As discussed in IDept:

1) Change "Location" from a free-form text field to a select box, or something similarly more restrictive. How we'll add new Locations has not yet been determined. This is for "where" the action is taking place *only*. (Eg, Sickbay, Bridge, Planet surface, etc.)

2) Add an "Activity" field that uses a free-form input box similar to what Location uses now. This would be for "what" the action is *only*. (Eg, Physicals, Away team alpha, Checking in, etc.)

3) The title of notes will change from "$topic on $ship" to "$topic - $activity".

4) The use of either field for "who" ("Tag Bob") or "when" ("after things exploded") will be forbidden, and it will be the responsibility of COs to smack people upside the head who use either field inappropriately.

The hope is that by splitting those fields we can better categorize notes, keep people from throwing crap into the Location field, and possibly get richer note reading capabilities. Of course, it's dependent on COs enforcing #4 properly. We'll see what buy-in for that is.

This is on deck for sometime after the Drupal 6 upgrade.
