“Helm make contact with the SB. Even worst case we have some time to go over and make contact with the diplomats. Counselor your with me. XO I will go over but return if long range sensors detect the Breen approaching. I am also available to you if something happens with the Away Team.” The Captain instructed.

“Mirri you have the com as everyone else should be in the middle of something. First sign of danger to the Away Team bring them back.” He ordered to the Helm.

OOC: Im assuming the XO is going on the Away Mission but if not then disregard Mirri with the Command of the Bridge and maintain it yourself.

Parker CO

The Starbase communications revealed that the Starfleet diplomats were already at the base. They were waiting for the diplomatic team from Tholia to arrive. Long range sensors do show three web spinners moving in Federation space and would take another 45 minutes to arrive.

The Captain moved to the turbolift and indicated the CNS to go with him. After a few minutes they arrived at Transporter Room 2 as to not get in the Away Teams way. He gave the transporter operator the coordinates for the main conference room where the diplomats were being gathered before the Tholians arrived.

Parker CO

“All ready captain,” said the transporter operator.

After a few seconds he and Michaels appeared on the SB and stepped off the PaDD. The Captain looked at the Ensign at the controls.

“Captain Parker and Lt. Michaels. I believe you are expecting us.” He said.

Parker CO

“Yes sir,” replied the NE at the controls. “Commander Uggar will be arriving shortly.”

As soon as he finished speaking, a blue skinned Bolian officer entered. He wore the insignia of a Lt. Commander. “Welcome Captain,” he greeted Parker. “I am Lt. Commander Uggar. My apologies for my tardiness.”

“Lt. Cmd this is Lt. Michaels my CNS and usual negotiator. As you know we have a big problem that we managed to resolve for the short term with the might of the Olinski. However the Breen are not ones to back down from a fight. We need a diplomatic channel to pursue as well.” The Captain said not wasting time.

Parker CO

“Yes,” replied Uggar. “Please come with me. We are assembling at a special conference room. We are prepared should the Tholians want to join us physically.”

GM

The Captain followed.

“Are you part of the negotiating team?” The Captain asked.

He wanted to know what he could share and not share with the Bolian Lt. Cmd

Parker CO

“No sir,” he replied. “Although I am part of the command staff on this starbase, I am put in charge of security during this negotiations.”

He showed the team to a large conference room that had been fitted with a containment field. They were demonstrating the containment field as the group entered. The containment field able to simulate the environment for the Thollans within it.

There was a group of non uniformed people in the conference room, presumably the Federation negotiation team. There were two Betazoids, two Vulcans, three humans, and two Trill. The Captain recognised them as members of the Federation diplomatic corps. He had had met one of the Vulcans and one of the human members. They were Ambassadors Skark and Valerie Lee respectively.

The Captain recognized the purple diplomatic color scheme of the clothes used and some of the uniformed attendants of the diplomatic core.

Ambassador Lee came forward when she saw the Captain. “Captain Parker, nice to meet you again,” she started with a smile, “but I wish it was in a less tense situation.”

“Ambassador always a pleasure.” He responded.

She introduced the team:
Roxanne Ahni and Garth Jang from Betazed; Skark and T’Po from Vulcan; John Mason and Ken Stewart from Earth; and Samil Bix and Tona Laz from Trill.

The Commander of the Starbase, Commodore Terence Spencer, was present. With him were Lieutenants James Black and T’Pav. He shook hands with the Captain and said, “You had quite a time out there. You handled the situation well.”

GM

“Commander thanks for the refuge of the SB and its services. I am only afraid we might have brought trouble to your doorstep.” The Captain answered.

Parker CO

“Well,” replied the Commodore. “You may have averted a greater crisis. Think of what might happen if the Breen obtained the Tholian ship in Federation space.”

“True,” replied Ambassador Lee. “The Tholians are due in 20 minutes and we know that they are always punctual.”

GM

“Certainly we believe the Tholians are hiding something. They have a massive ship we have never seen before with a modified web spinner configuration. In fact they never deployed them and they were very near getting destroyed before we intervened. So it might be worth it to them to be destroyed instead of revealed. As for the Breen they attacked another ship in Federation space, then attacked a Federation ship causing casualties. If the Olinski had not arrived its unclear of the outcome.” The Captain explained.

Parker CO

Ambassador Tona Laz smiled, “To keep a new ship secret is their prerogative, isn’t it? Just as we have our secrets … What is important is to see if they are willing to help us resolve the situation with the Breen. They thought to enter Federation space to escape the Breen, but they were wrong. The Breen now has declared war with the Federation. Was the Tholian ship so valuable to the Breen that they would risk a war with the Federation?”

GM

“Unless you know something I do not I have not heard a declaration of war being issued. Yes they committed an act of war but no declaration. I’m here with you all to hopefully avoid that. Unless we cannot and then we better leave off from diplomatic efforts. The Olinski is needed in the field.” The Captain said wanting to be sure of t he actual state of the incident.

Parker CO

Ambassador Lee sighed, “This is going to be tough. The Breen officially calls those who intruded into Federation space to be rogue mercenaries. Yet intelligence reports that the Breen military is the source of the weapons and vessels.”

GM

“Tholians can be tough and quick to act if you interfere in their space but are not known for being instigators. I think the Breen must be fishing for new tech.” The Captain surmised.

Parker CO

“This may be true,” replied Ambassador Lee. “I wonder why the secretive Tholians are giving in to negotiations …”

GM

“Well my number one goal is to stop a war. However I can only do so much in here. If the Breen arrive I have to get to my ship. A good defense is a better offense.” The Captain said.

He really hoped for the diplomatic solution.

Parker CO

OOC: My apologies! I am trying to co-ordinate the timings here. Some things need to happen in the Tholian ship before the Tholian delegation arrive. I am trying to stretch time here.

IC: “Agreed,” said Ken Stewart.

“However,” commented Skark, “would there be benefits for the Federation should the Breen and Tholian start a war?”

GM

” I suppose if you take a Machiavellian approach you can always find advantages from the suffering of others.” The Captain said disdainfully. “Being that I have been at war, up close and personal before, I can tell you this. I peaceful outcome is the preferable one to gaining advantage out of war.”

Parker CO

“Yet,” interjected Commodore Spencer, “we cannot dismiss the possibility that a peaceful resolution between the Tholians and the Breen could result in an alliance that would endanger the peace that the Federation enjoys.”

“It is possible, yes,” remarked Skark, “but extremely improbable, considering the natures of the two races.”

GM

“I would think Commodore that if the Tholians were inclined to join or ally with anyone it would be the Federation. They have been since James Kirk encountered them less than inclined to join one hundred percent with one specie. Though anything is possible.” The Captain replied. “At any rate we have to expect the rashest and most aggressive tactics to be used by the Breen. If that’s at the negotiating table then I can live with that. If its out there then they had better be ready to live with that decision.”

Parker CO

Just then, an aide came in and spoke to the Commodore. “The Tholians have just dropped out of warp and will be with us in five minutes.”

GM

“Well lets see if they want to fight it out without the Federations help or want to negotiate a stand down. That is if the Breen are keen to do so.” The Captain said.

Parker CO

=^=Kolar to Captain Parker, Apparently the Breen somehow evaded the Tholian sensor pickets and hit them from inside their own territory. Our escort, Hozo, was just about to forward that tactical data to prevent a repeat here.” Kolar implied that this was already going to happen to socially pressure the Tholian… if that worked on Tholians.

The Captain looked at the SF personnel assembled.

“Well that is worrisome because the Tholians have very good sensor systems.” He said to them.

Parker CO

“If the Tholians would share further information, we would form a temporary alliance,” remarked Skark. “However, if they do not, then we know that they would want us to fight the Tholians individually.”

After that remark, the assembly were told that the Tholians were willing to beam down to the prepared area for them.

GM

The Captain nodded to indicate he was ready. He then opened a quick com to the Olinski.

=^=Olinski be ready to beam me back if the Breen are in the area. I want us fight ready.=^=

Parker CO

The whole group moved to one end of the room they were at and the walls opened to reveal a section where there was a containment field to keep the Tholians comfortable in their higher temperatures whilst still being able to beam out if they wanted to.

“My apologies for the way the room is arranged. We did not have the luxury of time to set up something more open to discussion,” said the Commandant.

“There is no need for apologies. You have protected the Tholians from the Breen and your willingness to help is not unappreciated,” replied one of the Tholians. “I am called Kikgene and with me are Yilian, Chii’er and Zolare.”

GM

“I am Captain Parker of the USS Olinski.” Sid opened. He was not the lead as a non diplomat but he was the one who saved them from the Breen and that carried weight with the Tholians.

Parker CO

“Ah yesss,” replied Kikgene, turning towards Parker, “you are the commander of the ship that saved our ship Torak. Our thanks to your efforts.” Then turning to the rest of the ambassadors, he said, “I regret that our failure to keep the Torak safe had led to the hostilities between the Breen and the Federation. We can provide aid to the conflict but we cannot enter into this war directly. That would mean that we are taking sides, and this would be the first time we would be doing so.”

GM

“With respect its the other way around. Its your war not ours. I am sure the Breen would be happy to not tangle with the Federation if we kindly bowed out.” The Captain responded even though he knew it was not his place to do so.

Parker CO

“In a technical sense, that is true,” admitted Kikgene. “Their invasion of our territory is an act of war. We did not confront them with that technicality. Thus, we are not formally at war with the Breen. However, the Breen have formally declared war with the Federation. Yes, it started with us, but you cannot deny that it is your war. As we were involved with the reasons that war have been formally declared at the Federation, we have come here to offer our aid.”

GM

“Am I mistaken but I have not heard a declaration made.” Parker said looking around the room.

If that was the case he needed to leave this meeting and put his fleet into action.

Parker CO

Valerie Lee turned to the Olinski’s CO, “The Federation had a message from the Breen Confederacy and there was a log of the communications between you and the Breen ships when you were rescuing the Cardassian ship. The Breen have used it as proof that the Federation has declared war on Breen. While we have compared the communications log on our own, the Federation have protested that there was justification for your action. However, the Breen do not see it that way. To them, the Federation had declared war and they are responding to that.”

“The Federation had not publicised that exchanged but simply announced that the Breen and the Federation was now formally at war. This was because the Federation still does not know what the Breen are after. The Breen are using this as an excuse to attack the Federation … Why? That is what we do not know now,” said Samil Bix.

“Perhaps,” said Roxanne Ahni (Betaed) as she turned to the Tholians, “our Tholian guests here might be able to shed some light.”

The Captain was very much wanting to get up and go to the Olinski to take charge of the war effort. However knowing what this was all about was even more important right now. Anyway he had them deployed in a defensive position around the SB which was very strong with the fighters out on point. If the Breen came to attack their losses would be heavy attacking a strong defensive position. Then The Captain would launch a counter offensive. He did not like the thought of war but he as well prepared to fight an initial engagement.

Parker CO

The Federation diplomats turned to the Tholians.

“You would have surmised that the ship just outside this starbase is a new ship developed by Tholia. We would not pretend that it was an original idea. We have observed that the Federation also have large ships that carry smaller attack ships. We developed the ship you see now which can carry web spinners to any place with great speed. No doubt the Breen would like to know what the ship is like.”
