fun and active in STF. This is a tribute to his excellent command and roleplaying abilities. Congrats, Mr. Coll.
Oh and now for the other long over due promotion...
Jaret Hargreaves is hereby promoted to the rank of Fleet Captain. He is a constant loyal fun loving STFian who has excelled as the Trinitron CO and as an overall roleplayer. It is my pleasure to be the one to promote him. Congrats, Mr. Hargreaves.

Because I refuse to influence the elections, I asked Butch to post this July 31st after the voting had closed.
Nick Lackie and Brian Moss are hereby promoted to the rank of Fleet Captain with all the rights and responsiblities that go with it. I think I enjoyed this edict the most because I saw Nick and Brian both raise through the ranks on my ship. Nick slowly worked his way up to from a security ensign to my COS, then my XO, then I choose him to take over for me when I left the FComm-6 position. Brian started as my medical ensign and I picked him as my GM so began his long career in the Gamemaster Department.
They are both great individuals and this was well earned.
