Karina nodded slightly as she thought. “Perhaps but Star Fleet doesn’t really deal in concrete forms of currency. Instead of a percentage a set amount might be more appropriate. We will have to examine how best to do that. Housing rules for officers stationed on colonies are a little different than on ships. On a ship you have no choice but to live on board. On colonies and outposts there are other options, so it is possible that sponsoring their living space may also be viable. Many considerations. We also do not want to make the pot so sweet that they leave Star Fleet prematurely. I, personally, do not want to draw Fleet’s attention by stealing their officers.”

“Very well. What about we build a housing district for the officers? Like the Earth forces did for their military in the 20th century. We can build a series of like houses to cut cost and yet build some bigger houses for the very high ranked ones. That way they will not have to worry about a place to stay. And of course we will fully furnish the place. “

Karina nodded, “This seems a good compromise, but I will leave that final decision to Cpt Jodar. Star Fleet has very specific rules about accepting compensation.” Though Karina was aware of them her previous work allowed her a lot more leeway than most typical Star Fleet officers.

“And no time like the present to get done. The sooner things are in place the sooner we move forward.” Karina picked up an old fashioned communicator and was quickly connected to the Lt Gov’s office. “I’m sorry the Cpt is currently with someone may I take a message?”

“Tell Cpt Jodar that Director Enger called and I require his presence and input at the Zoo administrator’s office. And it is not about his daughter.” Karina closed the comm and looked over at Hoka, “Being the educational director means I know all the colony’s children, and their parents. Connections in high places. Have you ever met a Zaldan, DaiMon?”

Enger, ED

“You are such an amazing lady! You really know how to make a Ferengi feel happy, impressed and intimated all at once. But to answer your wisdom, no. I have never met a Zaldan before. And before we continue, you can just call me Hoka. Dai’Mon is a rank and title just like yours Doctor. But I haven’t been calling you Doctor so it is only fair that you do not call me Dai’Mon.”

Dai’Mon Hoka

“You flatter me, but we are doing business, and it is always....pru…pr…the word escapes me…advisable to remember the skill and knowledge of the people you enter into business with. Finding support and funding for education makes one business aware if not an expert.” Karina nodded, “Ah then I should warn you, do not be overly courteous and polite. Blunt and direct is the way to go.” Though that may not save Hokka from Cpt Jodar and his Zaldan temperment.

Enger, ED

“I understand Doctor. But keep in mind I am a Ferengi. I am a master at changing my vocal and mental temperament to fit in any situation that arises. Er....save for our current conversation. I am being genuine in our talks.”

Dai’Mon Hoka

Karina’s communicator beeped and she smiled holding up an open palm. A polite gesture asking Hoka to excuse the interruption. =C=Director Enger, I’m afraid Cpt Jodar’s meeting will run late. He promises to meet with you when he is done, but this meeting must be concluded before anything else.=C= Karina thanked the woman and closed the com. “Well Hoka, it seems the Lt Gov. won’t be able to meet us. In the mean time perhaps you could show me some of the facilities you were considering for the apprenticeship program? Or I can return at a later time. I know you are very busy.”

Enger, ED

“Darn.” Hoka was wondering if this was a stall tactic either because he is a Ferengi or because of a certain Ferengi. “Zerbo” He muttered quietly. “None the less my dear. We will move forward.” Then he realized what he just said. “I mean. Yes Doctor. We will move forward. Surprisingly I do not have much on my plate today but we can stop anytime you wish and if you get hungry, we will order you some food and drink.”

Karina’s eyes widened slightly in confusion at the quiet expiative that she knew was the name of the other Ferengi that had arrived when Hoka had. No love lost there, as the humans put it. “Director actually. I am not a doctor, though I have considered, from time to time, advancing my own educational training to that level. I do appreciate the use of your time. The students are all very excited to visit your zoo. Most of them have only ever interacted with an animal through holodecks or holo-photos.”

“Yes. Director. My apologies. We’ll with this school, you could do just that about your education.” He smiled.

“Yes, perhaps if I could decide on a focus of study. So many things pique my interest.”

As she stood, Karina couldn’t help but ask, “I am curious, and I hope I don’t offend, but the term ‘my dear,’ is that a cultural form of address? I ask because I find it fascinating. When I was on Earth I discovered that it was a term of endearment, unless the speaker was from the Southern to Midwest regions of the North American continent, and then it applied to anyone you met. Vulcan’s take things as signs of emotion and are quite offended by them. Tellarites are offended unless you address them with strong and descriptive insults…much like Zaldans. Klingons use the term ‘old one’ for someone who is very wise and survived many battles, but Andorians are offended by it because it shows they did not die in battle. Being a completely telepathic species, we Cairn don’t have such terms of address, not in ways that translate to speech. The practice is quite intriguing.”

OOC: I have NO CLUE about what facilities in supposed to be showing here. Sorry.

OOC: Just in general. I wasn’t thinking any thing specific, just a chance for Hoka to show off the zoo. If not that’s okay with me too.

If a Ferengi could blush, Hoka just did. “I do not take any offense Director. Please do not take any offense to my reply. I guess that being around Hew-Mons for so long has altered my vocabulary. You are correct about the many meanings and uses for the phrase.” He paused and I am a very rare instance to anyone knowing about Ferengi’s, he was actually at a lost for words. He then figured out what he wanted to say.

“I..I..I mean it in a term of endearment. More than that really. I have never had feeling like this before and I am unable to articulate my words like you are unable to read my mind. You do not have to reciprocate my feelings Director. It could just be.......infatuation....I guess that is the word. Anyway it is hard to say what we both really mean and feel since we both do not have a great grasp on the Federation Standard language and have to rely on technology or mind reading. I hope I am not babbling?” He then pressed his communicator button on his modified chair. =/\=Clair. Can you bring the Director and I the temporary blueprints and plans for the Zoo and schools please?=/\=

“No not babbling. At least no more than anyone else struggling to express themselves in a second language.” And true to Cairn philosophy, Karina was honest and blunt, but hoped she wasn’t cruel for that was not her intention. “I am flattered, Hoka.” And she was. She knew that many species were offended by what other species found attractive or desirable in others. Even took offense, but Karina didn’t see it that way. A compliment was a compliment. “My affections have already been given. Long before I arrived on Oed.”

“Ah. Good. Glad that is over with. “

When the plans arrived, Karina pulled up similar plans on her PaDD and used the small built-in holo projector to enlarge the plans so they could look at both. She had plans, based purely on being an educator, and she was sure Hoka’s plans looked at them from a business and practicality stand point. The end result, she hoped, would be a mesh of both.

Enger, ED

Looking at her plans and then his, he noticed glaring discrepancies. “I see we had the same ideas but with different ending goals or ways to go about it.” He spun in his chair to look at her directly. “Director.” He said seriously. “You are the SME they say. Subject Matter Expert. You know exactly what you are doing, wanting and looking for. So I will do something for you that has never been done in the history of the Ferengi Alliance that I am aware of.” There was a long pause as Hoka tried to say the sentence that he wanted to. It was not easy for him but he trusted her and so did the Federation.....” I am giving you access to my bank account. You can do what is needed within the budget we agreed to. This will make decisions faster and if needed then we can hold meetings for purchases that we didn’t account for. I would like to have weekly updates when your schedule allows it if that is OK? I would ask that you look at the educational buildings of the Zoo in order for that to be better as well. I want these projects to benefit the galaxy for at least an eon. I do this for the same reason that you do, not for glory, reward or immortality, but because it is the right thing to do and I am honored to be a part of it.”
