The following is what information we have on the Head of Construction and Operations position and is subject to change. The link through the MOTD will be updated when such amendments are made.
In Starfleet Terminology the Head of Construction and Operations would be the CE with a dash of CIO in it…but of course, on a colony like Oed, the job is much more demanding and rewarding as well.
What she and all Civilian Leaders have in common:
They belong to the Government Cabinet, which consists of the Gov., Lt. Gov. and all Civilian Leaders. The Lt. Gov. also represent the Starfleet concerns. The Gov. is their boss (at least in the current setting, where the Gov. is a Civilian Leader and the Lt. Gov is the highest ranking Starfleet Officer)
They have an office in the Government tower and a number of administrational staff working for them in the Government Tower
They get a rather luxurious private home (villa/penthouse/house… you choose) in the Residential District on Government expenses
They have large premises on Oed to fulfil their jobs and a large workforce of a few hundred people to work for them. They are responsible for them and for the organizational structure within their department.
They get a contingent of personal bodyguards when they are on official Government business outside of a secured area, since they fulfill a very public role and are constantly in the center of attention of the press
Now for the specifics of he Head of Construction and Operations
The Head of Construction and Operations has no specific facilities on Oed, but his/her large workforce is situated all over the city in houses and storage halls. He/she has of course his/her office in the Government Tower where he/she also has a large administrational staff working for him/her. He/she is responsible for his/her employees, their organization and internal hierarchy.
Also, this “Civilian CE” has a whole floor in the Government Tower dedicated to overview operations and construction on Oed. This floor is below the floor where the Governor and the Lt. Governor have their offices, the second floor from the top. This ‘tech’ floor houses surveillance installations for the whole colony, communications, the computer core of Nessie and the EOC (Emergency Operations Centre).
The EOC has holographic projectors linked into all systems and in a crisis all Heads and Chiefs meet there. Due to the importance of the second floor, the Tower enjoys the highest defense and security standards on Oed, including its own force field and emergency shielding.
The planetary defense grid can be activated from the EOC, but only in an extreme situation when the Orbital Station is not able to do it (Oed’s defenses are primarily the duty of Starfleet).
This defense grid contains Oed’s shields and a ring of automated dormant torpedo drones that can be activated to prevent a ship to approach Oed’s orbit.
The tech floor also houses the Computer core of NESSIE, which belongs to Starfleet, but he/she helps in the maintenance.
His/her job is to supervise building regulations on Oed, the building of new buildings, the maintenance of buildings, infrastructure and other structures and he/she is responsible that all technology used on Oed is working perfectly. This also includes public transport (hover skimmers & busses etc.) and the Fire Fighting systems.
Basically, everything that keeps Oed running technically is his/her domain. He/she decides if new houses are built, where they are built, how they are built etc.
It’s a big job and this person is very influential on Oed.
He/she also acts as a kind of intelligence agent for the Government of Oed. Due to his access to information, he/she is in a perfect position to do this. In that, he/she is working with the Starfleet CIO as well. There is only one person on Oed who has similar means of surveillance and that is the CEO of the O.M.A.P Corp., Oed’s media company.
He/she stands in for the Starfleet Chief of Engineering & Operations who takes care of the Orbital Platform, the Spaceport, the USS Centurion and the Fighter Wing. Also the Starfleet CE would stand-in for the him/her.
He/she would closely work with the Head of Science and Terraforming, since there is currently a big lack of space for buildings on Oed. In fact all departments have to work together with him/her in some ways, since all of them depend on the services of the department of construction and operations.
