The first sentence is redundant and thus not necessary. That it is a Tier 7 punishment makes it pretty clear that it falls between Tiers 6 and 8. :)

: There should be some sort of requirement to cc in certain people so that a record of some kind is kept. In case the offender escalates and the President needs to prove that steps have been taken before they invoked Tiers above this.

If we're going to go with this, which should be just writing down the unwritten rule of CCing the VP, then the word "official" needs to be inserted in the last sentence between "any" and "club".

: : This is any punishment given out below the Presidential level by ship Commanding Officers, Fleet Commanders, Department Directors, or Executive Assistants during the normal discharge of their duties. The Office of the President cannot issue Tier 8 punishments.

: Should we keep some record of these? Like must be mentioned in the Report? Otherwise could end up with someone who is causing low grade trouble, all over the place and then need to move to a higher Tier. Again it's about keeping a "paper trail" you have to do this when teaching. Peach slips... ugh.

I think we have sufficient ways to bring punishments up the chain of command without keeping track of punishments that happen outside the office of the president. If someone is escalating or continues to repeat the same problem, the next step is for the CO/FComm to take it to the office of the president. I believe that's already laid out in FCOMM, and if not then it does need to be put in here somewhere, or added to FCOMM.
