=/\= Promotions:

Commanding Officers in Fleet Two are authorized to promote officers under their command up to the rank of Lieutenant Commander (for Department Heads) or Lieutenant senior grade (for other officers) without any interference or permission requirement of Fleet Command. Use your own best judgement, and go to it. For promotions to the position of XO, or the rank of Commander (for XOs or DHs) or Lieutenant Commander (for dash-x officers), the prior approval of the Fleet Commander is required. No person may be promoted twice on the same ship within the same thirty (30) day span. (This includes Academy-mandated promotions!) For promotions higher than Captain, the President's rubber stamp is required.

=/\= Chain of Command:

The FComm and AFComm are required to maintain at least one RPG character within the fleet. If either becomes AWOL, the other will appoint an aAFComm, and serve as FComm (or aFComm) for the duration. [Only the President may change the identity of the holder of the title FComm-2]. If both are AWOL simultaneously, the senior-most remaining CO ( Mike Bourdaa , Christer Bäckman and Steve Johnson ) should inform the President of the situation, and take on the post of aaFComm-2 until otherwise instructed by the President, FComm-2, or AFComm-2.

If the CO of a ship is AWOL, the XO shall inform the FComm-2 by email, and take over as aCO until otherwise instructed. The XO shall also take over as aCO in the case of an LOA by the CO. If there is a vacency in the post of GM on the ship, the XO shall fill in as aGM. An aCO may appoint an aXO. If the CO and XO of a ship are simultaneously AWOL or LOA, the highest ranking non-AWOL/LOA Department head should contact the FComm for instructions immediately by email.

=/\= Transfers:

COs are free to recruit people to their ships to fill empty positions without FComm interference, except for the XO post, on which the FComm maintains a veto. The FComm may, in order to balance out the fleet, transfer dash-3 or higher officers between GWF ships, with notification of the COs involved, but not their approval. Any other transfers require the prior approval of the CO.
