The following is meant as a description easily found through the Oed V MOTD:
Government structure and Locations on Oed V(this refers to the current setting of the Government with Anu Zar as Governor and Captain Parker Xavier as Lt. Governor)
The Governor is a civilian leader.
She is directly responsible for the well-being of all citizens of Oed and of the healthy growth and security of the colony. As such she has to work very closely with Starfleet, without which Oed would be defenceless.
The Lt. Governor is reporting to the Governor. He is the highest ranking Starfleet Officer on Oed and in Command of all Starfleet Officers and Starfleet Installations (the Orbital Station and the space port). But in additon he has the same responsibilities as the Governor.
The civilian Heads of Government (the ‘Heads’)
They report to the Governor and in theory to the Lt. Governor. Because of the nature of things though, they currently report to the civilian Governor, since the Lt. Governor has enough to do with his senior Starfleet staff. (Their job descriptions are linked on Oed’s MOTD).
A full Cabinet meeting includes all of the above.
The Starfleet Senior Staff (the ‘Chiefs’)
They report to the Lt. Governor because he is their superior officer. They make up the crew of the USS Centurion.
The Heads stand in for the Chiefs and vice versa in their respective resorts in order to promote cooperation between the Government and Starfleet.
The Government is based in the Government Tower in the Government district. It’s the highest and most modern building in the mega city. Both the Starfleet senior staff and the Civilian Leaders have offices there, as well as the Black Fleet Commanders.
The Cabinet members (Heads) - are based in their respective facilities in the colony and primarily responsible for them, but they all have also offices in the Government Tower (see respective job description for details)
Starfleet Command Officers (Chiefs) - are based primarily on the Orbital Platform, the Spaceport or the USS Centurion and primarily responsible for these. But they also all have offices in the Government Tower.
The top floor in the Government tower holds the offices of the Governor and the Lt. Governor and several conference and meeting rooms.
The second floor from the top is a ‘tech’ floor and the domaine of the Head of Construction and Operations of Oed. It houses surveillance installations for the whole colony, communications, the computer core of Nessie and the EOC (Emergency Operations Centre).
The EOC has holographic projectors linked into all systems and in a crisis all Heads and Chiefs meet there. Due to the importance of the second floor, the Tower enjoys the highest defence and security standards on Oed, including its own force field and emergency shielding.
The planetary defence grid can be activated from the EOC, but only in an extreme situation when the Orbital Station is not able to do it (Oed’s defences are primarily the duty of Starfleet).
This defence grid contains Oed’s shields and a ring of automated dormant torpedo drones that can be activated to prevent a ship to approach Oed’s orbit.
The third floor from the top and all others below it house the offices of the Heads and the Chiefs and all government staff.
The position of CO USS Centurion can be assigned by the Lt. Governor to any Starfleet Officer serving on OED V in addition to their standard duties.
The Governor can appoint SF Officers into Cabinet positions if she gets an approval for that from Starfleet, but if so, they report primarily to the Governor and their primary duty is to the civilian government and only secondary to Starfleet.
The prime directive of all is to work very closely together for the overall good of the Colony.
