: WordPad will let you save in RTF without using smartquotes, I think. Or you can just disable smartquotes in Word. Or you can use a non-crappy program (and confirm its settings, too): http://www.openoffice.org/

If you need to get rid of the smart quotes after you already put them in place, disable the feature, and then do a find & replace for all the quotation marks. I think there's actually a help file in Word about how to replace smart quotes with regular quotes (since this comes up often :P).

And since I do some of my STF work in my bureaucratic government office, I've learned how to work with Microsoft products. :)
