If there are multiple available ships for the department in question, the following “tie-breakers” will be applied, in the following order, until there is only one available ship:

  1. Preference is given to ships with the least number of cadets or junior officers in the ship’s department.
  2. Preference is given to the ships that closely match the member’s requested posting speed, if a ship at that speed is available.

Overall very nice job on this. It fixes some issues on the existing policy. I am a little concerned that perhaps the content could be organized in a way that is easier for the personnel department member who needs to look at this and find the parts that apply to doing the placement they’re doing. The structure of the old policy is really quite nice because you can look and see a whole section is Academy and just skip it because it doesn’t apply. If I was doing a placement I’d want to quickly be able to spot what sections I need to focus on and what I can ignore while I’m placing someone. But content-wise this is really well done.

Thanks for the feedback, Adam. I agree it makes sense to switch those two rules. I think I’ll leave the formatting for now and see how it goes.
