In Starfleet Terminology the Head of Science and Terraforming would be the CSO…but of course, on a colony like Oed, the job is much more demanding and rewarding as well.

What she/he and all Civilian Leaders have in common:

  • They belong to the Government Cabinet, which consists of the Gov., Lt. Gov., Aide de Camp and all Civilian Leaders. The Aide de Camp and the Lt. Gov. also represent the Starfleet concerns. The Governor is their boss (at least in the current setting, where the Gov. is a Civilian Leader and the Lt. Gov is a Starfleet Officer)

  • They have an office in the Government tower and a number of administrational staff working for them in the Government Tower

  • They get a rather luxurious private home (villa/penthouse/house… you choose) in the Residential District

  • They have large premises on Oed to fulfill their jobs and a large workforce of a few hundred people to work for them. They are responsible for them and for the organizational structure within their department

Now for the specifics of the Head of Science and Terraforming:

  • The Science and Terraforming Institute is at the edge of the city, directly at the edge of the Dome, next to the Mining facilities. Together with the mining facilities, the institute and the terraforming facilities make up 80% of the Industrial District, whereby the Mining facilities are just a bit bigger than the Institute and the Terraforming facilities. [The] Institute is colloquially known as The White Village on the colony and in fact most people use this phrase on a day-to-day basis for the expansive facilities.

As such, the Head of Science and Terraforming kind of rules the large Industrial District of Oed together with the Head of Mining Operations. They don’t, however, have the same goals ;-) (one being profit and one being Scientific achievement)

There is quite a bit about the history of Terraforming in the Oed Brochure. It has a long history on Oed and, as the city wants to grow, it is very important for the large Terraforming project to succeed, so that the Dome can be widened, or even a new adjacent Dome can be built. So far no headway has been achieved, it has muddled along, but the new Government wants to bring it up to its major priority to foster Science and Terraforming on Oed. The history of terraforming on Oed is outlined in the Oed Brochure and continues to be of great significance to the colony. While there had always been plans to terraform the planet, over the years nothing concrete had been actually planned, until recently. In 2393, the Government of Oed V approved the Head of Science and Terraforming’s plan to terraform the colony, with support from the Federation Council. To that end, a second dome devoted to agriculture and scientific research is being built to free up space in the beyond crowded Main Dome. Further stages of the official plan depend on ongoing research into Oed’s planetary status before any decisions are made about what sort of terraforming the colony will require.

The Head of Science and Terraforming is responsible for:

  • The sub-department heads and all staff members working in those facilities and their organizational structure, as well as promotions and hire.

  • All facilities and all equipment that belongs to the Institute.

  • The terraforming projects that should serve to add space to the colony.

  • All Scientific developments.

  • The environmental and weather systems of the Dome are also located there and the Institute is responsible for their flawless functioning.

  • Advocating for external (ie. off-world) grants and resources (including scientific exchange programs) to further Oed’s position within the scientific community.

  • Educational outreach programs at all levels of education on the colony in liaison with the Head of Education & Culture.

Relations to other Cabinet members - the Head of Science and Terraforming…

  • …has to grant access to the Institute to certain staff members of the Hospital Chief of Staff for medical research.

  • …can request work force from the Head of Construction and Operations for all technical equipment and its maintenance.

  • …works closely with the Head of Education and Culture for common purposes.

  • ..has to stand up against his/her neighbour in the Industrial District, the Head of Mining who also wants more space, but for very different reasons - for mining and profit.

The Starfleet contingent occasionally has had a CSO, though it is not always required. Currently though, a Starfleet officer was brought in to serve as Chief Science Officer for the USS Centurion. As the Head of Science and Terraforming is also currently a civilian, the CSO serves as the Assistant Head of Science & Terraforming, acting as a liaison between the civilian and Starfleet science staff.
