Ferl’lak and ther others went to the permit building to start ther process of building the Trade Tower in OED.

Where they were met by the assistant to the assistant permit office manager. A rather drab looking Tellarite who in typical Tellarite fashion was not happy to see them.

“Form 3600-A.” He barked. Which to the uninitiated was the form that just allowed you to submit for the application. If you did not have that you could not even move to form 3636-B, which was the permit. Which then led to a load of required documents that were listed on the 3636-B as necessary to bring with you. That is if there were not any other forms not listed that the Permit Office might ask for as well. This was just the start of the process.

Shinzak had a knack for being one or two steps ahead of the game. This meant, among other things, having a closed source inside the TPO as to be able to know every single land transaction. This would be useful, as the head of mining operations tends to oversee prospecting.

Realizing the wealthy Ferengi merchant he met at his mansion at an earlier date intended to build a trade tower, Shinzak had an idea. One, he needed to create gemstone exchanges for his new initiative to create a gem cutting industry on OED V to have any merit, including auction houses for jewels, trading floors for gemstones, etc. He also needed a liaison office to issue gem mining permits and to oversee sales of minerals. Finally, he’d have to guarantee places of business for the incoming gem dealers and jewellers to be able to do so. Given the only way to get that much space in such a small city like OED V would necessitate building upwards, he thought to immediately contact this Ferl’lak character.

From his office in the Cabinet Tower, he would immediately call the Ferengi merchant.
