Lir (the planet) is located in the Gamma quadrant, inked to the Alpha quadrant through the DS9 wormhole. It is a small planet, not much larger than Earth. Lir is also one of the few places where large deposits of Zolite, a rare gem that has never been successfully replicated, is mined and where travelers and merchants visit to replenish their stocks.

For a long time after they achieved space travel and warp technology, about one third of the Liir (people) were Xenophobic and didn’t want their space program to engage with any new life they encountered. It took many years of positive spin stories and adverts of the advantages offered by making friends with aliens, to get their numbers down enough to pull off the plan the Council put into play once Phelonce III had been on the throne for eighteen months.

Phelonce III is a hedonistic ruler who indulges his every desire, inviting his close subjects and the people to join him. The ‘people’ were not treated to the same level of indulgence as the friends were, but he allowed them to pull extra allotments from grain storage and slaughter houses which was enough to satisfy the masses.

The Council, seeing how their Ruler had no regard for thoughts of the future and what would happen when stores ran low, began planning a way to ensure they would be able to get through the shortages without much difficulty. Under a secret order, they recruited 25 individuals to take to space to find them a planet or people who would open trade communications with them. The volunteers were sent in many directions. Omhyr Malazan, a trusted female who holds a high place in the Zjada (soldier/guard) was chosen to approach the United Federation of Planets for their connections to many worlds. The Council worked out an agreement with them to have Malazan ride along with one of the ships that would likely encounter new life. They wanted to make sure the UFP was all it said it was and that what they’d heard about fair treatment and a willingness to help wasn’t just hype. That is how the Omhyr was assigned to the Manhattan for one year. She is to observe how the crew, under Star Fleet’s orders, deals with situations and life forms to see if joining the UFP would be a good fit for the Liir.
