Ok,

I don't know whether this has been brought up regarding this topic but, what about ribbons for completion of the academy courses and/or graduating from the academy.

Another Trek Organisation, One of the largest in the world of its type employs this system. When you graduate from the course lets say Security, The Academy Course Tutor informs you that you can now don that badge.

In that organisation we also have our "academy" programme quite similar to STF's albeit it is currently shut down. One of the developing ideas there is to supply a "ribbon" to everyone who graduates from the Academy. It's probably alot of people but we found that many of our members actually liked this method.
