Brianna wasn’t exactly in dress uniform. In fact, she was in her mining clothes which consisted of a pair of coverall style covering over her uniform tunic top and boots coming up to her knees with extra padding in case she had to kneel on sharp rocks. She had removed the pressure suit and left it in the shuttle as she came to the Lt Governor’s office to report on the new mine and see to the permissions needed to start mining and processing.

She pushed the loose strands of her ember colored hair behind her ears and tapped the chime to his office, praying he was still here.

Xavier was indeed still in his office as was the usual case. His executive assistant yeoman had long left and his door was open.

As the chime was rung, she stuck her head in seeing who was still there. A smile crossed her face as she saw Xavier at his desk just inside the next doorway. Walking in, she paused in his doorway. “Evening, Sir. I came to ask about a planet marker for the new mine I have taken temporary claim of off the Northern Plains Bluff. I can come back tomorrow if you prefer. But I also need to report smugglers have been using it for a restover and storage spot. We’ve cleared their stuff out, and sealed it off. But you need to be aware how close to the compound they may be.” She was just inside his door, but ready to retreat if he chose to ask her to come back in tomorrow.

“Don’t be shy. Come on in and have a seat.” Xavier said in a more relaxed manner than usual. Everyone was gone so there was no need to keep it 100% Startfleet. Maybe 90% would be fine.

“The Northern Plains you say. That is out there and we keep a tight watch over Oed space but they do sneak in from time to time. I do have questions over your mine and the temporary part. Lets talk.” He said.

Brianna came in and sat down with a smile. “Thank you, Sir. Please, call me Brianna, or Bri.” Once settled, she went on. “The Klingon Captain, Urg’tohn of the House of Durac has put up the manpower and backing to explore the mine for viability. While we were checking it out, his security team had come across an alternate entrance that had been stocked with crates of lithium crystals. I have tagged the crates to see if we can track where they are coming from, but I’m not sure how much help that will be.”

She leaned back a bit and crossed her legs. “As far as the rest goes, I am sure Urg will want a significant cut because he is the one doing all the backing. Though OED will do the refining of whatever we find, I’m sure. So I need to make sure it’s all right if we form a contract with House Durac. You’d of course get final approval before it’s filed with the Station.” She knew there were hoops to jump thru and protocols to follow. But she wasn’t exactly sure what all had to be done. And she wasn’t going to mention the attack earlier the day before. If he didn’t know, no reason to worry him.

“Bri you know that the Federation, and SF, are very cautious with Klingon interest entwined with our own. I am very cautious on this as well. I understand that this is a for profit civilian enterprise but Klingons do not view anything as civilian only. Everything that is done has a military angle. Has all members of Urg’s people been vetted by SF Security? Have you explored the possibility that for Urg this is not about profit but other objectives? To be clear no Klingon, singular, corporate or collectively can be 51% owner of anything other than private possession on OED. You are aware of that?” Xavier asked and explored. He wanted to know just who “Bri” was and not from a SF file perspective only.

Xavier Lt. Gov

Brianna nodded. “I know his clearance is fine. I checked that before anything else. I have not checked his entire crew. And to be honest, if he truly wanted to claim it, we are the ones being granted access to his mine. There isn’t one thing that OED has in this venture yet except myself and a couple sample bottles. So my suggestion would be to offer him at least 50% and hope he doesn’t want more. He seems more interested in protecting me, for some reason. And I think having this mine under his control, at least marginally, gives him that since I’m keen on exploring and mining there as well. I think we can do the usual checks, to be sure the crew is completely cleared for coming back to the base beyond the bays and common areas. And at least Urg and three others are vetted to the mining platform above.” She frowned slightly at her own thoughts. “If he tried to claim it completely, which I don’t think he will, we can always tax him to the hilt and make sure it’s done ‘our way’ since it’s in our back yard, so to speak. But I admit I’m curious to his interest in it as well and think playing nice will get us more, and better, access than merely saying ‘you can watch’.” She added quickly before he answered, “And I’ll keep you in the loop every step of the way, Sir. You have my word on that.” She laughed slightly, though it was full of unease, “If for no other reason than someone else knows where I’m at and who I’m with. But I’m asking you to give me a bit of latitude here, please. Something is up, and it’s not with Urg. But I think he’s my bes… our best chance of finding out what it is.”

She wasn’t sure how the idea would fly, but she had to try. In all honesty, she wasn’t sure she liked the idea. But there was something going on and she knew, instinctively, that it would shut down and be bull dogged if she tried to force Urg to only ‘watch’ and not ‘own’ most of that mine. She just hoped this new Lieutenant Governor would give her the chance.

OOC: If new is like 5+ years as the Lt Gov then yes Xavier is new. Heck it might be longer. I have lost track. :)
IC:

“Well he owns the lease. No one owns the land but the Federation. This is a Federation planet. He can mine it and extract it and pay the federation its due but he can never “own” the land. As you say its his op and we can participate or legally he can keep your mining interest out. His call. Now if we want to find a good reason to revoke the lease, say National Security issues, then that can be arranged. Not worth it but possible. ” Xavier explained the difference.

“I’m of your mind Bri. Lets get close and see what is really happening. SF, and more so I, appreciate the help.” He added. “I’m ok with letting this run its course but remember if you detect something I want to be the first to know.”

Xavier Lt. Gov

((My bad, thought you were the one who came in about same time as me....musta been the Gov… lol))

“Yes, sir. I appreciate the confidence in allowing this to play out. I sense there is something more going on in the caves. And Federation uniforms won’t get us answers as quick as we want. I think we need this.” Nodding once more, she glanced around. “If there is nothing else, I should get back to the site. I want to start doing research on what the mine will produce and praying it’s not played out already. If all goes well, we should be able to start transporting to the refinery by the end of the week.”

She was glad this hadn’t been a teeth pulling experience. Without her official check ins with those in higher positions, she had wondered just how she would be received. This had turned out quite pleasant and she made up her mind to find the Lieutenant Governor sometime when he wasn’t in uniform, and buy him a drink.

“As you wish Bri. Keep me informed and take no chances. I know we play nice with the Klingon Empire but we are always one incident away from going the other way. I don’t want that to be on OED.” He said smiling as he rose.

“Don’t be a stranger.” He added

As she left he told himself he might have actually gotten better over the years playing the diplomat. It did not hurt that she was easy to get along with. He just hoped nothing was happening and this just turned out to be a nice and easy mining affair for her and Oed.

Xavier

Brianna nodded. “Yes, sir. I’ll keep you informed. Thank you.” She nodded once more and turned to head out.

In the hallway she exhaled a breath she didn’t realize she had been holding. Everything turned out all right. So she was fine. She just had to convince Urg that this would be a good thing. And convince the Lieutenant Governor that she was on his side.
