Supercedence Of Previous Edicts

This edict supercedes Hemenway #2.

Overview

A new Alternative Roleplaying Area is hereby established in Black Fleet, named Oed V.

Oed V is a planet-based RPG, set on the planet Oed V, near the Vren Border. It is a joint Starfleet-civilian colony consisting of both Starfleet personnel and civilians.

Oed V is already in service, but it will be reviewed in 30 days, on or about April 15, 2021, and in 60 days, on or about May 15, 2021, by the President, Fleet Commander, and Governor to determine if Oed V has been successful in its mission. Oed V will be reviewed based on the following criteria:

  • Oed V currenly has a healthy roleplaying environment with a cast of reliable players who remain on the whole within the outlined AWOL guidelines.
  • Oed V has managed to continue its function as a planet-based environment successfully.

If Oed V is found to be successful in its mission, it will be considered permanent. It may be decommissioned at a later date should it be found to be irreparably in violation of any of the points of its mission.

Crew Structure

The Leader of Oed V both In Character and Out of Character is entitled Governor and may be a Starfleet officer or civilian. The Governor of Oed V will be appointed in the same fashion as a normal CO, but it will not count as a CO position in regard to any limits in place. The Governor has similar powers and responsibilites to a CO. There will also be a Lieutenant Governor of Oed V will be appointed in the same fashion as a normal XO, but it will not count as a XO position in regard to any limits in place. Oed V is a second-character-only Roleplaying Environment.

Oed V includes the standard STF departments for Starfleet characters. Possible swing positions may be added under the Governor’s discretion. They may include, but not be limited to the following:

  • Head of Police
  • Chief Customs Officer
  • Head of Construction Services

Resources

The Governor of Oed or his appointed authority is required to maintain a resource page regarding the colony. This page may include, but not be limited to the following information:

  • Geography of Oed V
  • In Character History of Oed V
  • Ships Assigned to Oed V
  • Oed V Facilities

This information must be as historically accurate as possible and remain consistent.

Just curious Sarah why is there a new Edict like this being made about OED V?

Just some background context. There was no interest by any member in taking over as Governor under the previous charter (which made Governor count towards CO positions limits in the main fleet). After exhausting any possibility of finding someone who could take over Oed V, the choices became allowing current COs to also be Governor (and then seeing if anyone was interested) or decommissioning Oed V due a lack of finding a Governor (which was an absolute last option). The plan was that if we found someone interested under the proposed changes (which there was - congratulations, James!), the charter would be revised to allow for it.

I am curious, with this being done with this particular simm could this be an an option for future ships, particularly those with larger /active crews. I think its great in a case by case situation and James will make an amazing Govener, I just wonder where you draw the line for future situations as these.

Given that this was a decision between changing the charter or decommissioning the ship, I don’t think this would be applicable on a ship with a large and active crew. It is typically very easy to find a CO for those areas.

Oed V is a very niche spot that we don’t have anything like in the club; every other ship is a similar crew structure whereas the structure of Oed V (with no senior staff, for instance) better lends it to this kind of change and there is historical precedent for it as well. This should not be taken as precedent for other ships or even other alt-RPGs; this is a solution that is very specific to the setup and history of the colony.
