In the lower levels, Urg made his way to the freight elevators. As expected, Karlson had two officers in plain clothes waiting. Urg chuckled and said “The man will never let me get one by him, will he?” and he patted one of the officers on the shoulder as he walked past. The contingent filled the large space and doors slid closed and took them up to the top floor.

Making his way to the designated room, Urg threw the doors open and walked in and looked around. Spying the waiting ‘guests’, he walked in the room and smiled at Brianna. “Fire Born! Good to see you.” and his gaze fell on Karlson. “Joseph, my brother!” and he walked over and gave the Commissioner a big bear hug. “I trust your exquisite spouse is in good health and temperment.” and he released him and then turned and looked down at the Lieutenant Governor. “You must be Xavier, the Lieutenant Governor. Good to meet you.” and he snapped his fingers. “Oh hell, almost forgot.” and he pointed to the Andorian with the purple handprint stain on his face. The blue-skinned figure moved to Karlson and set a small metal case on the floor next to him. Urg said “Thats for later. No sense ruining a good dinner with friends, old and new.” and on the last word he turned to the Lieutenant Governor and held out a truly massive hand towards him.

Urg, Lord Duroc, Son of the Builder

Brianna smiled and inclined her head respectfully, “And to see you, Lord Duroc.” She knew better than to be familial with the man when he hadn’t used her given name. She remained silent and watched the rest unfold. At the offer of food, she had waved it off. She planned to eat whatever was placed before her. She could always get sick and eat something else later.

Xavier did not like the idea of eating Klingon but he had done a little before. If he needed to he could. He looked at the large Klingon.

“Well met Urg, Son of the Builder and House of Duroc.” He said loudly and clasped the hand with a strong grip. Knowing he would lose he still tried to crush the Klingons hand in a sort of duel of strength.

Xavier Lt Gov

Urg’s head cocked to the side and a small smile crossed his face… a wholly unsettling sight as it made him appear even more unstable. “Ah, you name the Builder!” and he shook the hand once and then dropped it and flopped down in one of the large chairs. “Tell me, what do you know of Kavar’ton, Xavier?” he asked, the smile still on his face but his eyes locked onto the Lieutenant Governor.

” Not as much as you I am sure Lord Duroc. Enlighten me if you will.” Xavier answered. Striking a suitable position to deal with Urg. Its best to let those speak on what they know and for you to remain quite and listen during the beginning of these meetings.

Urg’s face went deadly serious in the span of half a heartbeat. “Kavar’ton is the founder of House Duroc. And he speaks through me and my kin.” he answered flatly. “He brought our House to Oed V, directed us to the truth that returned House Duroc to its rightful glory after almost two thousand years. The Builder now sits at the right hand of Kahless, and I was blessed to witness his ascension to glory and honor.”

Urg then smiled and then said “You can ask Brother Karlson what that means in political and economic terms.” and he chuckled. His head them whipped around and he looked at Karlson with a grin. “Damn! We should have invited the museum Curator! Haven’t seen her since the hammer!” and he laughed loudly.

Urg, Lord Duroc

Xavier had heard of the Kavar’ton myth but not in detail. He was not sure how serious Urg was but that was ok. Klingons were surprisingly good at mixing their house lore into negotiations. However he was interested in how that little myth translated into modern advantages to Urg.

” All well and good Urg. Praise to the Builder. Why don’t you tell me what brings us together today. More than blood wine and Gladst.” Xavier said moving on to motivations.

He gave a side glance to O’Harra to see where she wanted to fit into all of this.

Xavier

Urg nodded once and said “Direct. I like it. I am here to complete the holding on the mine that your Head of Mining and House Duroc have begun operations on. House Duroc wishes to finalize the deed and begin moving materials out as soon as possible.” Urg’s voice was matter-of-fact and even, and he leaned back into the chair and looked at Xavier expectantly.

Lord Duroc

“About that mine. I don’t think I have ever seen a Klingon Lord so interested in securing the rights to a mine before. Anything special about it that SF needs to know?” Xavier said glancing at O’Harra and then looking directly at Urg.

Joseph handed the Lieutenant Governer his drink and moved behind the man’s right side. This was a conversation between those two.

Commissioner Karlson

Urg chuckled and said “I can assume by that question you aren’t quite up to speed on Klingon politics then, are you?” and he laughed loudly.

“Some quick background, and your Commissioner here can attest to the veracity of the information. My brothers and I took control of our House a year ago. The ascension of House Duroc was not… well, let’s just say that a lot of very powerful Houses lost an awful lot money and standing when we took back what was ours by right. In so doing, we made more than a few enemies. And fighting those enemies takes resources. This mine -” and he reached into his belt and pulled out an optical disk and tossed it on the table, “- looks to be a legitimate source of lithium and perhaps small amounts of benzene and copper, according to Ms. O’Hara. Those materials are dependable sources of income. And as as House Duroc has already invested a sizable amount in exploring and surverying… with your Head of Mining 9f course… we are keen to recoup that expense and make the mine profitable. And it is far enough outside of the High Council’s grubby little paws that we can use it without interference from Q’onoS. Add to that that is further invests us in the well-being of your little city here, and I’m sure you can see why we want it.”

Brianna’s lip curled up slightly at the side. He was right. In having owner’s rights to the mine, seeing to the safety of OED was more in their interest. Such a powerful House as additional protection put OED in a sweet spot. As to the control of the mine, yes, she had found it. But Urg had done all the backing thus far. As long as the station got a portion of the proceeds, one way or another, she was content with that. The colony would get it’s share of the mining, but would profit more from the refining and shipping.

And on a personal note, she would be able to see what else got dug up. How much she revealed to the Governor would probably depend on how well the rest of the talks went. As it stood, her slight head nod and edged smile would be what either man saw if they looked her way for her idea on the whole thing. She sincerely hoped, for all their sakes, that the terms would be acceptable to the Governor.

The Lt. Governor looked concerned.

” I want to sign off on this Urg but I have reservations. This mine will undoubtfully bring the attention of the rival house and we do not need a political firestorm or worse on OED. Plus everyone in this room needs to understand we are talking a lease. No non Federation group, legal entity or person can own more than 49 percent of any property, to include mineral rights of a Federation property. Legal Federation members have to represent the other 51 percent. Of course what percentage you extract and divide within the contract amongst you is up to you as long as the Federation gets its minimum taxable amount.” The Lt. Governor said as he again looked over to O’Harra hoping she had briefed Urg on all applicable laws.

He was surprised about how the years on Oed had made him a somewhat expert on many things that as a Starship Captain he would have never known.
