OOC: So rather than trying to gather everyone into a meeting thread and delay the start of the PRSIM we’re working towards, James and I thought we’d post a summary of the meeting. If your character has anything they’d want to discuss regarding this, simply split the thread and add your character’s name to the title, or feel free to start a new thread. Communications can be through written messages or in person as you prefer.

Subject: Meeting Summary re: Vren Delegation
Designation: Classified
Includes: Cabinet; Starfleet Senior Officers
Stardate: 75852.57

At 1400 hours (Oed V time), the senior members of the colony gathered to be briefed on a meeting that the Executive had with a senior member of the Federation Diplomatic Corps. Said meeting explained that the Vren had reached out to forge diplomatic ties in the wake of a burgeoning ecological crisis on their homeworld that not only threatens flora and fauna, but also their civilization.

Federation scientists have looked into the issues and verified that they indeed exist. So far research has not progressed beyond that until formal diplomatic ties are established.

It has been proposed that as the nearest Federation establishment to the Vren border, that Oed V host the negotiations. It is further proposed that a Federation Embassy be established to lend support to such negotiations and future diplomatic relations with other worlds as well.

The Executive has expressed their concerns on behalf of the colony to one Ambassador Jeanette Mathis, the proposed ambassador who would establish the colony. These concerns (based on the historic hostility of the Vren and the disputed territorial claims) were heard and subsequently the Vren ambassador was brought into the conversation to speak directly to the issues. They acknowledged that harm was done in the past and are confirming that their government would be willing to offer a formal apology. In Vren culture there is a ceremony that does just this, and the Vren ambassador is seeking approval from the Vren Senate to draft an explanation for how the ceremony works and its importance to be provided to the people of Oed ahead of the actual ceremony.

Obviously, even the mention of the Vren summons strong reactions and it would be the goal of the government to consider all issues. It is believed to be ultimately necessary to host the Vren, but security and diplomatic measures must be in place well in advance as well as confirming that the people of Oed have a say in the matter. Should diplomatic relations advance, the Executive further proposes a formal banquet at the Oed Museum as a first meeting to allow a sharing of cultures.

Given that each area of Oed’s government will have different considerations and stakes, the Executive invites everyone to take some time to draft their thoughts on the matter and submit them to the Executive, who will in turn consider everything and make an ultimate decision on how to proceed.

Oed Executive
Governor Kenzo B’tren-Hyrushi
Lieutenant Governor Eela Dasca

“I think it is imperative to provide a memo to the people and prepare information for the schools as well. The children will hear about this simply by listening to their parents. They will become frightened. It will be important that their teachers and caregivers are informed so they can reassure them. Same for the university. We want to compete in the quadrants, if the students don’t feel secure here, they will say so and students and potential students won’t come. We will need to carefully and clearly provide information.” Enger was aware Dasca and Hyrushi knew this. Her main concern was making sure to prevent panic in the younger grades, where fear and lack of information created panic.

Hyrushi shook his head. They aren’t paying attention to the fine details. He began to doubt the selections he had made in some of the Senior Leadership, but kept those doubts firmly locked away behind a rigid mental barrier and his face expressionless.

“Director Enger, if you would be kind enough to tell us how you can do all of that in the next twenty-five to fifty hours, when the Vren’s ceremony is due to take place and just after we have the arrival of the Federation Ambassador who is spearheading this little meet, I am most eager to hear your plan.”

Hyrushi, Governor

“Governor, I understand we have a tight timeline. I also understand it seems we do not have time to be proactive about this, but what I am proposing won’t take that long. Preparing informational texts isn’t hard if you know how to do it. All I need from you is what public statement will be made and how much of these documents will be made available to the public. Yes it is time consuming, but if I give it my full attention it will be ready to upload to the educational and public government servers when the public announcement is made. Along with the explanation of the ceremony, once it arrives.” The rest, speaking to parents and ensuring the staff was informed enough to provide a calm face was up to her.

Enger paused, “The difficulty is not in the preperation, but will be the aftermath of the announcement. There is no way we can speculate on every question the people will want answered, so I propose a submission form. Allow them to send in their questions and concerns. It will no doubt be inundated and overwhelming. A simple database sort will group like questions. I suspect we will need the help of a large team of administrative assistants and ourselves. Any question that cannot be answered by the documents will be sent directly to you, Lt Gov Dasca and Ambassador Mathis.” Enger paused, “I am not police nor CCDA and cannot speak to how they suggest we address safety. Being unformed and having access to information goes a long way to making people feel secure.”

“You mentioned a banquet. I would like to propose including staff and top students in cultural, Diplomatic, and environmental sciences. Give them the opportunity to be part of the conversation. This may be a stretch and will depend on the people, but a symposium, hosting the Vren at the university, where people can ask questions and learn of them, in a more formal setting may also be beneficial. And if you so desire I am happy to provide a tour of the university.”

Whether that was what he was looking for Karina had no idea. But from an educational stand point Nd her expertise it was her recommendation.

Enger, ED
