On September 20th, 1999, Colin Wyers took office as the President of STF, succeeding Bob Spurlin. On November 10th, 1999, the next STF President, Seamus Hughes took office.

Edict #1--

Well, as is all too plainly made clear by recent events, the President of STF is indeed human, and can befall human problems that make discharging of their duties an impossibility. As such, it would not be prudent of me to delay the appointment of a new Vice President, as has been my habit in other jobs.

Now, a bit of reasoning behind my decision. STF is currently having an upcomming election, and I do not intend to run. I feel, furthermore, that it would be improprietous of me to give the Vice Presidency to someone that is... at this stage, it would not be proper of me to grant someone incumbency when the campaign is an issue of relevance, and they had not been elected to it.

Thus, for the duration of the remainder of my term, Larry Garfield shall be Vice President. Larry has been in STF longer than I have, although barely, and he is truly one of the first, and finest, WeBBers to have stuck with us this long. This is not to say that I will always agree with Mr. Garfield, or that he doesn't sometimes aggravate everyone within his reach. But, I feel that such differences shall not in any way hinder his carrying out the tasks (or lack thereof) that accompany the Vice Presidency.

And, in that vein, I shall also be "passing the buck", and give Mr. Garfield the duty which I was charges as Vice President, along with his FComm-4 duties. He is to, if nothing else, give a report on the status of the AO draft no later than the first of October. It is my hope that balloting for both the AO and the new elections can occur at the same time.

A few of us were active Prodigy members, despite never having been in STF while on Prodigy. I was one of those, having migrated over from sister club STC. Mark Wilson was another, moving from STNG. Both of us can be blamed on the McParty.

Mr. Wilson currently serves the club as FComm-1, a GM, debate foil in IRC, and most importantly, CO of the USS Victorious. He's one of those fine few in STF who have put in the extra effort to take on the commanding of a ship, probably the most essential duty our club has to offer, and he's done it well. He's also taken up the second most important duty, running a fleet, and done well there as well.

Now, this Presidency is not without some sense of irony... Mr. Wilson has made some remarks concerning "rank inflation," and while I certainly do not wish to accheive that in my term, I do recognize the merits of recognizing those with merit. Mr. Wilson has shown such merit time and again.

Thus, I hereby promote Mark Wilson to the rank of Fleet Captain. Congratulations, Mr. Wilson; I don't suspect you'll let me down.

Mike Bourdaa shall be the Election Coordinator.

In the absesnse of any overriding cause not to, I am going to yield to the discretion of my Election Coordinator.

The Office of the Election Coordinator is hereby allowed to maintain for itself a system of primaries, to limit the field of candidates to be placed upon the final ballot, so long as:

* The timetable is maintained on the OEC website.
* All candidates are given notification by e-mail.
* The proceedures are posted in the Starfleet Command ship.

Well, boys and girls, let's look into the Grab Bag 'o Promotions and see what we have in store for everybody today.

Ah, here we go... yes, this looks good.

Effective immediately, Brian Moss is promoted to Captain and placed in command of the USS Titania, the fast ship.

Ginger Johnson is now being removed from the position of Montgomery CO, due to pressing RL concerns that have kept her from participating in the RP as much as either she or we would like. She still retains the rank of Captain. We wish her luck.

Jeff Field is hereby recommisioned in STF, bestowed the rank of Fleet Captain, and given command of the USS Montgomery.

On the subject of AWOLs, FComms, and their relations.

1) All FComms hereby have the authority, in the case of both the CO/XO going AWOL or ELOA, or any combination of those, are given the authority to appoint an aCO and an aXO from the crew. In the case that they do so, the must e-mail the command list with the names of the aCO and the aXO, along with their actions to check the status of the CO and XO.

2) In the eventuality that a CO goes AWOL, an XO is authorized to declare themselfs aCO under the rules of that fleet. If they do so, they must e-mail the FComm about this, and e-mail the CO stating that they have done so, and ask for the reasons of the AWOL.
