Duggan comes from the city of Edinboro Scotland. He was raised by foster parents after his father and mother were killed by the Romulans onboard the USS Trinitron.

He was in the top third of his class at Starfleet Academy. He graduated with honors, and was then transferred to the USS Shogun, sister ship to the USS Samurai.

Later he was transferred to a Chief Engineer position on the USS Ticonderoga

Most recently, he had been assigned to the Engineering department on Utopia Planetia where he was working on harnessing wormhole physics and making them work with the existing warp drive that the Federation was currently using. Harnessing the energy of the Worm hole to power a warp drive, was still in its theoretical stages.
