Due to the increasing size and complexity of STF, it has been widely said in the recent past that the GM Department is unable to keep up with all of the club's ships. The authority to hire and dismiss GMs from ships is thus hereby devolved from the GM Department onto the respective fleets.
1. HIRING: Prior to the commencement of each mission, the FComm of a fleet or a subordinate of his choosing shall select a GM from the Licensed GM List who shall serve as GM for that mission. Notification of this selection must be sent to the GMD within 24 hours of the selection, and at least 48 hours prior to the commencement of the mission. Failure to do so shall be considered a failure to complete a duty incumbent upon the office of the person in question. Additional regulation of GM appointments within a given fleet are at the discretion of the FComm.
2. LICENSING: Placement on the Licensed GM List shall be governed by the GMT Program as managed by the GMD, as elaborated in Edict Hughes #21 and other future modifications thereof. The GMD is expected to keep a complete and up-to-date list of licensed GMs at all times.
3. DISMISSAL: A GM may be removed prior to the completion of a mission by the FComm or previously named subordinate with just cause. Dismissal of a GM by the FComm himself shall be considered an act of the FComm and treated accordingly. Dismissal of a GM by a a subordinate of the FComm shall be referred first to the FComm before further action.
4. DELICENSING: In the event that the GMDir should receive a complaint about a GM and upon investigation decide that there is cause for said complaint, he may as appropriate place the GM in question "on probatation" and assign a Monitor to observe the situation on the ship and the GM in question, but not terminate the GM's license; or in extreme cases he may revoke the GM's license and remove him from the list of Licensed GMs and notify the FComm and CO of any ships where the GM in question had been GMing. Should a GM be serving on a ship at the time he is delicensed the person responsible for appointments in the appropriate fleet shall be expected to locate a licensed replacement promptly.
5. RELICENSING: In the event that a GM should have his license revoked he may reapply to the GMT Program if he so chooses, in which case he shall be handled as any other GMT.
6. UNLICENSED GMs: In the event that an FComm or named subordinate wishes a GM who is not listed on the Licensed GM List, he may request that his selection be placed on the ship in question as a GMT under the auspices of the GMT Program, in which case the GM is handled accordingly.
7. PLACEMENT OF GMTs: The GMD may recommend that a ship host a GMT under the auspices of the GMT Program if no FComm or named subordinate has already requested said GMT. The FComm or named subordinate responsible is expected to give this request due and fair consideration. A GMT may not be placed without the approval of the CO of the ship in question.
I'd like to thank Deanne Ashton, who originated this proposal and has been in great measure responsible for its adoption. Thanks also to Larry Garfield, who re-wrote the proposal in the form above, with a few modifications. Finally, thanks to everyone who gave their input in the debates on this subject.
FComms are to name their Fleet GM Officers immediately. If an FComm takes that job on personally, I'd still like to hear about it.

Captain Deanne Ashton is hereby appointed CO of the USS Curie. We've got to somehow patch the hole that Mike Bourdaa's iLOA has left in the club, and the Curie will need to move on. Deanne is aCO at present, and has experience as a CO prior to this, so I believe things will work best in this way.
Now, a related subject. The following matter has been one of the most controversial ones in recent STF history, and it has stood out as an example of how things can go wrong when badly handled. I wish to do what's in my power to put things right. Edict Spurlin #6 is therefore repealed, and Captain Deanne Ashton reverts to the rank of Fleet Captain, as she would have been had the above edict never been issued.

Butch Carter has put a lot of effort into making this club fun, and has served administratively in several capacities for some time. He was recently Vice President and Internet Director, is currently AIDir, commands a ship that he designed himself, and is an all-around nice guy. His meritorious conduct and interest in the good of STF has made him a very valuable member.

Only the President or a designated appointee thereof is responsible for conducting diplomatic relations with other groups on the behalf of Star-Fleet. Should the President delegate authority to a member for the purpose of conducting diplomacy, the scope of the appointee's authority is to be clearly outlined, and the appointment to be concerned with discharging a specific duty within given bounds.
Any agreements made by a diplomatic proxy will not be considered valid until and unless explicitly sanctioned by the President in the form of an edict.
Conducting formal diplomacy without the consent of the President is to be considered unlawful, and will thus be dealt with at the President's discretion.

Adam St. Clair has been a member of STF for nearly 3 years, a CO for almost 2 and a half years, as well as longtime AFComm-3 and APDir. He serves as his own GM on the Dresden, a very active ship, and has been an integral part of STF for as long as I've known him.

While holding authority ex officio over the various departments of STF government, the President is not permitted to hold any cabinet position during his own administration. The Vice President is permitted to hold a maximum of one cabinet position during his period of service in that office, and other cabinet members are to be likewise limited to one cabinet spot at a time. Temporary appointments of serving cabinet members to fill positions as acting heads of departments or fleets until permanent ones are named is allowed, however, at the discretion of the President.
For the purposes of this edict, the cabinet is composed of department and fleet heads (not including assistants or the Vice President).

COs are permitted to dismiss members of their crews if they determine that such action is necessary to preserve or restore the ability of the ship to function effectively. A member dismissed from a ship may appeal the decision to the FComm, except in cases when the CO who dismissed the member is the FComm. In this case, appeals are to be directed to the AFComm.
If, upon review of the case during appeal, the decision for dismissal is found to have been made without reasonable basis, the reviewer is empowered to overturn the dismissal and return the dismissed crewmember to the ship from which he was ejected. If the reviewer finds otherwise, however, (i.e. that there was a reasonable basis for the decision) then no further appeal is permitted.

Daniel has -- inter alia (the unnamed occurrences still being more thoroughly investigated) -- posted inappropriate topics on the USS Resolution, harrassed member(s), and knowingly deceived the PDir, using an alias to obtain a new login ID for himself.

The following Terms of Service are enacted for STF. They will be agreed to by new members when their join forms are sent in, and by existing members when they log in the first time after these have been enacted and the coding for the agreement has been completed. All members must agree to the Terms of Service.
STF Terms of Service
By joining, I agree never to use the resources of star-fleet.com or any other related resource such as chat rooms, (collectively known as STF) for the following activities:
1) Collection of e-mail addresses for unsolicited mass mailings (spam). If any STF member wishes to quit receiving e-mail of a certain nature from you (jokes, surveys, etc.), you should comply with their wishes. Any e-mail addresses obtained through STF are not to be used for unsolicited mass mailings including, but not limited to:
I) Advertising for other RPG services
II) Any form of commercial advertising
III) Dissemination of patently obscene material
2) Any illegal conduct. STF, its membership, and its operators shall not be held liable for any action you take that violates any federal, state, or local ordinance, code, or regulation, or any other sort of prosecutable offense.
3) Dissemination of obscene or offensive materials. Foul language is to be used sparingly and within the context of
good taste.
4) Harassment of any STF members.
Violation of any or all of these policies can lead to penalties, including but not limited to removal from STF and banning from its servers and related resources. STF is, furthermore, at liberty to contact your Internet Service Provider (ISP) with complaints regarding the violation of these guidelines if such action is determined to be necessary.
STF reserves the right to alter this agreement at any time without prior notice, as well as the right to set and enforce penalties for violations of these policies, which are to be determined solely by STF.

There are some people in the club who seem like constant fixtures -- active on their ships, always around to talk to if you need them, and ready to do what they can to help out those who ask. Emma Rouse-Deane is one of those people. She's been a good role-player, and a level-headed and nice person ever since I've known her; since she's been a CO and an AFComm, she's done a great job and shown herself to be a reliable and valuable part of STF over a long period of good conduct. It is for these reasons that I'm happy to promote Emma to the rank of Fleet Captain, with all the smug sense of superiority that this entitles her to exhibit. :)
On another note, Ralf Steen has had to take an indefinite LOA for RL reasons, and as a result the Columbus is without a CO. To fill this vacancy, Johnathan Hughes is promoted to Captain and given command of the USS Columbus, Fleet 4.

In the continuing battle to iron out kinks in the GMT regulations, another shot is being fired. I'm amending Hughes Edict #21 -- or, rather, amending it again; and I do this so that the regs will all be in one place for easy access -- to include the following:
7) The authority to delegate any or all responsibility for the GMT program will rest with the GMDir, who may consequently either appoint a GMT Coordinator to perform the duties listed above or exercise the authority of this office himself in part or entirely.

This is a tough one, but I wouldn't be writing it if I didn't think it needed to be written. Let me start off by saying that I rightly take the blame for this, and that Lou gave it his best try and attempted to work with what he had. It was an error in judgement on my part to appoint Lou as GMDir when he wasn't ready to take on the job. I'm not sorry I did so, because he's a good, talented guy and I wanted to give him a chance. However, I also recognize that the best thing to do in a situation like this is admit when you've made a mistake and work to correct it.
Therefore, Lou Gasco is released from the position of GMDir and will be replaced by Jeremy Friedman effective immediately.

STF Election season will begin on Saturday, March 3rd. Nominations will open at midnight the morning of 3/3/2001 and continue until one minute before midnight the evening of Friday, 3/9/2001. The new President will assume office at noon on Sunday, April 1st.
Campaigning may begin only after a nomination has been properly made, seconded, and accepted with announcement
of the nominee's running mate by the nominee.
Campaigning on the WeBB will be restricted to the Election Ship, an OOC area devoted entirely to the election. It will be accessible from all fleets and will go online March 2nd.
Larry Garfield is hereby appointed Election Coordinator, and will outline in more detail the election schedule shortly. He will be charged with the conduct of the election, will be responsible for organizing an IRC debate if he should choose to hold one, and is authorized to include any additional regulations as needed.
On a completely unrelated note, the ban of Chris Healey, enacted in Edict Spurlin #7, is ended. He is now free to re-join the club or visit the IRC channel if he so chooses.

Let me start out by saying that I'm generally not too keen on censorship. It's a favorite pastime of STFers to post notes which hover just on this side of "the line." In a club with members of all ages, I think it's a common courtesy that this line be given a wide berth, if only because there are children reading. When posts go beyond what some adults can read comfortably, I think there's a bit of a problem. When these posts are written by members who should know better, the problem is an even greater one.
Barret Vogtman and Paula Kirk were involved in a sexually explicit thread on Outpost 42. During the course of this thread, Paula (who is the CO of OP42) warned that kids should skip the posts concerned. If you're a kid and someone tells you not to read something, folks, what's the first thing you're going to do? You're going to read it. And although most people in the club have not read these notes, just about everyone who has agrees that they were in poor taste. What's more, they were irresponsible. Bad taste is everyone's privilige, but posting as they did in an environment with children around was and is simply wrong.
Barry has apologized, whereas Paula has totally ignored any reference to these posts even after FComm-3 James Speck posted about them on her ship. This is Barry's first offense of this kind and seriousness, whereas Paula was demoted once before for conduct unbecoming an officer. Barry was not in command of the simming environment on which these posts were made, whereas Paula was.
Therefore, I am demoting Barret Vogtman to the rank of Commander. He will keep his CO spot. Paula Kirk is hereby demoted to the rank of Commander and removed as CO of OP42. The Outpost's new CO will be announced as soon as I can get confirmation.

Note, for purposes of record-keeping, that he gets no promotion as he's already an Admiral. And may God have mercy on us all.

This edict supercedes any previous statutes which it contradicts (viz., any regarding the GMT Program, which this edict replaces).
The Gamemaster Apprenticeship Program is hereby established subject to the following guidelines.
STF members who wish to become a licensed GM must first complete the GM Course hosted by the Academy.
Upon successful completion of the GM Course, the member is responsible for notifying the GM Director of same. The member is then considered a GM Apprentice.
A GM Apprentice who wishes to become licensed to GM must then locate and provide to the GMDir the following:
* A positive recommendation from at least one command level officer (CO or XO) on a ship where the member has served within the past six months.
* A positive recommendation from at least one GM on a ship where the member has served within the past six months.
* A CO willing to host the member's training session (may be the same CO as submitted a recommendation).
* A Registered GM Mentor willing to act as Mentor to the member for his training (may be the same GM as submitted a recommendation).
It is the responsibility of the GMA to find a ship and GMM for his training sim. If, however, the GMA is unable to find a CO willing to host the training mission or a GMM willing to supervise, the GM Department may offer assistance if it sees fit.
The placement of the GMA on a given ship will, of course, be subject to the approval of the FComm, as dictated by Lackie #2.
The hosting CO and the GM Mentor may not be the same person.
Once a GM Mentor and ship have been selected, the GM Mentor (GMM) and GM Apprentice (GMA) will jointly plan and begin a mission on said ship. Initially, they will be expected to jointly GM the mission, with an exact division of labor as they decide. The division of labor is expected to gradually move towards the GMA having complete GMing responsibility, with the GMM in an active advisory role.
The mission will be expected to last a minimum of three months. For at least the final month, the GMA must be the exclusive active GM. At the end of the mission the GMM, CO, and XO of the ship will submit their recommendations to the GMDir regarding the passage of the GMA. The GMDir will make the final decision regarding the passage of the GMA based on the input from the GMM, CO, and XO.
Should the GMA be approved for passage by the GMDir, he will be licensed as a GM. Should the GMA not be approved for passage by the GMDir, he will not be licensed, but may reapply to the program at a later date, after at least a two-week interval from the date of the GMDir's ruling.
In order to be a registered GM Mentor, a member must be a currently licensed GM with at least two missions' experience as a licensed GM, and must present to the GMDir a recommendation for registration from at least one command level officer (CO or XO) on a ship where the GM has GMed within the last year. The GMDir will then authorize or not authorize the GM as a registered GMM. Once registered, a GMM will remain registered until and unless a reason can be shown to alter his registration status.
The GM Director may delegate any of his duties enumerated in this edict or any other responsibilities incumbent upon him as a result of another edict to another named member of the GM Department, subject to the condition that the individual with final authority on the licensing of GMs be himself a licensed GM.
Note that current GMTs will finish their training as GMTs. New prospective GMs must now, however, train as GMAs.

Eric Potter, CO of the Coronado, has gone AWOL. I'd hoped that he'd come back, but thus far he hasn't and attempts to contact him have failed. So...
Brandon Stoll is promoted to Captain and given command of the Coronado (Fleet 6 for those of you who were wondering). He has a couple of XO spots, and has chosen to give up the one on the Challenger. I could wait to promote him until I can confer with Moe on a replacement, but the Coronado needs a CO soon, so I'll let you know who the new Challenger XO is later.

Well, skippy, I'm pretty sure this'll be the last edict of the term, so buckle up and get ready for a few promotions.
As a longtime FComm and decidedly silly member of STF, Mark Wilson has added to the character of whatever entity he's been involved with. His ship, his fleet, SNNHN, and the club as a whole are better for his involvement. He's reliable, full of good advice ready to give to those who need it, and -- for goodness' sake -- entertaining. Therefore, I'm happy to promote Mark Wilson to Commodore.
And no less so to promote James Speck to Commodore. He's done an excellent job as CO of the Athena and consequently it's a great ship. James has been an FComm ever since the Bourdaa administration, and although he keeps a low profile in Command I've found through my experience with him that he's nearly always available for information and consultation. He's also a good problem-solver, and I've been happy to find that out through experience as well.
Finally, Jeremy Friedman has been a CO for a long time now. He started off quite young, and since then has managed to do a good deal of stuff throughout STF. He's currently GMDir, and so far has managed to do well in that office. Jeremy is a very reasonable guy, and has shown admirable judgement and insight when I've spoken with him. He also holds the distinction of being Captain on a successful self-simming ship, which isn't an easy task. Jeremy Friedman is promoted to Fleet Captain.
I'd like to congratulate all of these folks on their promotions. Each one has certainly earned it.
