“So you have your profile. If you can articulate a clear and present danger then we should be going forward with all measures legal and within reason.” The Lt. Governor answered back.

He knew most of the measures that Intel might use would not be legal but he had to make the “public” comment. Within reason was up to the reasoning of the person acting. He was opening the door for James to do what he needed to do.

“An informant died under… suspect circumstances to even bring this to our attention. Whoever this is, they aren’t above murder. And their goal is at best the mental enslavement of the population of OED. There is no question of an active threat. Possibly already present.

Because of the way nanoprobes are programmed, I believe the Governor and I will be relatively protected. We already have some in our blood. We might not be targeted by this attack or susceptible to their signals because our blood has been treated by Starfleet.”

The Governor had resigned himself to stand. He’d been sitting for awhile to be fair anyway. The stretch relieved him. He had kept quiet listening to what these two intelligence agents would share before giving his own information for them to deal with.

The CIO had a point. But there was also factors to consider. “I agree with the commander. We wouldn’t be quite so susceptible to an attack of that nature. However, if we are going to cover our bases, we must all be aware that if either he or I were to somehow be captured it could be possible for someone with experience to be able to harvest more and perhaps different nanoprobes from either of us.”

He then glanced over at the new Intel operative, Commander Kassidine. “Why don’t we can allow the commander a chance to speak gentlemen? Perhaps she has more information to share than what already has been shared?”

Kassidine surveyed the gentlemen gathered before she dare a step toward them. She had spoken yet a word while resigned to her observation behind them. Debate would soon consume them, but it was baseless without all of the facts. “Thank you, Governor.”

Xavier looked over at the Cmd. His mindset was that he was not being offered any proof of this fantastical conspiracy and until he heard some more details he was not inclined to authorize any actions yet, no matter how much he wanted to err on the side of response.

Nicholas saw Xavier’s face expressing some hesitation and disbelief, emotions they did not have time for. He retrieved his PaDD. A few taps later, through means unknown, he accessed the original threat. He slid the device across the table to Xavier. “While Cmdr Kassidine gives her report, the original threat. For your perusal.”

“Governor, Captain; I understand any possible skepticism about this conspiracy,” Kassidine began, “as there is minimal evidence to vet our concern. However, that doesn’t mean there isn’t any.”

“Five days ago, a Starfleet Intelligence unit based in this sector was made aware of a possible threat against Oed V, as mentioned earlier, by a contact who is now freezing in a Starfleet morgue.” Kasmira went through the facts that were already known. “Before he was killed, our contact informed Intelligence of a suspicious un-sub, who had been experimenting with Borg technology for what he assumed was personal gain. Unfortunately, he did not live long enough to tell us which specific technology and was killed shortly after communication began.”

“Admiral Emaastren requested an Intelligence unit be dispatched to Oed, in order to search for any evidence to validate our informant’s conspiracy.”

“Our contact believed the un-sub would target Oed for, what we assume can assume is information, technology and biological experimentation.” She glanced at Halloway, “Governor. Following your desimilation from the Borg, you still possess borg nanites in your system. Considering the otherwise lack of Borg technology on this colony, and contrary to James’ assurances, I am in firm belief this terrorist group will target you specifically. You and Commander James may be immune to whatever biological weapon this group presents Oed with. However, the fact you have Borg nanites in your blood paired with your position in Oed’s government, will likely draw a target on your back.”

Nicholas nodded. She made a good point.

“If there is an impending attack on Oed, the unsub and his associates have likely arrived and are hiding among your civilians, or are on their way.” She informed. “We have no idea whether this threat is valid, nor if the unsub will choose a biological attack. However, I urge you to take precaution in the event there is one. I’m not going to tell you how to prepare your staff and people, that is by your jurisdiction as Governor and Lt. Govenor. That said, we wouldn’t be here if we thought this was a hoax.”

Kasmira felt naked in her absence of information. She was unaccustomed to presenting threats without deep, intricate reports of the suspected assailant and the method of attack. They had a profile, but it was basic and could have been deduced by a second grader who’d watched one or two episodes of Criminal Minds. It was hollow, weak and formed on baseless accusations beyond experience and training. She was flying blind here, and that infuriated her more than it scared her. The blind could not lead the blind and succeed, but if it was for Oed’s safety, they would have to try.

We might be beyond Starfleet. Kassidine will go with whatever’s necessary. he racked his brain. Ekaterina, Collier, Vincent. Assets in place.

This time the Governor spoke up. “I’m not one to desire to give in to demands. As much as I can fight it, I will. Without knowing much, I’m hesitant to do much of anything except to take some precautions. My law enforcement and security personnel ought to be informed of the potential for a threat. Suspicious activity must be reported. It may be wise for me to also let the Head of Medical know. We need to be on the look out for any strange biological anomalies it seems.”

Just then a communique came in for Halloway on his com-unit. =/\=Governor, you have a priority one communication waiting for you in your office.=/\=

Halloway sighed. =/\=Understood. I’ll be there shortly.=/\=

He then resumed his statement. “That’s all I can think of at the moment. I’ll let the heads know personally and leave it at that. No need for all of Oed to hear. Let me know if you any of you have further information or thoughts on the matter. I’d like to know who from intel is working on this. I don’t need civilian police reporting activities made by people on our side.”

Halloway then turned and headed for the door. “If there’s nothing else immediate, I’ll be heading back to my office.” He looked back for confirmation.

Nothing important. Just the fate of OED. Nicholas thought. He extended his hand to retrieve his PaDD from Xavier. “If you’re done.”

He pulled up a blank encrypted file and in shorthand entered everything that had come up so far.

“Commander. Hold on.”He said and then spoke lower to them both.

“You have presented good info. Your authorized to take reasonable actions as you see necessary to get more information.”Xavier said.

In Command speak he had just green lit James to take Intel level actions which meant that SF Security would be looking the the way and off the record meant whatever measures he took Xavier did not want to know about them and would even deny them.

Despite having walked out, Halloway’s extreme hearing picked up the Lt. Governor’s words. The Governor was not so sure he agreed with the Lt. Governor. He knew what intel was capable of, especially a man of Nicholas James’s nature. He wasn’t so sure what Kasmira Kassidine was willing to do, but he hoped a part of her would not sacrifice her soul to find out.

He continued on his way to his office, and later would talk to Ylana about the possible threat.

Nicholas nodded his understanding of the command speak. “All I have to add is that appropriate assets are in place.” He turned. “Cmdr Kassidine?”

The Lt. Governor said nothing in response and went his own way.

He had seen enough conspiracies get out of hand on OED. It was time to be preventative and less reactive.

“I had better rendezvous with Emaastren’s pups; leave them to their own devices too long and trouble invites itself to the party.” Kasmira scoffed. “In the meantime, you’re more than welcome to return to your work, James.”

“Unless something happens sooner, let’s meet tonight.” Kassidine wasn’t asking; this wasn’t an amicable get together to amuse both parties. “Say, 1900?”

“1900.” Nicholas said before turning and walking out. He had an unsavoury task ahead of him.
