Kenzo listened and smiled to himself as she spoke. Big ideas… that is what the colony needs, big ideas. and he could feel her excitement. When she finished he simply said “I think all of that is wonderful idea. So when can you start?” and he looked at her over the rim of his wine glass as he took a sip.

Hyrushi, Governor

“Everything I could run on my own: the moment we have a location. For everything else, I’d say we need a minimum of one week, but experience tells me we are most likely looking at something closer to four to eight weeks. Maybe even longer depending on how … interested potential partners are,” Kaili replied without hesitation.

Kenzo set his glass aside and said “You will have a location within the week. I will ensure it is clean, up to date, and ready for occupancy. Decorating and supplying the facility will be yours to do. With your permission, I will send your contact information to potential donors. And I believe that we should host a fundraiser sooner rather than later. We can have it at the Governor’s Mansion. That will get you the contacts and start up materials you may need. Now, in exchange for this, I will expect a few things in return. And until I have a Director of Education, you are the closest I have, so. First, an after-school program for at-risk youth. Second, coordination with institutions of higher education to bring satellite classes to Oed. I want those willing to learn to be able to. Third, you will set up a mental health team that will go to the mines and assist the workers there with any help they may require on a regular basis. And by regular, I mean a minimum of once every standard month… to each mine. Do you think that you can accommodate those stipulations? Or perhaps you are interested in the Director position yourself?” and he smiled slightly and picked up his glass.

With a look of deep concentration on her face, Kaili took her time to think all of that through. The last thing she wanted to do, and anyone here needed, was for her to make promises she couldn’t keep. Eventually she said, “I should be able to accommodate those stipulations, yes. Not by tomorrow, but I’ll work on everything as fast as possible while ensuring everything is solid and well thought through.” She then lifted her glass to her lips and took another snip of wine before continuing, “As for the Director position: It does sound interesting and would be something different. Yet I do enjoy the job I have and I think there are people for more qualified for it than me. But thank you for the offer, Governor.” What she didn’t say that there was also a personal reason why she declined. After all, she didn’t decide to come to Oed V because of the job, but to hopefully find out more about her birth parents. And if she wanted to do that, she needed at least a little spare time. And especially in the beginning she doubted that she’d have much of that if she became the Director of Education.

Kenzo shrugged slightly but smiled. “It never hurts to ask. And I know the colony would be better for your leadership. But I do understand your position. I thank you for your candor. As for the rest, excellent. I am glad to know that you believe you can accommodate the stipulations. I look forward to seeing what you can do, Doctor.” and he raised his glass to her. “To the future.”

“To the future,” Kaili replied as she raised her glass to him and slightly bowed her head; though without breaking the eye contact. “And even though I had to decline the position of director, I’m more than happy to serve you and the government in an advisory function if you’d want that. I’m here to serve the people to the best of my abilities, after all,” she continued, while adding in her mind, ‘And to find out more about my birth parents.’ And while she didn’t plan on keeping that part a secret, she found that the first meeting (not counting their brief introduction at his inauguration) and especially the first few minutes into that meeting were not the right moment to talk about something that might make it sound as if she only took this job for personal reasons.

A small furrow of Kenzao’s brow accompanied his setting down of his glass after he took a sip. “You felt loss just now. What was that about, if I may pry a little?” he asked delicately.

Blinking first with her inner and then with her outer eyelids, Kaili allowed herself a couple of heartbeats to think about how to reply best. At the same time she tried to keep her emotions and expression calm and relaxed; pushing the twinge of annoyance she felt towards herself to the back of her mind while allowing all the other emotions she felt when thinking about her birth and adoptive parents surface for a moment and then disappear again for now. There was sadness, anger, hope, gratefulness, deep love, pain.

Locking her dark eyes with Kenzo’s, Kaili eventually said, “There is also a personal reason why I came to Oed V. For about a decade now I’ve been trying to find out more about my birth parents. Or in case of my birth father anything, really. One of my leads pointed me this way. But I want you to know that that is not the only reason I came here and that I will not let that search influence my work and my duties.” There was quite and intensity and determination about her as she looked at the Governor and wait for his reaction.

Hyrushi gave her a blank expression for a moment, then he chuckled slightly. “My dear Doctor… your reasons for being here are not any of my concern or business. And your job performance is a matter for the hospital, not me. All I am concerned with the matter we have just discussed. And I sincerely doubt that a search for your birth parents will be any kind of hinderance to that. So… I wish you the best of luck in your search. If I can help, don’t hesitate to ask.” and he picked up his glass and took a drink.

For a second or two Kaili looked at the Governor with slightly pursed lips and knitted brows. She was a little irritated by his laugh, but that didn’t stop her from still listening attentively. And by the time he took a sip of his drink, her slight irritation had been replace by gratitude. “Thank you, Governor, at some point I may take you up on that offer.” Lifting her glass once more, she too took another sip before asking, “Apart from wanting to improve the mental health of the people here and turning this planet into one with a breathable atmosphere again, what other plans do you have?”

Her question seemed to provoke a kind of pleasurable response form the Governor. He smiled slightly and then slowly set his drink down and clasped his hands in front of him. He looked at her directly and said “Well… to be blunt… I plan to remove Star Fleet from governance and make Oed it’s own entity. The Federation has kept the colony dependent for far too long. The people deserve to dictate their future… not a governmental body that doesn’t allow it a voice in it’s own development. Removing Star Fleet from the role of governance will usher that voice into the fore.” and he looked at her to see what kind of reaction the statement would garner.

“You are a very ambitious man, Governor,” Kaili stated evenly. “How do you play to go about that? I doubt that Starfleet will give up it’s presence and control here easily. And I assume that not everyone, among the civilians as well, will be happy out that plan. How are you going to convince them that it’s in the best interest off the people of Oed V?” After taking a small sip of wine she added, “I’m not trying to discourage you. Just playing devil’s advocate to learn more.” She smirked slightly and blinked slowly with her inner eyelids.
