Shou built up some courage and asked, “Then, are you here to conquer us? You are obviously more advanced than us. Yet you do not seem to want to dominate us. I am sorry for being suspicious, but what is your agenda?”

“Our ship’s overall mission is to explore this area of space. It’s designed for long- term exploration missions, and making first contact with any sufficiently-advanced races we meet along the way to introduce them to the galaxy at large, and the Federation in particular,” Thomas said. “Now that we’ve met you and made introductions, if you so choose, we can call for a full diplomatic team to come from the Federation Council to negotiate your future relationship with our people. We are not, and have never been, conquerors.”

Dagen agreed with nods of his head as Thomas was speaking.

“I hope our leaders know what they are doing …” muttered Shou. “I mean … this is a great opportunity for us, isn’t it? Us Pallasians, I mean. There is a whole new adventure waiting to happen. I wonder how Pallas’ leaders would choose …” Shou said all these with wonder in his eyes.

Reia had heard the softly spoken utterance and wondered if there was more to it.

He couldn’t help but smile at the softly spoken mutter. He totally agreed. People were people and capable of muddling up the simplest thing or brilliantly managing something delicate. “The Federation is that, a Federation, not an empire,” he said. “And is ever looking for people who would seek to join with them. There are no subject people here. All are partners working for the common good. ” He looked at Thomas. “But Thomas is right. You can request a diplomatic envoy to meet with you. And yes, even if, after various diplomatic meetings you as a people decide that being a part of the Federation is not for you, you can decline and the Federation will not take offense. There are many worlds not part of the Federation but who are still allied with it in some way. You may be growing in technology still, but you still have a choice that the Federation will respect.”

“I hope they say yes,” said Shou. “Maybe I won’t be able to travel the stars but at least my children or grandchildren will have the chance.”

“We can travel in space, but the risks to the living are still very high. We have launched small unmanned ships but they have all been damaged or destroyed, and have not returned. That is why the government is reluctant to let anyone go into deep space without lowering the risks,” explained Shou.

“Well that explains the disparity between military vessels and civilian space ships we noticed in orbit,” Thomas commented sotto voce to Reia.

“How far have your unmanned ships gotten before being destroyed, and how good is your mapping of your own system?” he asked. If they were being destroyed in system, it could be their sensors (honestly, telescopes were more likely at this level) were just continuously missing the thing they were hitting.

OOC: Yeah, they know and are hopeless going to find out more … just not in this level spoken here. Fascinating ..

“We’ve mapped out our system years ago. We do have a problem policing all the system and that’s why we had had a pirate problem. It is down to a minimum now, I suppose. Going to other systems was different. We only could guess the direction after taking account of the speed of light and the direction of the movement of the stars. We tried getting to the next star system with unmanned vessels but communication over distances in light years was not possible. We did not have the means to warp our signals.”

Dagen listened to the discourse but one thing puzzled him. “What puzzles me,” Dagen began, “and i’m sorry to interrupt but, where are these pirates coming from?” It almost sounded like they were more equipped than the homeworld to be able to continually operate. He recalled from his research on the Genny that the colony had lost contact for some years and that was due to the pirates. But that was a bit more politically incorrect a question at the moment.

This intrigued Reia as well. It could be an important matter in future negotiations with the Federation.

“I don’t know all the details,” admitted Shou. “The government tells us that these were rogue military squadrons that are hiding in the asteroid belt between the planets that we mine and the planets we live on. There were several mutinies that occurred in the earlier days of space travel, when we discovered minerals in the other planets of our system. I think these mutinous groups form the pirates. It was more prevalent before. Now it is more sporadic. In the past, hijack mineral convoys were often in the news. Nowadays, we find fewer instances. Often the smaller convoys are attacked. The smaller mining companies can’t afford to form big convoys with larger security forces. They will take the risk as there are fewer pirates around nowadays.”

Dagen glanced at Reia to see how she was taking that information as an IO. To Dagen that story simply had holes in it that one could fly a shuttle through. Rogue squadrons. No telling in the news of from where or even speculation on how they would even live. He caught her eye and raised a brow. About to say something , Thomas did so before him.

“So they’ve either settled down or been destroyed, and if it’s the first option they’ve found a long- term place to re-supply,” Thomas said. “If they came from your early space squadrons, then the equipment they have is likely at a lower level than your current space forces, correct?”

At least they - probably - wouldn’t be a big threat if push came to shove…

Reia’s diamond white eyes caught Dagens for a fraction of a second. She had a feeling this story of their host’s would fall apart under further scrutiny but would let the others do the questioning.

“Perhaps one of our ships can take a run through the usual corridor of travel the convoys do and see what we can see,” Dagen offered. It was more of a ‘test’ to see what reaction he might get from them. Shou he figured would welcome it, but what of the others there present? “With permission from your government of course, and the okay from ours that that wasn’t overstepping things,” he added as a caveat. To him it would not be hard for them to detect some traces of something out there. The pirates would be hiding from what they knew. But they wouldn’t know about Starfleet sensors.

“You would probably meet the pirates if you are carrying a valuable cargo. But I believe that you would probably be able to defeat the pirates,” said Shou. “According to the official reports at the time, it was like war in space at the time. Both sides had losses. In those days, the central government was not as strong as it is now. There were many generals who wanted power. It was a time of confusion. The generals had control over certain sectors of the planet and space. Those who lost territory were probably the ones who became pirates. Soon, it became apparent that in order to stop the deterioration of the situation, the generals had to ally themselves to each other. However, that was not a solution as the generals were suspicious of one another. Then, one of the stronger generals decided to submit to the central government, made up more of politicians than military men. Somehow, he convinced a few other generals to do the same. Then, as the central government became stronger in influence, more and more generals submitted to the central government. The co-operation of the generals, with the leadership of the central government became strong enough to bring piracy under control.”

“Officially, there has not been any explanation why the generals decided to come under the central government. Rumours, though were rife,” Shou gave a grin. “It was rumoured that the first few generals were in the same situation: They were all getting old and there was ambition in the lower ranks. They could elect a successor but that would only cause more divisions and the territory under their control would end up getting in conflict more and more. These generals realised that they would need to support the central government to show that they were more interested in the welfare of the people rather than their own power. By doing so, they consolidated their positions and ensured that their men were united.”

“Anyway, many of the pirates were arrested and the government offered them opportunities for non-military life after they served their sentence. In the beginning many of them went back to piracy but as time went on, more and more integrated back into society. There were also those who were killed after a fight. Those who died became an example of how powerful the official forces had become. You are right: the government forces had gradually improved their weapons faster than the pirates. Somehow, the government were able to catch those who were selling newer weapons to the pirates and stemmed the flow of newer weapons to the pirates.”

Dagen listened. It was a very classic ‘need’ to come together and with it something good forming out of it. “Sounds like it was a rough time for a while,” Dagen commented. It still didn’t explain why the colony was not communicating. “What of your colony? With the space lanes supported and protected in larger convoys, hasn’t anyone looked in on them?”
