Background:
Born on Earth in 2367, Rands parents had left Bajor after the Cardassian Occupation due to his father Jarhic’s membership in a small but particularly ‘successful’ and violent Resistance group, which refused to accept the authority of the new Bajoran government and wished to carry on their activities against those they called ‘new occupiers’, even though they were Bajorans. Rands mother Aneila, was a young doctor who had learnt her trade while in various labour camps, treated well enough by the Cardassians and even trained as they had no desire to spend time or resources medically treating the Bajoran work force themselves but knew that they had to provide some kind of medical assistance.

Knowing his groups desire for continued aggression but having no desire for it himself, Rands Father decided to leave the group, take his wife and young son and depart Bajor, a very hard thing for him to do but made easier when the government rightly made members of his old group wanted criminals. Luckily his mother applied for and was accepted into a Federation Medical School under refugee status, and they made their way to Earth in early 2370.

His mother underwent formal medical training and his father did a number of jobs around staying at home and raising Rand. They decided that it would be best to have Rand finish his schooling on Earth, especially as his father was still technically a wanted man on Bajor for participating in his groups activities during the Occupation. The Bajoran government was content to leave him alone, however as he had left the group before they had resumed activities against the government and he had helped them as much as he could with information before departing for Earth.

Rands mother often travelled to Bajor for periods of up to a year to work as a Doctor while Rand underwent schooling on Earth, although Rand sometimes went with her on the shorter journeys. When Rand turned 17 the Government formally pardoned his father, allowing the entire family the ability to return to Bajor to live. After a year of living on Bajor, Rand was encouraged to join Starfleet so returned to Earth to attend Starfleet Academy.

Physical:
Rand is a sturdily built young man. He takes his health and his role as Chief of Police seriously and makes sure he is fit, and is best described as solid, and athletically muscular. His hair is almost jet black but reveals a natural reddish tinge under certain lights and angles, and he wears it at short/medium length and tidy. His face is thin rather than wide and features a square jaw-line and squared off chin with a sharp, angular nose. He wears the traditional Bajoran earring on his right ear, his one fairly unique and shaped like a serpent, the head at the top and tail curled at the bottom.

Personality:
Serious and sometimes straight to the point, Rand believes in hard work and ‘doing your job’. He tends to take people at face value and dislikes people that use violence to get what they want or steal from those without the means to support themselves. Casually, he is quite friendly to those he knows and enjoys to relax and laugh. He is passionate about his interests and his friends.

Interests:
Devon Rand enjoys physical activity, combat training and sports of all kinds, and tried most of the Earth variety alongside the traditional Bajoran ‘Springball’. In quieter moments he likes to read whatever history texts he can find of any species, although he won’t admit that to many and claim that the books and scrolls he has in his room are simply for ‘decoration’ and ‘atmosphere’. He practises his cultures belief in the Prophets quietly and doesn’t advertise the fact. He has also begun an interest in restoring old Firearms from different species.

Faults:
When he was younger he had a habit of seeing things in ‘Black and White’, which lead to issues that he struggled to deal with when things weren’t as simple as they seemed. This side of him has been somewhat tempered by recent experiences as he has matured quickly over the last year. He still has quiet but strong views on the Cardassian Occupation of Bajor, believing that the ‘Cardies’ are to blame for all of his peoples problems. He greatly dislikes bullies and those who use intimidation and manipulation to influence others, and although he hates people who use violence to get what they want, Rand has found himself often giving in to anger and becoming involved in, and even looking for, physical altercations.

Education and Proficiencies:
Schooled on Earth, Rand occasionally travelled to Bajor to participate in rebuilding activities while in his teens. Completing his studies at 17 he travelled back to Bajor for a full year of work on the Bajoran re-development and to become more fully familiar with his peoples religion.

After a year, and after working alongside a number of Starfleet personnel who impressed him with their attitudes, he took the advice of one of the Bajoran Starfleet Officers who he had made friends with and applied to Starfleet Academy. While his schooling was complete and he had done fairly well in all the fields, nothing stood out except his physical classes so he intended on becoming a Security Officer.

Completing his Academy training in the regular time frame, he became an Ensign in 2189 at the age of 22.
Rand was highly marked in his hand-to-hand combat training and proved a quick study in many different practises. Phaser work was marked competent, although it was noted that he became easily restless if assigned to one post for an extended period of time.

Medical:
He has broken both arms during his teenage years while playing contact sports and suffered numerous ‘minor’ hurts like torn muscles and ligament injuries. He has no lingering complications from these Injuries.

Recent History: To be Revealed…but....
Six months ago Devon Rand underwent Court Martial due to a serious AWOL offence when he was not cleared for leave. This event led to a month long hunt for him, and he was eventually tracked down on Bajor and arrested by Starfleet officers. In the ensuing public Court Martial Rand was discharged from service, narrowly avoiding time in a Penal Colony by the offer of his father to put him to work in the Bajoran Police force, and use the skills Starfleet had trained him for as a Security Officer. Rand and Starfleet accepted this offer and he worked hard to learn the ropes of Civilian police life while his agreed time ticked down. Eventually Rand found himself a free man once more, and as an opening far away as Police Chief on OEDV presented itself, he applied and was ultimately successful thanks to endorsements from his father and the Bajoran Police force.
