OOC: So rather than trying to gather everyone into a meeting thread and delay the start of the PRSIM we’re working towards, James and I thought we’d post a summary of the meeting. At 1400 hours (Oed V time), the senior members of the colony gathered to be briefed on a meeting that the Executive had with a senior member of the Federation Diplomatic Corps. Said meeting explained that the Vren had reached out to forge diplomatic ties in the wake of a burgeoning ecological crisis on their homeworld that not only threatens flora and fauna, but also their civilization.

Federation scientists have looked into the issues and verified that they indeed exist. So far research has not progressed beyond that until formal diplomatic ties are established.

It has been proposed that as the nearest Federation establishment to the Vren border, that Oed V host the negotiations. It is further proposed that a Federation Embassy be established to lend support to such negotiations and future diplomatic relations with other worlds as well.

The Executive has expressed their concerns on behalf of the colony to one Ambassador Jeanette Mathis, the proposed ambassador who would establish the colony. These concerns (based on the historic hostility of the Vren and the disputed territorial claims) were heard and subsequently the Vren ambassador was brought into the conversation to speak directly to the issues. They acknowledged that harm was done in the past and are confirming that their government would be willing to offer a formal apology. In Vren culture there is a ceremony that does just this, and the Vren ambassador is seeking approval from the Vren Senate to draft an explanation for how the ceremony works and its importance to be provided to the people of Oed ahead of the actual ceremony.

Obviously, even the mention of the Vren summons strong reactions and it would be the goal of the government to consider all issues. It is believed to be ultimately necessary to host the Vren, but security and diplomatic measures must be in place well in advance as well as confirming that the people of Oed have a say in the matter. Should diplomatic relations advance, the Executive further proposes a formal banquet at the Oed Museum as a first meeting to allow a sharing of cultures.

Given that each area of Oed’s government will have different considerations and stakes, the Executive invites everyone to take some time to draft their thoughts on the matter and submit them to the Executive, who will in turn consider everything and make an ultimate decision on how to proceed.

Although Ai had never personally encountered the Vren, she had heard of their history with the colony and it wasn’t a good one. Even so she was optimistic about opening up dialog with the Vren.
As for matters that concerned her job, her immediate concern was for the well-being of the colonists, but she was also concerned for any other innocent bystanders who may be affected by a negative outcome of the conference if things were to go....bad. If this conference was going to happen, the hospital would have to be prepared for the unexpected. This meant that a plan needed to be in place to ensure that the staff at Sacred Heart Hospital had been trained on how to respond and react to a crisis such as an unprovoked Vren attack. They also would have to respond quickly to ensure the minimal number of lost lives, and they must also be willing to provide aid to any innocent Vren who might be injured as well. Yes, she knew the last point would be the hardest, but integrity and the oath she took as a physician could not allow her or anyone else who was in the medical field, an opportunity to exclude even the enemy from lifesaving care.

Ai sat at her desk and sifted through a series of thoughts before she began responding to the briefing. After she had finished typing her response, she sent the transmission:

Greetings Governor B’tren-Hyrushi and Lieutenant Governor Captain Dasca:

In response to the classified transmission regarding the Vren peace talk conference, I am highly optimistic that this conference will lead to and expand peaceful relations between the colonist and the Vren, however, based on the inherent ability of the Vren to exercise deception, I would like to propose a contingency plan to provide medical and trauma counseling services in case the events of the conference do not go as we plan. I am sure you may believe that I am jumping too far ahead with this proposal, but I have learned from my years as a doctor in Starfleet that you must be prepared for anything. To make my point I would like to quote what one of my Captains said to me when I teased him about being over-prepared for something that may never happen, he said, “Hope for the best possible outcome, but be well prepared for the worst.” It is an old saying but it was wise advice and I felt foolish because I myself had been involved in a tragedy where a starship I was on had been unprepared for a surprise attack which resulted in the loss of more than 80% of the crew, my mother being among them. I wasn’t too hard on myself as I was a young child when this happened, and I hadn’t thought much about the events that lead up to the moment until he spoke those words to me.

While the Vren may be our fellow galactic citizens and colleagues today, based on their history they are an unpredictable race who may still hold some hostility toward the citizens of OED V and have been known to have violent and unpredictable deadly tendencies. I have been informed that the Vren feel we have invaded part of their space and territory. While I am sure these feelings of animosity may have subsided in some manner, I am not at all convinced they have completely dissipated.

Therefore, based upon this history, my job as the Director of Medical and Social Services is to ensure the colony is well prepared, medically, for a Vren attack not just for the upcoming conference but from this day and the forthcoming ones ahead.

Since I have taken this position, I have identified some key gaps that I would like to propose a remedy for. One potentially favorable solution is the formation of an internal Health Care Coalition at Sacred Heart Hospital which will be responsible for:

• Strategic Planning.
• Identification of gaps in the healthcare system and brainstorming sessions to remedy those gaps.
• Operational planning and planned responses.
• Informational campaigns for improved awareness of new viruses and diseases. As the colony grows, this is an internal threat will continue to grow as well.
• Resource coordination and management across the colony and new settlements as well.

I foresee the Starfleet Chief Medical and Science Officers, and of course, the Governor and Lieutenant Governor being a part of this medically focused coalition.

Our proposed agenda should be geared toward:

• Providing the staff at Sacred Heart with tools and training, so they are ready to respond to any situation with a flexible and adaptable approach.
• Expand mental health care benefits to the colonists, and provide them with peace of mind, in the event they do experience some traumatic events, ensuring they can cope and overcome rapidly evolving situations.
• Deploy experienced crisis management specialists to big events such as the upcoming conference armed with knowledge, to help steer operation back to normal if some unforeseen tragedy was to occur as this would help to minimize the effects.

Of course, to provide this level of care Sacred Heart Hospital will need additional funds to pay the personnel who will be providing these additional services and we will need to add a new counseling position to manage the mental and social services that we intend to provide.
I am honored to be a citizen of OED V and now that this colony is my home, I intend to ensure that we all get the best medical, social, and mental care to ensure a healthy and bright future for all Oedians.

Ai didn’t know how the Governors would take her just starting her job and immediately asking for additional personnel and more money. However, it was her strong belief that the additional resources she was asking for were imperative to the advancement and survival of the colony.
