Julien tried his best to smile evenly. “Well we are always open for new members in the United Federation of planets, but of course there are certain conditions on joining that will ensure a peaceful co-existence. If you are interested the UFP will send out diplomats to come and visit you and likewise your ambassadors are welcome to visit us. That however is not my primary job. I’m the Captain of a Science Vessel, built for deep space exploration and our main goal is just that… to explore. I’m no politician.” he chuckled.

“As for space travel..” he said to Sora “…we are happy to help you with your issues you may have with your warp drive and your technology. And we would be interested to visit your planet, learn about your species, your plant and animal life, all of the things Scientists…” he turned to point at David “....like my Chief of Science here get excited about. My team is just sitting there on the ship, probably counting the seconds until I allow them to beam down to your planet and start what they have signed up for… exploring.” he said.

Mr. Bassa said, “Out of good will, we would welcome you to the planet. However, seeing that your technology is more advanced than ours, would you be able to give more than your word as assurance that you are not out to exploit our planet, for resources for example. Amongst our people, there are those who would prefer not to have space travel due to various fears about being conquered, etc.”

“There are those who are fully supportive of our endeavour to meet with peoples outside our star system,” interjected Mr. Sora hurriedly.

The counsellor was able to sense the fear connected with the unknown in both individuals. However, the fear of being rejected was detected quite strongly in Mr. Sora.

Marishka shifted positions slightly. She had a strong feeling that David probably didn’t like being singled out in the manner Julien had just done but she was even more concerned with what giving more than one’s word meant to these people.

Indeed, David had a deep scowl on his face, his arms crossed over his chest. Riley would easily be able to sense the disdain coming from the man, and it was clear by his body language that he wasn’t pleased.

“Can you give us more than your word that you aren’t planning to exploit us for our superior technology?” David barked, the tone of his voice betraying his emotions.

There was an awkward silence before Mr. Bassa asked, “You mean you permit inequality in your Federation? Advanced civilisations are allowed to have an advantage whilst the less advanced ones are languish in their backward technology?”

Julien was staring at David for a second with his eyes full of anger and warning, then he looked back at their hosts, his smile back on his face.

David returned Juliens glare with one of his own, full of his unease and a flash of defiance. Julien would know him well enough to know that his outburst was only made because he felt it was necessary, whether he was right in it or not.

“No.” he said a bit more pointedly, then he leveled out his tone. “No that’s not UFP policy. Within the member species there is a flourishing exchange of goods, resources too yes and also technologies as well as knowledge on all levels. However it has to be handled carefully, especially because every planet has a group of people who are opposed to change… even if it is for the betterment of all.
When the Vulcans arrived on Earth an made first contact with us… literally one day after we had discovered warp drive… they were extremely advanced to the human race. But they were also clever, they shared their technology with us bit by bit, not all at once because it would have been too much at once. Back then we were the primitive species as compared to the Vulcans, but we did have weapons and it could have ended in disaster too. So yes, I’m willing to give you a sign of good faith, I’ll give you our full recorded history files of the UFP from it’s founding until today and the information about all member species.”

he was really hoping that David wouldn’t spoil this for himself, one should assume that a scientist like him would be excited about the idea to be the first to discover a new species. The CSO needed lessons in diplomacy it seemed.

Riley was surprised by David’s break in protocol. Yes, the scientist had taken actions outside the hierarchy of Starfleet before, when he felt it best. It was the central reason he and the XO were at odds, but it usually required more provocation than what had just transpired. The aliens knew little of them and Riley had sensed no accusation in their question, simply wariness. It left Riley even more curious about what David might know. There was a missing piece here and the scientist was keeping it to himself.

Marishka liked Julien’s suggestion. It could be easily obtained and she hoped it would meet their host’s requirements. She wished she could comfort or calm David somehow but he had to know there was no way that would be possible. She didn’t wantt o be on the end of the look Julien had just given him. And what would she say if questioned anyway?

Bassa looked at Sora before turning back to Julien and said, “It would benefit us to receive your technology. I will relay the message to our leader and make preparations for your arrival.” The men stood up and bowed a little. “I am edified with what transpired today. You will be coming to our planet on your ship, I suppose?”

David remained standing with his arms crossed over his chest, the scowl deep on his face. What should be an exciting moment for a scientist seemed to be met only with disdain.

The Pallasians awaited the reply from the captain.

=^=Marius to Captain, Can I get a moment of your time?=^= Marius would pause to give the Captain a moment to both respond and get to a secure place.

Marishka glanced around, noticed the Captain in conversation, and David and Riley standing with him so she took a step back and spoke quietly.

=^=Will a word with me suffice Commander? The Captain is consulting with our hosts for the moment.=^= she explained in a formal manner.

+Is your position secure?=^= Part of the point was to be certain they would not be overheard.

After a suitable amount of time =^=It seem that the natives have launched a significant segment of their fleet and assumed a defensive stance about the planet. Is there something going on over there that might be the cause. Or Perhaps this information would be useful to you in your discussions. In either case I wanted the captain to be aware of the developments. =^=

OOC: Presuming Marishka moved it to a safe place for the com with Marius.

Julien nodded at them. “We will be happy to visit you on the planet, as I said, but our ship can not enter the atmosphere, it was not built for it, it was built in a space dock and wouldn’t be able to take off again once it has landed on a planet. But we shall be happy to visit you in a shuttle. As you heard my crew needs me back, so we’ll go back to our ship now.

Please let us know which time is convenient for you to receive us on the planet and we’ll come down with a shuttle then. If you have any quesitons in the meantime, please let us know.”

OOC: We will have to adjust that following line because the away team came to the Merry on a shuttle. Reposted so that the lines are not muddled.
