Under “Establishment of Academy Courses,” the current bylaw reads:

“The Academy shall maintain a set of courses, which must at least include a course for Engineering, Gamemaster (in coordination with the Gamemaster Department), Medical, Science, and Security. Additional courses are at the discretion of the Academy Commandant. These courses are taken on a voluntary basis. Should a member pass one of the courses, greater consideration for a Department Head position should be granted. Passing one of the courses does not guarantee a promotion.”

This is hereby replaced with:

“The Academy shall maintain a set of courses, which must at least include a course for Gamemaster, in coordination with the Gamemaster Department. Additional courses are at the discretion of the Academy Commandant. These courses are taken on a voluntary basis. The current set of courses, along with established criteria to pass the course and to receive any promotion to member rank up to and including full lieutenant, must be established in an Academy Mandate.”

Should we limit the Academy’s authority to grant promotions by mandate (for passing courses) to a member’s rank? Or is the expectation that a CO has to promote a person’s character no matter what?

Assuming the former, would the result in a change of the how member rank is defined in the MOO bylaw?

The promotion is for member rank not character rank. As far as I’m aware it shouldn’t change anything in MOO because the member rank is still your highest club rank.

I think MOO would have to adapted (not that I’m against that). Here’s the relevant sentence in MOO: Member’s club rank, below the rank of Captain, is defined as the highest role-playing rank that a Member has achieved since he joined STF. . What we’re saying here is that a member’s club rank (below the rank of Captain) may go up without it reflecting their highest role-playing rank because they passed a course which has an Academy mandate to allow such promotion. So we’re changing how ranks are defined… (again, to be clear, I’m not raising an objection per se - just saying that this will need to be addressed - we’ve done bills that changed two bylaws at once because of purpose of the bill).

The bylaw - or mandate - should also probably address the situation of a cadet passing a course. Does their rank go up before or after graduation?

It needs to be after graduation and that may be best to put that in the bylaw.

Ahh no, I think you you’re right and I assume this is also what Adam was referring to in the initial discussion. I was interpreting that as any rank related to roleplay within the club in general since it doesn’t specifically state In character role play rank. Kind of like how some members have been promoted for service to the club below captain but not because of their role play in character. Maybe I’m wrong.

I apologise Adam, I honestly was interpreting this as a role play thing so didn’t see why MOO would change. You were right :)

And I assumed, based on the discussion, that the cadet rank increase would be after promotion but specified in the mandate?

It’s either a change to MOO (I understand the behind-the-scenes objections to that and I agree with those concerns, so that’s probably not going to happen) or change this draft so that it mandates an increase to at least one role-playing character rank. Which has some issues that we may need to work through.

To be clear, I want this to happen as well, but the logistics just need to be figured out of how that rank increase is reflected.
