Bri smiled and listened to the stories. “Seems to me every time you end up in the hanger, things get interesting.” She winked and laughed. “Perhaps I shall have to find more reasons to get you in that location more often. Though, perhaps without the Dock Master present.” She took another long gulp of her wine and absently went over tomorrow’s schedule in her head. Seemed a good night to drink and after realizing she had nothing pressing tomorrow, she finished the last quarter of her mug and poured herself a refill.

Urg shook his head and, grinning, said “The Dock Master and I have reached a level of understanding that can only be accomplished with the promise of the application of extreme and immediate violence.”

At the mention of the wedding and the bride’s antics, she smiled. “Seems he got himself a great match. She is a lucky woman.” Something in her mind made her wonder if a Klingon would be a better companion for her as well. Her fire wasn’t all in her hair and she often drove other men away because she was not some slip of a female that needed constant coddling or protecting. She took another sip of wine and reached for something more to eat before her mind wandered too far down that path. It didn’t matter, anyway. No one on the station was chasing her, out of interest or malice, so it was a moot point all together.

“No, she isn’t.” Urg said flatly. “She has signed up for a life of blades in the dark, all aimed at her throat. And may Kavaar’ton watch over whatever children she may be unfortunate enough to bear.” and he stared long and hard into his cup before draining it. He looked at Xavier.

“Anyone allied with House Duroc is a target. Past actions prove that not even your city is spared that attention, Lieutenant Governor. But know this… while the city’s business with my House is just that… business… House Duroc has a vested interest in the safety and well-being of those under your dome. And we will do all we can to ensure that they are kept safe. So in that mind, I would also bring to our discussion a matter I have previously mulled over with my brother Joseph and his mate. House Duroc would like to formalize our ties to Oed with the establishment of a House embassy in your city. This would be representative of House Duroc only, not those sniveling worms on the High Council, even though they have approved the project. But it would allow us, per the treaty with your Federation, to conduct House business and make decisions as if we were on Q’oNos. I have found an appropriate location in the residential area, but close to the Government Tower. Karlson and I have discussed this previously, but he suggested I take it up the government directly… so here we are.” and he looked at Karlson and said “And I do still need to get that meeting with your Judge Rousseau, right?”

Xavier looked serious suddenly.

“Thats a whole new kettle of wombats.” He said. “Your already a target. Your investing in Oed and as you say that makes Oed a target. If you establish an official presence, I am not sure this helps or hurts.”

Urg looked at him and, just as serious, said “Both. House Duroc is a target, yes. But Oed is as well, and not just because of our business. Oed V was the first entity to recognize House Duroc as the rightful owner of the Hammer of Kavaar’ton. That in itself puts you on the list of those who wish to see House Duroc fall.” Urg leaned over the table and locked Xavier with a firey gaze.

“But if we were to have official House embassy status here… well, for one we could coordinate our efforts to cut off any attempts to harm either of us. And remember, Captain… my brothers and I have spilled blood for your people once before. Should the need arise, we would not hesitate to do so again. Even if the enemy was not our own, but yours. With an embassy here, House Duroc would be able to more easily assist your city in times of need… be that in its defense, or in its assistance.” Urg leaned back and kept his eyes on the Lieutenant Governor.

“You would also have the newest and largest Klingon warship available to you. The Kavaar’ton is mine to command. And if House Duroc is here, so is it. Think of what anyone wanting to try and exert themselves over this place would be seeing.” and he chuckled maliciously.

Picking up his tankard, he took a long drink before speaking again. “And to sweeten the bargain… House Duroc is willing to build, simultaneously with our embassy, any infrastructure or community necessity project you and I agree to. New school, new wing on your hospital, upgraded water system… there are many things I imagine you would want to see done. House Duroc can and will help with that.” He took another drink and smiled.

“My House is not one to just take. If we all are bound to one another, does it not make sense that House Duroc would want you to benefit from our presence here as well?”

Joseph raised a hand, indicating towards the nearby Sofa “We’ve now reached the part of the conversation I believe all parties would benefit from having a sitdown” He said with a slight smile. He walked towards it, having already given his plate and glass to a bald waiter that appeared seemingly out of nowhere “Oed is a long way from the centre of Federation power and having allies in a Klingon House can be beneficial” He said in a calm manner “But we also don’t want to get overly involved in internal Klingon politics” He said to Urg.

He sat down slowly, leaning back and letting out a slight sigh “The intermix of regular Federation Government and Starfleet makes any such workings complex. The Colony is many years from being able to work without direct Starfleet assistance. Then bringing in Starfleet General Order one makes things infinitely more complex.

Commissioner Karlson

Xavier got up and then went and sat down too. He was not sure if SF would like a large Klingon battle cruiser orbiting the planet. SF was slow to change and the Klingon war was never forgotten. However in for a penny in for a pound was an old saying he had learned once.

“I’m open to the idea but SF might not be so open. Plus the Governor would have to signoff on that as well as myself.” Xavier offered.

Xavier knew that he had the hard end if he decided to go along. SF was a huge bureaucracy and clicks. A hybrid military, political and exploratory agency. On Oed they were half the power base of Oed. Heck it was only a few years ago they had actually given up rule and they still managed to do so with former SF personnel as governors.

Urg moved to the seating area and landed heavily in an overstuffed chair. “We want no say in your government. Gods… I don’t even want a say in the government ran by those pak’tha back on Q’onoS, but I have no choice. No, no… our presence here would, again, not be representative of the Empire… just House Duroc. And if your Star Fleet is hesitant, so be it.” and he drained the last of the wine and threw the empty tankard over his shoulder. He fixed the two men with a hard stare.

“But none of us sitting here are so naive as to think that even Star Fleet won’t leave this place to the wolves should the price to keep it become too high. With a embassy here, House Duroc would be honor-bound to do everything we could to protect the city and its people, and damn the cost.”

Urg leaned forward, his eyes aflame, and said “Besides… think of the message we would be sending to both Earth and Q’onoS. Klingons, humans… Star Fleet and Imperial Navy… Federation and Empire… working together to build a better way for us all.” He smiled at the two men and leaned back, resting his hands on the arms of the chair.

“I say we do it and let the bureaucrats tear their hair out dealing with the semantics in their reports.”

“Ok Urg you made your hard sell and I’m willing to put some money in the pot. I will schedule a meeting with the Governor to get him on board. I will let SF Command know once the wheels are already in motion. Technically I have the authority to make unilateral decision on behalf of SF. As long as the Governor is ok then we are ok.” Xavier replied.

Urg made sense even if Xavier had doubts. On Oed, involving foreign empires with a history of aggression with the Federation Xavier could block the Governor from allowing them in. On the flip side for diplomatic, political and economic reasons the Governor could do the same. In this case the economics were good. Political and diplomatic was another matter.

Brianna moved with the group and stifled a laugh as Urg tossed his tankard behind him like some Klingon party celebration. “It’s a good move, Sir,” she said to Xavier. “Having the House here would allow us to be part of the Klingon Empire, yet not, at the same time. With the Council backing the decision, we aren’t going against two planets, we are only dealing with the forgiveness after the fact of one. And with Urg and his ship here, the message would be perfectly clear. This place is protected. Mind your manners” She smiled at Urg and shook her head trying not to laugh. “Though it might also say we have some of the best drink in this sector, come on by.” She knew it was a risk but it was better to ask forgiveness than permission. Once Urg’s Embassy was set, the Federation wasn’t likely to Xavier they had to be removed. It was a good choice. And one she had considered, but never brought up herself. Having them with more than a voice in the single mine would be a book for lots of folks.

Urg shook his head emphatically. “No. At no time will you be part of the Empire… Not in any form or fashion. And the Council is granting their ‘permission’ simply because they want me out of the Chambers as much as possible. But at no time should you think that the Empire is your friend. Gods… the Empire is barely even it’s own friend. No, the interests between Oed and House Duroc would be just that… no Imperial representation. I have enough of government without dragging more of it across the galaxy.”

“Agreed Urg.” Xavier said. “Also your ship is not authorized to act on Oed’s behalf unless requested to do so by SF, being me, or the Governor. I agree it wont hurt security with a battleship hovering around. Though lets be clear. The Centurion does the job fine. It however is not a 24/7 ship.”

“It is a fine vessel, Captain. But it is still a Star Fleet vessel. People don’t look at your ships and immediately rethink all of their poor life decisions that brought them to the point of meeting it. That is what Klingon ships are for.... and mine does it better than the rest.” and he laughed and gave Xavier a wink.

Bri laughed. “I didn’t mean all that. I was merely meaning with the Council approving you being here, we are less likely to have them banging on the door upset because of your presence here and fear you are trying to usurp them. Though,” she shrugged with a sly grin, “they are Klingon so they may think that anyway.”

She had also seen and been on Urg’s ship. Impressive and overbearing were the slightest of terms she would have used to describe the behemoth of a ship he commanded. It was nice to know, at least in most things, Urg would be on their side.

“But of course I am not suggesting that House Duroc become the sole protection of Oed. Nothing of the sort. But I am suggesting that you always have the option to call on us. And, since you agree, …” he said and looked directly at Xavier, “… when do I meet with your Governor?”

“It will be arranged and Brianna can help with the introduction. I will meet with him separately to go over it all before hand.” Xavier answered.

Joesph smiled, Urg was correct. The Klingons did design their vessels to look intimidating whereas Starfleet did not. But that was the point, Starfleet and the Federation were more about Science, exploration and engineering. Human ingenuity was no longer focused on making weapons of war unless they absolutely had to, they prepared for peace, not war. He was an anomaly in that regard, a trained soldier among peacekeepers and scientists. “I’d also like to point out that you and yours should avoid committing acts of violence against civilians, Humans on Oed may be rowdier than deeper in the Federation but they are still just people. I’d like to keep my days of fighting Klingons in the past” He said with a smile.

Commissioner Karlson

Urg’s gaze feel immediately on Kalrson and his eyes narrowed. “You wound me, brother. You of all people should know that I, and those sworn to me, will only do so in defense of ourselves and the House. ‘Rowdy’ or not… the people of Oed have nothing to fear from us. Unless, of course, they start something with us. But if they are that foolish, they deserve whatever happens.” and he smiled and chuckled.

Urg, Lord Duroc

“Well then Urg I wish you and your crew safe days and profitable ones as well. I take my leave.” Xavier said as he rose from his seat.

“I will advise on the meeting with the Governor.” He added.

Urg rose and looked down at the Lieutenant Governor as he stuck out his hand. “Captain… thank you for your time. I look forward to speaking with you again. If you would like, you and the Governor are welcome to come to my ship for a tour. Your presence would do us great honor.” and he looked at Karlson. “Even if some still have as yet to do so.” and he smiled and winked.

Joseph raised his hands and smiled “I was just waiting for an invitation” He said in a comedic tone. He was admittedly curious about the new giant vessel, it had been some time since he’d been on a Klingon vessel. He stood up and gave the Captain a farewell nod.

Commissioner KArlson

“I certainly would like that. It would be an honor. ” Xavier said as he shook the Klingons hand.

Xavier then departed.

Urg smiled and said “Excellent. I’ll send a shuttle for you day after tomorrow.” and he looked at Karlson. “You too. Tour and then dinner. And Joseph… I expect to see your lovely bride.” and he dropped the Captain’s hand.

“Now, I have to go. I thank you both for your time and the refreshments. I look forward to what is to come.” and he simply walked out of the room.
