Born on 2349 to Phillip and Sarah Munro on the mars in the utopia planitia general hospital, lived on mars until he was 9 years old. Moved to Jupiter station and stayed there until the age of 18 when he applied to join starfleet academy, unfortunatly he failed the entry exam and had to wait a full year before he could reapply. He spent this time as a dock worker at the utopia planitia dock yards, as such he gained a good insight into starfleet ship design and starfleet. He was finally accepted into starfleet at the bottom of his entry group, initial tests showed that he would wash out quite early and he struggled with some subjects. However Horatio passed out as the 4th last in his class, he was reassigned to the USS Victory as a security ensign and served onboard her for 1 year gaining a commendation for abilites above the call of duty when he continued CPR on a hostile alien for over 3 hours thus saving the mans life. He was then transferred to USS Farragut shortly after the outbreak of the Federation-Klingon war of 2372-2373, onboard he excelled in his duties as general duties as a security officer. He was among one of the survivors of the USS Farragut during its ill fated of mission to Ajilon Prime, this affected him greatly as he lost may friends onboard. However he slowly adjusted to a more peaceful life onboard the USS Swan and Hunter unfortuant;y soon after he had adjusted to his peaceful life the Dominion war broke out. During a routine science mission the ship was attacked by 3 Jem'hadar warships, the ship was crippled and left floating in a dangerous nebula with life support barely operational. After days of frantic and tireless efforts life support was restored and the Chief Engineer , now the CO by default, had managed to move the ship out of the nebula using the ships one remaining manovering thruster. The ship and crew was rescued after 45 days of floating in space slowing drifting away from cardasian space, Horatio was promoted to junior leiutennant and a commendation for bravery for his actions aboard the Swan and Hunter. After several months in dry dock the Swan and Hunter was sent back out , now refitted for war , for reconnosance and probing enemy postions. After several engangements , during which the Swan and Hunter was severly outgunned and outnumbered , the ship met her final days during a training exercise in 2374 when the dominion attacked the Tenth fleet and Betazed. The ship was lost with a considerable loss of life, almost half the ships company was either killed or was reported MIA.

A now broken, wounded and scarred Horatio was forced to relieve the feeling of loosing many friends in a sneak attack, this caused him to retract into himself forcing him to become a recluse. After a few weeks of treatment and down time he was reassigned to the USS Galaxy , joining the ship he took over command of a security detail and served onboard during the a First Battle of Chin'toka. After several more engagements onboard he was transferred to the newly rebuilt USS Edinburgh where he served as a senior security officer until his department head was killed in an attack by Dominion forces in early 2375. He uneasily took over as aCOS for over 2 months before he was formally promoted to full Leiutennant and made Chief of Security. After a few battles the unconfident Horatio was finally beginning to learn his role as chief of security. During the middle of 2375 he led several away missions on various dominion controlled worlds in support of ground troops, he received one commendation for valour in the face of enemy forces. Shortly after the San Francisco attack the USS Edinburgh was stationed near the Breen border and was repeatedly attacked by Breen and Dominion forces. During the Second Battle of Chin'toka the USS Edinburgh was on the reserve craft that was detailed to pick up surviviors, during this time he developed a new found hate for the Breen and their Dominion allies. The USS Edinburgh was tasked with supporting the main fleet during the battle of Cardassia, Horatio although obviously frightened by the prospect of death felt a strange wanting to cause as much damage as possible to the enemy. He has never forgotten this feeling and its memory still haunts him today. The Edinburgh joined the armada and engaged the enemy causing little damage by herself but assisting the larger capital ships in their engagements. When the dominion forces had retreated to Cardassia the Edinburgh was badly damaged with warp engines damaged beyond repair, life support failing on many decks and enemy boarders engaged in fire fights on 3 decks. Horatio manned the tactical station organising tacitcal firing and the security departments counter attack to the boarders, despite being wounded by shrapnel and bleeding proviously. The Edinburgh remained behind with the surviviors to perform SAR of survivors and to assist crippled or damaged ships, and Horatio's security department excelled despite losing 50% of their manpower. After Treaty of Bajor the Edinburgh was towed to a nearby starbase and its crew joined the hundreds of other ships and crews trying to pick up and repair what was left after the war. The war had been hard on Horatio and he was even more reclusive than ever , it was at this time he started dating a young engineering leiutenannt he had served with before on the Swan and Hunter. After 6 months of refit and rest the Edinburgh left space dock to perform a year long survey of an Asteriod belt near Alpha Centurai, then 3 years later after several more survey's Horatio was promoted to Lt Commander and transferred to the USS Wildfire as the CTO. Horatio served as the CTO for 3 years before being reassigned to the academy for command training, he has now been reassigned to the USS Olympic as its XO.

Relationships; Few, has had an on and off relationship with Lieutenant commander Nina Raskova currently serving on the USS Intrepid as Chief engineer.

Medical: In perfect health, has received only a few minor injuries during the past 5 years. Once received a serious shrapnel wound several years ago.

Psycological: Horatio is a quiet man , though he is slowly coming out of his shell mainly thanks to the years of works by Leiutenant Commander Nina Raskova and his friends. He is still troubled by what happened in the dominion war but he has slowly coming to terms with it, though he doubts he will be able to fully come to terms with it.
