If and when a club-wide policy is adopted with regards to what the CO can and can't do, promotionwise, the above restrictions will be voided in favor of the new ones.
COs are encouraged but not required to list important promotions on their ship MOTDs, to make sure that all crewmembers know. When a promotion is ordered, it is the CO's duty to modify the affected RPG character to reflect the new rank. Also, it is the duty of each CO to note any promotions to ranks higher than Lieutenant-JG in his Captain's Log.
Transfers
The purpose of a transfer in STF is to fill a job that is empty. In no way are transfered officers to expect a rank promotion, nor are COs obliged to give them (these officers) one. Ship COs have full authority to initiate and execute transfers to and from any "dash-one" or Department Head position. In some cases, however, they are required to notify the FComm and/or the Personnel Director.
In the case of intra-ship (i.e. one-ship) transfers, such as if the Constellation's Eng-1 were to take over for a just-resigned CE, notification of the FComm must be made only if the officer is moving to a Department Head (e.g. COS) position.
In the case of inter-ship (i.e. two-ship) transfers, such as if the Nautilus' Eng-1 were to take the CE position on the Trinitron, both the FComm and the Personnel Director need to be notified. Please note that either CO in an inter-ship exchange can veto the transfer.
In the case of transfers to XO (Executive Officer), the CO is required to submit a list of three prospective officers to the FComm. The FComm will then tell the CO which of these officers is/are acceptable as XO and the CO can then initiate a transfer as usual. Transfers to CO are handled by the FComm, Personnel Director, and President, and therefore none of your darn business <g>.
All transfers involving Department Heads or the CO or XO should be recorded in the Captain's Log.
