Geoff Joosten asked about it in a similar vein. As Governor, I promised to find out about it and get back with a response on it.

My initial response on it was:
You know, I’ve long wondered the same thing about the PRSim concept on Oed V, and I have played on Oed V on and off over the years, and I’m pleased that Adam and Geoff have brought it up. This item has been something I’ve been meaning to ask the GM Department about. I had presumed that it had been discussed and approved between the Governor who had come up with the concept, the FComm-6 of the day and the GM Director of the day. I wasn’t part of Oed V at the time and had no part to play in the planning and/or implementation of it. At the end of my 2nd stint as Oed V Governor in May of 2012, PRSims weren’t in place. I’ll investigate it further and post what I learn in a different thread. As I don’t want to derail the discussion of the Alt Ship Charter Proposal for the Leviathon with this investigation, so I’ll post it in a new thread. All I’d say on the issue of Adam and Geoff never being on Oed V - come and join us, we don’t bite … unless you like that sort of thing, of course. :D

OED V PRSIMs do tend to be led by one or two players. However, multiple PRSIMs can be running at once, each operated by different players. Since all players have equal access to the ability to lead a PRSIM, it seems to satisfy the requirements of a self-RPG environment.

I can explain it. I was on Oed when it was brought into play. It’s basically just side sims that people run, but rather than just being between a couple people, the idea was to encourage the people running them to make them complex enough to get more of the players involved. It would be no different than the side sim I’m running on the Europa where we’ve caused a fire and a stuck turbolift and different people are caught in the situation, but the side sim is listed on the MOTD so people can see what all is going on. The problem with Oed is that it’s sometimes hard to get others involved, or they join and find stuff going on that they don’t quite know how to insert themselves. this way, people could glance at the different things going on and know who to contact about which story to get more information.

Good afternoon folks!
So, Sidney and I have been talking and due to some incidents last year, we’ve made a minor adjustment to the PRSIM system.
From this point on, anyone who would like to run a PRSIM needs to have notes not only for themselves, but one other person. The reasoning behind this is that when that player goes on LOA or goes AWOL, we have a lack of posts continuing on in that sim. We want to make sure we keep the ball rolling.
So, that being said, anyone wanting to run a PRSIM should have one other person in mind who will assist either jointly or is so involved to the point that they can continue it without a need to just abruptly end it. Make sense?
Now there is the point of understanding the difference between a sidesim and PRSIM.
A PRSIM covers one or more departments and needs other players to join in order for it to progress and conclude. So going in the maker(s) of the sim needs to make sure others will play it out with them and let people know that the PRSim has a Beginning, Climax and Conclusion. (But we need to remember that we can’t FORCE someone to play it. Be sure to ask permission of the players it involves first, before contacting the Governor/Lt. Governor about the idea!)
A side sim is voluntary and should never require another player to join unless they want too. It should be run as a stand alone adventure that the originator can play by themselves or have others join in as requested or organically. You don’t need Governor/Lt.Governor permission to run a sidesim or character development thread, so long as it doesn’t change the overall establishments of Oed.
I’m open to any questions you may have about this or the PRSIM system.
