Alright, since everyone hated my first thought, I'll throw another one. :)

I'm confused on why the Commandant places graduates, versus the personnel department. The PD knows the staffing needs of the entire club, whereas the Commandant really is only required to know the requirements of the Academy. If we're concerned about fair placement, versus "friends of the Academy" always getting first dibbs, maybe this is why. The Commandant, especially since we don't have a master roster right now, would probably find it easier to head hunt locations for his Cadet graduates with people he normally talks to, than knowing that random ship X in fleet Y that he never sees is really in need of good JOs.

All the other rules we're considering might still apply, but I think the PDept would be better at handling the actual placement.
