The PD knows the staffing needs of the entire club, whereas the Commandant really is only required to know the requirements of the Academy. If we're concerned about fair placement, versus "friends of the Academy" always getting first dibbs, maybe this is why. The Commandant, especially since we don't have a master roster right now, would probably find it easier to head hunt locations for his Cadet graduates with people he normally talks to, than knowing that random ship X in fleet Y that he never sees is really in need of good JOs.

Unfortunately PDept profiles and vacancies pages don't usually accurately reflect the actual needs of the fleet in terms of vacancies. Many captains do stay on top of it, but many also do not, and it's often those ships that need quality posters the most. As a former PDir, I can tell you that I knew every ship's staffing issues up and down, and after awhile it's quite easy to remember... but that was back in the day when there was a master roster, which made remembering these things easier. Anyway, I think my point still stands that the PDept is infinitely more qualified to place people in the right places than the Academy. They do it every day, and it's their job to know where the open spots and needy ships are. This is nothing against the Academy staff, it's just a logical conclusion that the PDir knows more about ship needs in terms of vacancies than the Academy staff would.

At the least, perhaps we could write into the "rules" that the Commandant confers with the PDir on placement?
