The speakers were blaring Little People from Les Miserables, a musical from 20th Century Earth based on the book with the same title written by Victor Hugo in the 19th Century, or at least the backing music was playing, and Gavroche ‘Twist’ Dawkins was singing the words,

“So never kick a dog
Because it’s just a pup
You’d better run for cover when the pup grows up
And we’ll fight like twenty armies
And we won’t give up”

He was getting ready to go into the chorus when the chime to his quarter sounded. Cancelling the song, he told his visitor to enter his quarters.

It turned out to be Fleet Captain Russell Watt, who was captaining the ship.

“Yes, Fleet Captain,” Gavroche asked, rising to his feet and giving the older man his full attention.

“We’re in private, Governor,” Russell replied, “Russell or Russ is fine. I trust you’ve read that material I provided you on the Oed V Colony and its personnel?”

“And it is either Gavroche or Incoming Governor,” Gavroche returned, a cheeky grin on his face which made him look years younger than he actually way, “yes, I have, interesting place, with interesting people. A former borg, klingons, betazoids, and of course lots of humans. Looking forward to it, Fleet Captain Rusty.”

Russell sighed inwardly, but did his best not to let his irritation show. He hated that name, and Gavroche knew it. The younger man with the innocent looking face was doing it to get a rise out of him. Russell was a wake up to it and no longer reacted, it was a game between them.

“So, you are ready for it, Gavroche,” Russell asked, “you know it isn’t too late to say no.”

Gavroche laughed at the older man, “you’d like that, wouldn’t you, old man? I’m here, I’m going to do this. I have never walked away from a fight before, no matter what, and no matter how tall everyone else is. I’m gonna fight like 20 armies and I won’t give up. They may all tower over me, but you wait and see, I’ll be the Guv of this colony and make my ma proud.”

“She would already be proud of you, Gavroche Dawkins, you are an amazing man, never forget that,” Russell said.

“Don’t get emotional on me, Russ,” Gavroche answered, “I couldn’t cope with the water works. How long before we arrive?”

“4 hours,” Russell replied, “be ready,” and he left the room.

“We will be,” Gavroche said softly, and stared into the shadowy corner, “well?”

A soft chuckle carried to the future Governor and then a voice, “message sent, they’ll be waiting for us, Guv. You do the Government, I’ll do the downtrodden, between us, we’ll do this.”

“Then you’ll let me be?” Gavroche asked.

“We’ll see,” the voice said, drifting to him, “I can’t promise a thing though.”

Gavroche sighed, and turned his music on again, “they laugh at me these fellas because I am small, they laugh at me because I’m not a hundred feet tall, I tell ‘em there’s a lot to learn down ‘ere on the ground, the world is big but little people turn it around.” His heart wasn’t in it, however, he was caught in between a rock and a hard place and he wished he never went to Rondas III, even though it would mean he’d have probably died at that damned barricade and never received the opportunities he got today.

Governor Gavroche Dawkins, Fleet Captain Watt, Mysterious Voice

Gavroche sat on the bridge, despite the smallness of the ship, there was a chair to the left of the Central chair that the Fleet Captain insisted he sat on. He felt extremely uncomfortable on the bridge of a Starship, despite being saved by Starfleet, he never felt comfortable at the thought of having to be part of such an institution, the uniforms, the superior officers, and more were all too much for him. Ironic then, that he was going to be Governor of a colony. He looked through the viewscreen as firstly the orbital platform and then the domed cities on Oed V came into view. He looked down. He’d read of the history of Oed V and hoped that unlike Governor Sloane or Governor Chegwidden he wouldn’t be here until he died.

“Who’s going down there,” Gavroche asked the Fleet Captain.

“You, me, and there are about a dozen or so Starfleet officers being assigned there, oh and some other civilians as well,” Russell replied.

“Why you?” Gavroche demanded.

“Fleet business, Governor, doesn’t concern you,” Russell said.

“I’m the newly appointed Governor of Oed V, Fleet Captain, if it happens on Oed V, it is my business,” Gavroche said, “so, I repeat, why you?”

“I have business with Captain Xavier,” Russell answered, “and that is not your business, Governor. You are on the bridge as a courtesy, Governor Dawkins. If you can’t respect my need for for privacy, I shall need you to leave the bridge.”

“Of course, Fleet Captain,” Gavroche replied, “certainly don’t want to be disrespectful. Past incidents on Oed V, deaths, explosions, and the like makes me extra cautious, and I hope that Starfleet will share intelligence with the Civilian authorities on Oed V should they become aware of any threats.”

Russell looked at the younger man, and nodded, “of course Starfleet will, Governor. Oed V is part of the Federation, and Starfleet serves to support the aims and best interests of the Federation, including Oed V. You should probably go make sure your stuff is all packed. We will have to go through customs, and I’ve got a schedule to keep.”

Gavroche nodded and left the bridge and returned to his quarters.

“Well?” the voice from earlier asked.

“Civilians, Starfleet officers, the Fleet Captain and myself,” Gavroche said softly, “we’re all going down. You should be able to go down without raising suspicions.”

“Very good, aint this a laugh? aint this a treat? You and me, Guv, you and me,” and the voice broke off into laughter that faded into nothingness.

  • Gavroche, Russell and ‘the voice’

Gavroche nodded to the transporter operator as he entered the transporter room. The Fleet Captain and some Starfleet JOs who were rotating into a tour of duty on Oed V, were there already. Some got on the transporter padd as the operator transported them down to the surface.

“You ready, Governor Gavroche?” Russell asked, once it was the tow of them and the transporter operator.

“I think so, Fleet Captain Watt,” Gavroche replied, “but is Oed V ready for me?”

“You’ll just be the latest in a line of Governors, Gavroche. Don’t rock the boat, and you should do fine,” Russell replied.

“So you’re saying I should sit down? is the transporter big enough for that?” Gavroche asked.

“Ah, of course, Guys and Dolls, or The Music Man,” Russell asked, “no, no chairs are needed.”

“Guys and Dolls, as you well know, Fleet Captain,” Gavroche said with a grimace, “while I’m quite sure there’ll be trouble my friend, down in the domed cities, I’m not sure that it starts with ‘P’ and stand for pool.”

Russell smirked, getting a rise out of the younger man was fun, at least Russell thought so and he enjoyed doing it whenever he got the chance.

“You’re up next, Fleet Captain, Governor,” the transporter operator said, Russell and Gavroche got on the padd, and so did a group of three civilians - a Vedek, a trades person of some kind and a miner, judging by the pick axe.

His duffel bag over his shoulder, Gavroche stood on a padd and waited to be sent down to the planet’s surface.

The transporter beam took hold of them all and moments later they were on the surface of Oed V.

  • Governor Dawkins

The Lt. Governor had been informed of the new Governors arrival. Another one into the grinder he thought to himself. COS Longstreet was next to him. They were waiting at the predetermined location for the beam in. He had on hand a contingent of SF officers, some bureaucrats and that was about it. He would give the Governor a proper welcome and then let the man set the tone and pace from there. This was not what he liked to do but proper respect of the position was necessary and he needed to lead the way.

As they beamed in Captain Xavier stepped forward.

“Lt. Governor Captain Parker Xavier. Nice to see you made it Governor.” He said as he extended his hand.

“Fleet Captain Watt. Good to see you again. I think last was that sector intelligence meeting a while back.” The Captain said greeting the Fleet Captain.
