Cochrane walked into the Conference Room and pulled up the current view and scans of the planet they were approaching. Taking a seat, he pulled up a PaDD that listed the projects the Graven government had requested assistance with, and the points of contact for each. He then began reviewing the information… again… while the Command staff assembled themselves.

Naim entered the conference room only moments after the Captain. She wasn’t sure were she was supposed to sit and she didn’t want to disturb the Captain by asking him when he was clearly busy preparing for the meeting. So she just istayed standing next to the door with her back straight, shoulders slightly squared and her hands behind her back. While she stood there, waiting for the others to arrive, she hoped that her excitement and nervousness wouldn’t be too obvious.

“Cap,” Walker said as he walked in and nodded at the Captain. “So do they have some fun requests for us?”

WO Darach - COO

Cochrane nodded. “Seems so, Mr. Darach.” and, without looking up, he added “Ensign, do have a seat. Hovering at a door way is not a comfortable place to spend a staff meeting.” He then glanced at Naim and gave her a small smile. “And relax, Ensign. You wouldn’t be here if I thought you couldn’t handle the job.”

“Yes, Sir, of course,” Naim replied and and returned the smile before taking a deep breath, trying to let go of some of the tension within her. She then walked the few steps towards the conference table and slipped onto one of the chairs, placing the PaDD she had been carrying with her onto the table right in front of her. But even sitting at the table, her posture was stiff and formal, with her back perfectly straight, her legs crossed at the ankle underneath her chair and slightly to the right and her hands folded neatly in her lap.

Logan smiled as he remembered how it was when he was an ensign attending a debriefing with the brass.

“I’ve been trying to decide how to outfit and arm the away team, Sir. They aren’t Earth. We’ll need appropriate clothing and weapons.”

“Are we even allowed to have weapons on the surface? They had a pretty long list of requirements for off-world visitors,” Walker said leaning back in his own chair.

“Um yeah,” Celina said sliding into a seat at the command table. “I know we can’t open carry but there were plenty of times we do concealed and carry right,” she looked at the CoS. If there was a vote, she was voting with the COS on the idea of bringing weapons down to the surface. The thing about weapons was simple. If you didn’t need to use them no one knew you had them. If you didn’t have them but needed to use them you were up a reek without a paddle.

Lt. Celina Rodriguez CTO

“That’s what Type 1 Phasers are for, concealment and personal defense. I am pretty sure we can find ways to get that past at least a few of our team. We don’t need Type 2 and 3 on hand, but I don’t think we should go in empty-handed either.” Ardashir said, agreeing with the pair on the idea. He never went anywhere with one anyway, years of intelligence training had him always wishing to be armed when he walked into any room.

“Agreed. Never leave home without a bobby pin or phaser,” Celina took a long swig of her coffee. “You would be surprised how easily a bobby pin can become a shank when you jab it in the right place and no one every frisk for that,” she shrugged her shoulders as if thinking about her comment. “Ya’ know a Type 1 Phasers is a great idea.
We should do a frisk party as we did at the academy,” she suggested drumming her fingernails on the conference table.

Lt. Celina Rodriguez CTO

“Is that what we’re calling it now…” Jack said as he looked over at Celina. He couldn’t help but smirk a little as he shook his head at the comment. “Still, the outfits can surely conceal one of those phasers… the rest we can wing… Ms. Rodriguez can even have a hairpin if she really insists.”

Bringing up the image of a Type 1 Phaser, Celina stared at it intently. “What if we don’t conceal but keep it in plain sight,” she looked at everyone around the table. “They might be primitive but they have to have some form of telecommunications. Portable radio, primitive communicator, one of those,” she snapped her fingers trying to think of what the name of the device was she saw in the remake of the movie from a few nights ago. “Walkmans,” she said looking at Jack. “You know that device Star Emperor was using in that movie Guardians of the Galaxy: Journey Home to 1985. It played music and he carried out in the open so why can we have engineering retro one of their devices to conceal a phaser. I am pretty sure they can change the casing of the Phaser to match something everyone carries around. Everyone would think it is harmless but it would actually be a weapon,” Celina suggested. “Sometimes hiding things in plain site is easier than concealing them.”

Walker sighed. He didn’t like the sound of where this was going, everyone seemed way overly paranoid of attack. They still didn’t even know what they would be facing down on the planets surface. Let alone knowing how the natives would react. They didn’t want to advanced of technology, so what would think of phasers.

It was during the conversation about weapons that Rollo entered the conference room. Even though she hadn’t met many of the crew yet, barely a glance raised in her direction. They were all engrossed in sharing their opinions with each other. Zef thought the officers acted quite relaxed in each other’s company, and wondered if that was a good sign or a bad one. Familiarity encouraged trust and friendship, but too much of it could damage a show of proper respect among the small population they lived in.

Cochrane listened as the arms and armament discussion began to spin up, finally silencing the room with slightly perturbed “At ease, please.” Looking around the room, he fixed his gaze momentarily on each member of the Command staff, obviously not in the best of moods at how the conversation was going.

“From the context of this conversation, I am going to go out on a limb and guess few, if any, of you have been paying close attention. This is not a primitive species, contrary to what our esteemed Tactical officer may believe.” and he looked at Rodriquez for a moment. “As was stated in our initial briefing, the Gravenians had mastered warp technology a few hundred years before the Vulcans. So we can assume that while they made a choice to exist at a lower technological level, they probably know more about some of our tech than they will let on. And, as it has been said on multiple occasions, this is a diplomatic mission. So for those of you who skipped that class at the Academy, I will be explained. Smuggling weapons upon our persons is not diplomatic. It is, in fact, the opposite of diplomatic. So we will not be dressed to repel an assault by unknown and shadowy forces who wish us ill. We will, in fact, be on our very best behavior so as not to offend one of the very few species in this quadrant who has extended an olive branch to us. Does everyone understand, yes or no?” and he waited for a response from the assembled officers.

Naim had followed the conversation between the senior officers with the hint of a frown on her face. She didn’t like the idea of weapons, especially concealed ones, at all. Of course she was fully aware that there were situations were weapons were needed, but this was supposed to be diplomatic reason after all. So she was glad when the Captain stopped that conversation.

Ardashir looked over at the Captain with a small sigh. He wasn’t exactly wrong, but he would never enjoy being pried from his weapons, regardless of the mission. Still, the Captain had spoken as Jack put a smile on his face as he nodded. “Captain… is more than right. We are Starfleet after all, peace at all costs. We can pocket ways to make more experimental concealment at a later date for missions that need higher levels of security.”

“Yes sir,” Celina nodded taking a sip of her coffee. *And when things go down hill as they always do in a mission like this I am not going to say I told you so but I guess we are doing the pretend inferiority and encourage Graven’s arrogance route * she thought to herself with a neutral expression. The quote was by SunTzu and how she approached every situation. It was within her job specs to think about when things weren’t all hummus spreads and unicorns. It was also her job to obey orders without question. Settling back in her seat she pushed the thoughts of protection from her mind the best she could.

Lt. Celina Rodriguez CTO

“Your optimism is noted, Lieutenant Rodriquez.” Cochrane said flatly but with a slight twinkle in his eyes. “Now then. Before we begin, we have an org chart issue to deal with. As you are all aware, the CSO was called back ‘temporarily’ to the Alpha Quadrant. She’ll be gone no more than a week, is what we were told.” and he looked at the chronometer on his wrist. “That was five weeks ago, and I have had zero response from Command on one: when or if she’ll be back; and two: whether or not we are getting a replacement. So in true Manhattan fashion, we are left to deal with the problem on our own. So…” and he looked down the table. “Ensign Naim. Step forward.”

It didn’t take more than a heartbeat for Naim to nod in reply and rise to her feet. But to her it felt like it took her forever. She tried to hide her nervousness as she walked towards him, but had no idea how successful she actually was.

Cochrane stood up as she moved to the front of the room and said “I hereby assign you as Acting Chief Science Officer of the USS Manhattan. As such, you are also promoted to the rank of Lieutenant Junior Grade.” and he held out a small black box to the Science officer, inside which rested the pips for her new rank. “Congratulations. Don’t screw it up.” he said with a smile.

While she moved her lips, no sound actually escaped from them. Taking a deep breath, she tried again. “Thank you, Sir. I’ll do all in my power not to disappoint you or anyone else on this ship.” There was a slight quiver in her voice and her emotions were all over the place. She was nervous and a little scared. After all, she had only just graduted from the Academy. Then again, she had had a science degree and worked as a scientist before she even joined Starfleet. So while she might be relatively inexperienced as an officer, she wasn’t as a scientist. And that knowledge helped her feel a bit more at ease. Not to mention that she felt honoured and excited about this promotion.

Her hands were shaking slightly as she reached for the small box, but at the same time a smile started to spread over her face. Naim then turned around to look at her fellow officers, hoping that they and especially the other members of the science department didn’t mind her promotion, before starting to make her way back to her seat.

“Congrats Lieutenant,” Walker said speaking up from where he sat. “I’m sure you’ll do great.”

Sitting down again, Naim placed the small box on the table in front of her. She was uncertain if she should add the pip to her collar now or wait till after the meeting. Opting for afterwards, she reached for her PaDD instead and turned her full attention to the Captain.

“Now that the fun part is done, let’s get down to business.” and he pulled up the display of Graven from his PaDD. Listed were five projects: Repair and upgrade of a geothermal power plant, training of medical staff to deal with outside contagions brought to Graven by off-worlders, assistance in improving crop yields of some of their larger agri-farms, assessment and training of police and emergency response services, and lastly establishment of a Federation Embassy in their capital city’s diplomatic quarter.

Cochrane looked at the staff and said “Now. Doing all of this would normally take us a few days. But with the limitation of technology, I want an estimated time to completion from each department. The plans and logistical requirements for each project have been sent to each Department Head. Review now and let me know your thoughts. And no, I won’t hold you to those preliminary estimates. I know we won’t get an accurate timeline until we are on the ground.” As he finished speaking, each PaDD chirped in acknowledgement the files had been received.

“From a medical standpoint, it depends on the tech they want to embrace. Tricorders tell you a lot of info fast when someone is sick. If they want to go the old routes the incubation period on some diseases radically changes the way you detect and contain an outbreak. Once I am up to specs on the lab and procedures they use, it will be a few days to develop a manual for the physical routine in screening off worlders. Then a week maybe putting the new procedure in place,” Jasmine suggested. “Rough estimate is seven to ten days,” she shrugged.

“Where would you like me to lend my expertise on this project Captain?” Walker had a few ideas, but he was curious to see what the Captain had in mind.

“Mr. Darach, I’d like you act as liaison between departments. Logistics of material and personnel will be hard enough as it is, I’d like you to make sure everyone has what they need and are where they are supposed to be.”

While the others were talking about time estimates and the like, Naim pulled the PaDD closer to her and started to glance through the personell files of everyone in her department; hoping that there would be someone with more expertise in farming than herself. After all, while she was a biologist, her major was in neuroscience and from the Academy she had two minors: one in exobiology and socio-cultural anthropology. And neither of those felt like they would be very helpful for helping with farming. While scrolling through the files, a thought crossed her mind: after running into Lieutenant Calloway the other day, she’d had a look at her public Starfleet file. Without paying attention to whether or not the conversations around her had been finished, she asked, “I know Lieutenant Calloway isn’t actually a member of my department, but I have a feeling her experiences and skill sets will be helpful for my departments part of this mission. Can I ask her for her help or will she be needed elsewhere. Also, before I can give a time estimate that is based on facts and not mere guesswork, I’ll need more information.”

“Fine by me, Lieutenant. Ask her if she is available and if she agrees, tap her for your project.” and he nodded once.

Logan said, “Maybe we can use local weapons? It’s just that I don’t want anyone to go down there without some basic form of protection. Of course, I’ve been trained to use any seemingly innocuous object as a lethal weapon.”

“It’s the Korean martial art, Moo Gi Gong,” he added.

Cochrane looked at the Chief of Security for a long moment before speaking. “Again. This is a diplomatic mission. And you, Mr. Logan, have a slightly more important task at hand. You will be responsible for formulating and implementing a training plan for their metropolitan police forces. So you need to familiarize yourself with their laws rules, and regulations. Less focus on fighting a people we are supposed to be befriending, more on making sure your portion of the mission goes well, shall we?” and he paused for a moment to make sure the point was recieved.

“Of course, Sir,” Logan agreed. “I always hope for the best possible outcome.”

“Our tech is not illegal on the planet. As long as it stays with us. You and your team will have standard issue sidearms. I expect, however, that you become familiar with their police issue, as that is what you will training them with. And Mr. Logan, I do not expect combat drills and martial arts demonstrations. You are to help them develop better ways of policing and responding to the needs of the community; not killing those they are supposed to be protecting. Community involvement programs, outreach, communications between law enforcement and local leadership… that sort of thing. Application of force should be a minuscule part of the training.”

“I’ll have to study up on their current law enforcement capabilities,” Logan said.

Zef had none of the skills mentioned in the brief, so she spoke out from her place by the door. “Excuse me, Sir. Where would you like me in this particular setting we’re discussing?” She supposed he might tell her to stay on the ship, but it was always more interesting to meet a new people. She hoped she was going to be allowed on the away team.
