OOC: This is in line with Linds’s PRSIM titled Desperation. This is separate from the PRSIM I am finishing off. This takes place after my own PRSIM.

IC: Halloway sat down in his office. A few seat were brought in for his meeting with the Commissioner, the Lt. Governor, and starfleet’s chief of security. He had messaged them earlier that he had something of a sensitive nature to discuss with them and expected them to honor it as such.

He brought over an iced tea to his desk, sipping on it every now and then as he waited for them to arrive.

Joseph was the first to arrive, quite simply because his office was just below the Governor’s and that was where he spent most of his time when on duty. Joseph walked through the door after being let in by Halloway’s secretary. He wore a dark blue fitted three-piece suit as was his tendency and sported a wooden cane helping the massive police Commissioner walk around. “Governor, how are you today, sir?” The elderly man said with a smile as he sat down.

Commissioner Karlson

The governor gave a half smile. “I wish I could say I was perfectly fine, but much to my own dismay, we have some issues to deal with.”

Xavier walked in with Longstreet.

“Governor.” Was his announcement of his arrival, which meant hello and were here.

Xavier and Longstreet

“Gentlemen,” he said gesturing to the seats in front of his desk. “We have something that has come up. A man I happen to know on a semi-personal basis has shown up. He managed to break into the Office of Science and Terraforming in order to find Ylana Eviros. He has a package that, to make a long story short, he stole in an effort to keep it from the Orion Syndicate. There’s the possibility he is being persued, but we don’t yet know if they realize he is here on Oed. The ‘package’ is a set of data rods believed to hold blueprints for some weapon. One of the rods seemed to hold target locations. Ms. Cosgrove is currently away, which leaves Ylana in charge of S&T. She’s taking a look at the rods to determine what they truly are.” He paused to let it all sink in.

“As you are likely aware,” he stated in a semi-blunt and annoyed fashion. “Security of Oed is of utmost importance. We will need to be ready in case anything strange happens, or the Syndicate comes knocking on our doorstep.” He left it at that, leaving room for discussion.

“We can beef up the customs entry and deny Orions for now. Plus we can screen closer. We can also monitor closer for unauthorized vessels trying to bypass the Orbital platform. I cant imagine them landing on the planet and trying to get into the dome. Not easy to do.” Longstreet offered.

Longstreet

“We can also put the Orion up on more patrols. It would send a strong message that were vigilant and expecting them. If anyone comes looking.” The Lt. Gov added.

Xavier

Joseph was quiet for a moment “I don’t think we can deny entry to Orions without cause, at best it’s amoral and at worst unlawful.” Joseph said slowly without looking away from the Governor “And the syndicate won’t be sending a group of Orions with disrupters and a bad attitude, most of their work inside the Federation is done by their local branches or Mercenaries. Nauscicans, Ferengi, Humans all work with the Syndicate. Their presence is minimal here according to my latest Intel. I’ll increase Police presence at all S&T locations and beef up Security in the Government Tower, I’d also like to secure the Location of wherever this man is and secure his location. Knowing where he is means knowing where they want to be. ” He turned to the two Starfleet Officer “I’ll have my office send our information on all members of the Syndicate we have identified on the Planet, you should be able to use it as a Cross-reference against all newcomers, that plus Starfleet Intelligence should have detailed records on any and all members throughout its reach.” The Commissioner seemed very familiar with the functions of the Syndicate.

Comissioner Karlson

“Well your probably right but if I can articulate a clear and imminent threat to Oed, its populace or SF I can shut down anyone from entering. If it comes to that.” The Lt. Gov said making it clear that SF had that authority under its scope if need be. True he could not do it for long but he could indeed do it.

Xavier

Longstreet just nodded. He knew his boss would not resort to that extreme unless needed but also knew he was fed up with the lack of security on Oed and was willing to push the envelope here and there.

Longstreet

“Well right now we don’t have anything close to reasonable cause. Unless, of course, that there is some more intelligence that isn’t making it to my desk,” Joseph said curtly “I’m fairly certain, however, that you can increase Security and do much more thorough searches with this looming threat but anything more drastic will be noticed by the public and require an official reason. I don’t need to tell you two” He said to the Starfleet Officers “That when things get volatile with the local’s things can get real bad real fast” He referred to the Riots of his first year as Head of the Police “How secure is the Starport by your standards Commander?” He asked Longstreet calmly.

Commissioner Karlson

“Don’t worry yourself Commissioner about SF security. Were secure.” Longstreet said feeling the Police Commissioner was starting to overstep his bounds.

Michael leaned forward in his seat. “I’m not here to tell you how to run your respective departments. But we need to be clear here, we have very little information to go on at the moment until Commander Eviros gets the full scope what is one those datarods. If it is the Orion Syndicate, even then we do not know who they will send or how. I doubt they would send orions, but you never know. Be open to any possibility gentlemen.”

He then passed a padd forward with information detailing where Morin Tal was. “The man who brought the rods is currently with Ylana Eviros and a member of SF security. I made sure that all eyes would be trained on him to be safe. Mr. Karlson and Mr. Longstreet, you both can work together to create a thorough security network to keep him and those around him safe?”

Michael knew the strains of balancing civlian and starfleet people. He suspected the two would work together fine. “If there are any issues, please let me know. Are there any questions?”

Joseph shook his head “It shouldn’t be too difficult to fill in the gaps” He looked at Longstreet “I’ll set up a control centre in my surveillance room downstairs, you can connect Starfleet surveillance through there. Coordinating efforts there will simplify things.” He looked back at the Governor “I’ll be sending some armed support to your wife posthaste, after this I’ll have to have a discussion with the two of you for more adequate protection, especially considering recent events.” He moved to stand up but stopped “Who is this man with whom you are so moderately acquainted and why was he brought directly to Commander Eviros before you called this meeting.” He asked curiously. He’d already formed some ideas as to the reasons behind this decision but none of them made any solid sense.

Longstreet

“Lt. Cmd Eviros is a SF officer and any protection she might need will be handled by SF. Also we have a joint EOC in OED. No reason to reinvent the transporter. Use that and reps from all departments can be there Police Commissioner.” Xavier answered.

It was his turn to advise the police that they had limited scope on interstellar threats.

Joseph resisted the urge to both laugh and frown “Lieutenant Governor, this is not a matter for debate so unless you intend to spirit her away from the Office Science and Terraforming her security falls to me, you simply don’t have the manpower to waste” He said coldly “The Security of all Cabinet Members falls on my office and the Commander is performing the Duties as the Head of SaCt” He paused and inhaled deeply “I’m not sending my people to relieve your officer but I shouldn’t have to remind you of the limits of the forces you both have and can deploy” There was a slight growl in his tone “Frankly this combative attitude that you, sir, and Commander Longstreet are displaying is both detrimental and tiresome” The elderly Commissioner said with a more combative edge

“I know what I’m doing and what I am allowed and capable of.” He leaned forward in his seat nut looking away from the pair of overly territorial Officers “Right now we only have potential threats from a single source, that alone is not cause enough to start the Emergency Operations Centre. In my opinion, running surveillance is sufficient and granting Starfleet Security access so you can compare it with your own databases is an appropriate action” His tone was steady but ice cold, in complete contrast with the grandfatherly warmth he usually spoke with “I have a pair of perfectly fine legs, a transporter is quite unnecessary”

Comissioner Karlson

Longstreet had enough.

“Commissioner if we doubt your resolve it might be that you have abandoned Oed in its time of need more than once and protecting our own and doubting your commitment to it is a fair call.” Longstreet snapped back.

Longstreet

Joseph only gave the Commander a look of the same coldness he had spoken with.

Xavier put up his hand to check Longstreet.

“Ok Commissioner have it your way but I think you better read up on some inter agency rules. Your authority is to enforce the civil statutes of Oed. Includes the penal statutes. Keep the civil peace etc…I wont argue with you more. As the Lt. Governor I don’t need too.” Xavier said raising form his chair to leave.

Joseph stood up “Excuse me, Captain, I am not looking for an argument nor am I trying to interfere with Starfleet procedure. Securing a potential victim of crime falls under my jurisdiction” He spoke firmly but didn’t raise his voice, his tone respectful “I don’t quite understand what’s happened in the past five minutes to make you think I’m trying to either undermine your authority or disregard rules and regulations. This is a meeting, I have made suggestions and asked questions and have been answered with contempt, condescension and now direct insults” He gave the Security Chief he had thought of, that is until right now, as a friend a glance “Should we not continue to discuss what to do; Captain?” He asked with the same respect in his tone as before but without the coldness “Decide together how to proceed, disagree, agree then meet our foe head on. Not run each to our corner in petty spite?”
