: I think you can become one whenever there is an opening, if you pass the exam. When I passed the exam, I was accepted by one of the first people I asked. But the only problem is getting the CO to hire an inexperienced DH first. :)

It is also a matter of being in the right place at the right time. I believe most COs would look to their JOs first when they need to fill a DH Vacancy (JOs in the department that needs a new DH). JOs that show that they are reliable, are skillful posters etc would be likely to be offered DH positions. Keeping an eye on the PDept to see what DHs become available would be another good thing to do.
You do not need to have passed the DH exam to become a DH. It is one consideration and one consideration only, but it isn't the only thing under consideration.
