To be honest, this isn't really in the Command approved format for a proposal (see the Command MOTD). All your post tells us is "What is your solution (the plan)?".

First of all we need to identify the problem:

1. What is the problem that you are addressing?
2. Why is this problem important to address?
3. Include any relevant background information.

The in your proposal you need:

1. What is your solution (the plan)?
2. How does your solution address the problem? (we need to identify this first!).

Finally, it needs to be stated:

1. What are some forseen pros and cons?
2. What would your plan cost the club?
3. What would the club gain?

At the moment, I have not got a clue as to what the problem is, why we should address the problem, what the pros and cons or indeed if the club actually wants a ship. Until we have answered these, I think we should just hold fire on critiquing the charter.
