Head of Medical Staff and Social ServicesIn Starfleet Terminology the Head of Medical Staff & Social Services would be the CMO of the colony…but of course, on a colony like Oed, her/his job is much more demanding and rewarding as well.
What s/he and all Civilian Leaders have in common:
They belong to the Government Cabinet, which consists of the Gov., Lt. Gov. and all Civilian Leaders. The Lt. Gov. also represent the Starfleet concerns. The Gov. is their boss (at least in the current setting, where the Gov. is a Civilian Leader and the Lt. Gov is the highest ranking Starfleet Officer).
They have an office in the Government tower and a number of administrational staff working for them in the Government Tower.
They get a rather luxurious private home (villa/penthouse/house… you choose) in the Residential District on Government expenses
They have large premises on Oed to fulfill their jobs and a large workforce of a few hundred people to work for them. They are responsible for them and for the organisational structure within their department.
They get a contingent of personal bodyguards when they are on official Government business outside of a secured area, since they fulfill a very public role and are constantly in the center of attention of the press
Now for the specifics for the Head of Medical Staff and Social Services:
She (he) can be a doctor as well, but doesn’t have to be. A good understanding of Medical administration is mandatory.
She / he is responsible for the 15 hospitals on Oed, all medical and social services staff (about 350.000 people), as well as their hierarchy and organisation. This department on Oed is by far the largest in number of staff. It is responsible for the medical and psychological health of all 3.8 Million (officially registered) citizens. This includes a large number of Social Services facilities, such as shelters and a phalanx of counsellors and advisors for various different social topics.
The largest hospital on Oed is the Sacred Heart Hospital, which is also closest to the Government Tower and thereby responsible for all medical needs of all Government officials and employees. It has extensive ER facilities. The Head of Medical Staff also has an office there.
The Head of Medical Staff’s office in the Government Tower is on the fourth floor from the top, next to the Office of the Head of Mining Operations. On the whole floor there are around twenty sub-department heads working for her/him, including but not limited to: Head of Supplies, Head of Medical Research, Head of Public Health, Head of Disease Containment, Head of Biotechnology, Head of Social Services.
Since the Social Services devision is the largest sub-department, very often the Sub-Department Head of Social Services stands in for the Head of the Department.
For all advanced Scientific research, connected to the needs of Oed’s medical department, the Head of Medical Staff, as well as some of her sub-department heads, have access to the Science Institute in the Industrial District that is the domain of the Head of Science and Terraforming. They have a right to use the extensive scientific technology there, but have to co-ordinate this with the Head of Science and Terraforming.
As such, the Head of Medical Staff and Social Services works very closely with the Head of Science and Terraforming and also with the Head of Education and Culture (since all personnel working in this department has to be highly trained and skilled).
The Head of Medical Staff stands in for the Starfleet CMO, who takes care of the medical needs of all Starfleet personnel based on the Orbital Platform, the Spaceport and the USS Centurion (including the miners working on the Orbital Platform). Likewise, the Starfleet CMO stands in for the Head of Medical Staff on Oed.
