After graduating from the Academy, Ensign Ashur was assigned to Star Fleet Intelligence and was tasked with investigating Star Fleet Tactical. Star Fleet intelligence believed that someone might be influencing the strategic decisions of Vice-Admiral Alex Smith and Rear-Admiral Ping Yan So, The admirals leading the tactical division of star fleet operations under Admiral Ross during the war. He was assigned under Captain Alex Hartke to watch Lieutenant Commander Celador Theinna and Commander Jarial Huth and report on their activities.

After the Battle of Betazed, LCDR Theinna walked into the briefing room and shot Admiral Ping Yan-So and physically attacked Admiral Smith. Hannibal, who was in the briefing room at the time talking with Commander Huth when the shooting occurred. He sprang into action and helped subdue Commander Theinna.
After his assignment to Star Fleet tactical, Now LT jg Ashur was assigned to Star Base 42, near the Romulan/ Dominion border to investigate conflicting reports of starbase operations. During an attack on the base by the Dominion, Hannibal’s superior officer and mentor, Commander Nabusharusur betrayed the Federation and provided information on the stations shields and weapons. He was also responsible for the conflicting reports and of providing intelligence to the Dominion. That betrayal damaged his relationships with commanding officers.

In 2379, LT Ashur was assigned to as an undercover operative on Romulus. His mission was to provide star fleet with intel on the Remus revolt and political uprising. He spent a several years undercover on Romulas before returning to the Federation. Romulas was destroyed shorty after he left.

Hannibal was promoted to LCDR and was given his next assignment as an undercover agent assigned to gather intelligence on a smuggling operation occurring near the border of the beta and delta quadrants. The federation had heard rumors of a sex and drug smuggling operation with Federation citizens being highly prized within the circles. Hannibal’s mission was reconnaissance only, but he got involved and disregard his assignment and attempted to rescue several federation citizens who were enslaved there. His identity was discovered and he had to watch the federation citizens get tortured before they were killed. He did manage to escape and make it back to federation territory. He was court marshalled for his actions, demoted to LT j.g and ordered to report to the USS Dresden as a security LT.
