The following is what information is available for the position of Head of Chamber of Commerce. The link via the MOTD will be changed upon any amendment made to this.
Job Description “Head of the Chamber of Commerce”
What he and all Civilian Leaders have in common:
They belong to the Government Cabinet, which consists of the Gov., Lt. Gov., Aide de Camp and all Civilian Leaders. The Aide de Camp and the Lt. Gov. also represent the Starfleet concerns. The Governor is their boss (at least in the current setting, where the Gov. is a Civilian Leader and the Lt. Gov is a Starfleet Officer)
They have an office in the Government tower and a number of administrational staff working for them in the Government Tower
They get a rather luxurious private home (villa/penthouse/house… you choose) in the Residential District
They have large premises on Oed to fulfill their jobs and a large workforce of a few hundred people to work for them. They are responsible for them and for the organisational structure within their department.
Now for the specifics for the Head of the Chamber of Commerce:
In a colony with limited space, there is a guideline for everything. How many hair stylists can work on Oed, how many restaurants, how many other trades/shops there can be. It is regulated where they can be and what they can do as well as to which regulations the have to adhere to.
He and his staff is responsible for making those guidelines and checking that they are being kept. Every new business/trade/shop etc. has to get a license to do business on Oed from the Chamber of Commerce and they have to pay taxes.
So in specific he and his staff have to:
Regulate the number, diversity and locations of businesses on Oed in alignment with the Head of Construction & Operations
Handle licenses and subsidies for businesses on Oed
Check on the adherence to the guildelines (e.g. China restaurant can’t serve meat from dogs and the like)
Collect taxes from all registered businesses
Report about the colony’s tax income and finances to the Government
Check for black market activity and get it persecuted with the DA and the Head of Police Force
Work closely together with Oed customs on the Orbital Station to catch illegal trade
Support any kind of business / trade that is good for Oed
He and his staff reside in a big skyscraper in the center of the Commercial District, the Chamber of Commerce Tower.
He himself has of course also an office in the Government Tower, on the fourth floor from the top, where he also has a small contingent of administrational staff working for him, tasked with the duties that his department has to do for the Government.
He is closely working with the District Attorney, the Head of the Police Force and the Head of Construction and Operations. He also has to work with Starfleet when it concerns the custom check points and controls on the Orbital Platform. (see Oed Brochure - Orbital Platform)
This is the point where any smuggling takes place if it does, because all ships have to pass through there and all wares have to go through there in order to get to the colony or to leave the colony.
He/she works together with the Head of Education and Culture to help him/her maintain a healthy number of cultural facilities and establishments for the society of Oed.
They decide, for example, how many licenses to give out for establishments that serve a cultural aspect (like e.g. movie theaters) and which kind of establishments to attract to Oed and to subsidize.
He/she works with the Head of Social Services and Employment to help him/her lower the unemployment rate.
