Conference Room - CRIT... And So It Begins (Tag XO, ALL DH's, MANDATORY)

Cochrane reviewed the final approval and the last communication from Commander Mardusk. It was all in order and had the blessings of several Commanding Officers and higher up Brass. He grinned and activated the comms.

=^= Attention all Department Heads and Executive Officer. Mandatory meeting. Conference room. Thirty minutes. Cochrane out.=^= and he stood and left his office and made his way to the meeting.

K’sang could be heard down the corridor on his way to the board room, “Hu’tegh, that was a bumpy ride. Spitting me out like baktag half way across the galaxy, wejpuH. NuqDaq ‘oH puchpa”e’? YlDoghQo’, you’re already here!” He continued to grumble, “Nuqneh, K’sang? A hot meal?” Abruptly K’sang stopped in his tracks to an audiable thunk as he walked head first into the doorway. Pausing for a moment he frantically started poking the access pad, “Lojmlt ylpoSmoH De’ wI? … I said open the..” The door slid open revealing a Klingon with an intense expression worthy of Gowron himself.

Ardashir came in with the sent of his coffee, Celina not far behind as she seemed to be dragging far more than usual. Looking over Ardashir saw K’Sang and had to stop for a minute, he remembered reading a report of a new officer but he must have skipped the Klingon part. Though in Ardashir’s defense, he was trying to plan his wedding to Celina and she wouldn’t stop asking him about tier cakes and color themes to have when he was wanting to just focus on the work at hand.

“You must be the new CSO?” Ardashir asked as he walked past the main as he sat down near the captain as he nodded at Cocrahne as he got settled in. “Commander Ardashir Creed…” Ardashir said softly with a nod as he took a long sip of the coffee as he tilted his head, wondering just where Celina was. They got off the lift together and like some dog chasing a squirrel as usual got distracted.

“Celina,” she stuck out her hand stepping out from behind Jack before he backed up into her. “You’re the new science chief. Welcome aboard.” The Klingon instantly intrigued her. Most Klingons preferred the physical careers of security, tactical, or intelligence. The fact this guy went the academia route made her want to get to know him more.

Rollo was next in the door. She arrived quietly and empty handed. For those that looked her way, she gave a nod of greeting but then her eyes fell on the Klingon male. He was new—someone she hadn’t met before so his time on the ship had to be very short. What was he doing here in a staff meeting when he hadn’t been cleared for duty yet? Perhaps he’d had his medical check in, but he certainly hadn’t been through her office. Klingons were tricky sometimes because they were all vying for ‘alpha’ status.

Before she took a chair, Zef looked directly at him. “I don’t believe we’ve met. I’m Cmdr Zef Rollo, ship’s counselor. I don’t have my calendar with me, but I assume you and I have an appointment sometime today?”

“K’sang” He replied to creed with a nod. “I look forward to getting to know the team.” Pausing he tuned his attention to Rollo, “Sometime this week to be assured, given the nature of my arrival. It seemed prudent to be here in addition to Acting CSO Naim. Only a Qo’h would turn a blind eye to those with better knowledge of your surroundings.”

Zef nodded her acceptance of his answer. As long as she wouldn’t have to chase him down, she was good with a couple of days wait.

Cochrane cleared his throat to get everyone was present’s attention. He slid PaDD’s to all the assembled officers and said “Confidential, so no discussing until the team is ready to begin operations. Everyone needs to know… personnel will be pulled form your departments for this. But you have a say in who participates. Read up and then we will discuss.” On the PaDDs was the following:

‘CRIT Directive- Activation and Implementation’

“Based on discussion between two senior Security personnel, a need for a ship-specific rapid response entity was identified and addressed with the creation and subsequent approval for the formation of CRIT (Containment - Response - Intervention - Tactics) teams on the USS Atlantis and the USS Manhattan.
These teams are to be made up of individuals from all departments who possess uncommon skill sets and are capable of operating under extreme stress and pressure. The qualifications for the CRIT designation are as follows:
• Complete psychological and medical assessment and approval of CMO and CMS for duty on the team.
• Recommendation of Department Head and two subordinates. (In the case of a Department Head application, recommendation will come from CO and XO).
• Skills test conducted by CRIT team members.
• Monthly Physical and Psychological assessments.
• Passing of Final CRIT Simulation test.
Upon completion, CRIT certification will be assigned.”

“It must be noted that all CRIT teams are ship / station specific. CRIT designation is non-transferrable from posting to posting. Any previous CRIT member who transfers to another duty station will have to reapply for the designation.”

“CRIT teams will deal with any situation deemed necessary for their deployment by the Commanding Officer. The Commanding Officer can deploy CRIT at the request of others, but the final decision rests with that entity. In the event the Commanding Officer is incapacitated, CRIT will automatically activate to asses and respond as needed. Specific examples of CRIT activation are:

• Boarding Operations
• Away Team operational support in unknown or hostile areas
• Hostage situations
• Repelling of Boarders (Operational support to ship’s Security)
These are examples of CRIT team use. By the nature of the team, their use will be varied and unique from activation to activation.”

“The hierarchy of the team is unique. There is a designated team leader, but their position is one of ensuring the team is current and prepared. All CRIT members have an equal voice in team decisions, but ALL members are expected, even mandated, to defer to the subject expert on their team for any given situation. To explain: A freighter has been boarded by pirates and the warp core has begun to go critical. The team leader designates risk priorities. Here, the warp core is the priority. The team’s Engineer takes the lead, directs the team to contain the breach. When that is done, the Security expert would take the lead to deal with the pirates. This is why the team must be a truly cohesive unit. Trust and mutual respect for each member is key.”

“CRIT teams will have access to all supplies and equipment they deem necessary to carry out operations in the manner they see best. This level of logistical support is uncommon, and Commanding Officers and Team Leaders should be diligent in ensuring such support is not abused.”

“Oversight and responsibility for the actions taken by the team fall to the designated Team Leader and the Commanding Officer of the ship or station. Disciplinary actions against CRIT team members are encouraged to be done out of public eye on order to maintain the desired reputation of professionalism, integrity, and elite capabilities. Only if deemed necessary by the team as a whole and / or the Commanding Officer will charges against a member for actions taken during CRIT operations be made public. It should be noted that this is not done to protect members of CRIT, but to protect the public view of the operational entity.”

“CRIT will be activated for period of one year Standard Time from this date. After such time, a review by the approving Admiralty will be conducted to make a final decision on the efficacy and desirability to maintain the program.”

“Not to rain on anyone’s parade but you all,” Jasmine swirled a finger at the people around the table, “are the worst patient’s in the history of medicine. ” Holding up her hand she prepared for the onslaught of protestations that were bound to come. “Max,” she started with her husband first, “last week you came in with a strained shoulder from lifting half a warp something or other and before I had finished setting it you were complaining you needed to get back to engineering. Jack,” Jasmine let out a sigh, “everytime you come back from a shore leave there is some issue and you always blame some guy names Cesar before saying you just lived through worse and will survive.”

“That’s why I started seeing Doctor Humperdink when I need help, he doesn’t rat me out to anyone.” Jack said with a dicerning look over at Jasmine.

Celina covered her mouth with her hand trying to stifle a laugh as Jasmine pressed on. “And just because you are the CO does not mean someone else can’t man the big chair. I could spend the next ten minutes pointing out this same stuff with the rest of you but my point is this part about monthly physical assessments. You are going to listen and not call me a worrywart when I remind all of you that you are human and do break right?” Her tone was playful but had a shade of seriousness under it.

Rollo knew the doctor wasn’t speaking about her because they hadn’t known each other long enough to establish a true history. However, everything the Captain said had her attention. This new team he spoke about was an excellent idea and she wanted to be a part of it. There was a lot to be done before names were chosen for it, but she intended on throwing her hat into the ring.

Cochrane’s tone was not playful. “Lieutenant. Firstly, as the Commanding Officer, I am automatically disqualified from participating directly in CRIT operations. Secondly, the stipulation of monthly checks is in there so that your department can do exactly what you just did… catalog issues and ensure the team members are fit enough to do the job. Lastly, whoever said anyone sitting at this table would be on the team?” and he looked around the table.

“The two senior security personnel who designed this program and sent it to the Fleet and pushed for its approval are Commander Gravel Mardusk, Security Chief of the recently rechristened USS Atlantis… and me.” and he paused to let that sink in.

“The team leader for the Manhattan has already been selected. It is not anyone in this room. Selection of future members is entirely up to them. What I am saying is that when your respective departments recieve the request for personnel to report, that it isn’t a request.” Alex leaned back and took a deep breath.

“Look. All of us here have seen at least one situation go completely sideways because of the time it takes to organize a multi-disciplinary approach to an incident. I have seen far more than I care to remember. This is a potential solution to that issue. What I want from all of you at this table is input on what you see here. What are the strengths? Where do you see issues arising? This is a prototype program, only two ships in all of Star Fleet are doing it. Butt it has the potential to expand and become an effective response tool for all commands. It can potentially save a great deal of time… and lives. That’s the goal. So… tell me. What do you see?” and he looked around the table. His eyes settled on K’sang. “What are your thoughts, Lieutenant?”

K’sang was slow to reply as he took a moment to regard everyone present, “Tactical Special Teams like this coalesce successfully because of a certain level of intimacy that cannot be easily recreated. It can take a decade or more to get a single team to synergize consistently.”

Leaning forward the Klingon rested his hands on the table, “If it were about being the smartest, the fastest, and the strongest for example. I’d be a natural candidate based off of anatomy alone. Two hearts, three lungs, stronger bone density… but its not the most important factor. In addition to bringing Starfleet best to the table, these candidates need something that can’t be taught. Lieutenant JG Kiama Naim is a perfect example of this missing factor, she’s already proven herself a capable officer by earing not only the respect of the crew but their trust as well. “
“As far as the training program, I’d recommend working very closely with Commander Rollo. In the field there will be no margin for error, nor hesitation should things go awry. They are going to have to be pushed to their emotional limits and desensitized to natural responses so they can remain level headed and focused in any circumstance.”

Cochrane’s eyes glinted at the Klingon’s answer, and a small nod indicated he liked the sound of it. “Something to keep in mind… this is not just a tactical team. Nor is it to be made up of the fleet’s stars. Command specific, rock solid in department and discipline knowledge who also have the capacity to cross train into other fields. This isn’t a program where the finest marksman on the ship will be a shoe in. Because if that marksman cant be taught engineering protocols, sample collection and rudimentary data analysis, advanced first aid, and have the temperment to teach their skills to others… then this wont work. Versatility is key. And the drive to expand out side of their comfort zone.”

Walker set the PADD down on the table. “I see a lot of paperwork Captain. We can typically accommodate a lot of unusual requests, but that takes a lot of planning. How much room are we going to be able to dedicate to their supplies? And how far can I go before needing approval from higher up in making requisitions?”

“Something like this, I am pretty sure we can bend some rules. We are out in the middle of nowhere, literally. Adapt and survive is our specialty.” Creed stated with a squint as he mulled over the idea. He wondered what Starfleet Intelligence would think of a program like this. He often found things come across his desk that needed something like this. His first duty was to the ship, but this had a perk he could use.
