Hyrushi nodded and said “Yes. We will be establishing a formal Federation Embassy on Oed over the next two weeks. Site selection is ongoing at this time, but we will utilize a pre-existing structure until such time as a new facility is built. The Vren will not arrive until the preliminary embassy is ready, but they will be here within the month. As to what that will look like, we are not entirely sure yet. We know it will be a single diplomatic contingent of no more than twenty or so of their species, but if talks go favorably we can expect more to arrive.” He held up his hands as murmuring started. “And before the rumor mill churns that into some kind of invasion, no. There have been no discussions of relocating the Vren anywhere, or taking in refugees. All discussions right now are centered on establishing formal diplomatic ties so that we here on Oed and the Federation can assist the Vren scientifically. There is no expectation of a more… ‘robust’… relationship as we stand now.”

Carsyn was taking notes on her PaDD the Holocamera floating was recording the press conference and it was all being stored, in the PaDD, the holocamera, and her trusty hidden device strapped to the inside of her right thigh. She had several questions. “Mrs. Mathis, Carsyn Kolchak, Federation News Service. Why are these diplomatic overtures not being conducted on Black Rock? Couldn’t the initial negotiations have been conducted there?. As for the debris from this destroyed planet, the Klingon Empire suffered a catastrophic destruction of their moon, Praxis, in 2293. The Klingon home world was able to survive such a catastrophic destruction, so it begs the question, why use Oed V as a meeting place when the Federation and Starfleet have Black Rock station for such negotiations? Finally there is historic precedence of having a member, neutral to the proceedings present in the diplomatic negotiations to report on what happened, will there be one?”

“So, firstly, there’s been no indication that a third party is necessary. Neutral mediators are called in usually where this is conflict. Despite past events, that is not the situation we are dealing with here, so we perfectly confident in our ability to hold these talks with the Vren. As for Black Rock, first off, the situation with Praxis is not at all like the one the Vren are dealing with, and the Governor outlined the basic science behind the issue. I’m sure we can have experts add to the conversation afterwards if people wish to dig a little deeper into the science.”

Jeanette smiled. “When you compare both Oed and Black Rock, I think you’ll understand why Oed is a better option. Black Rock not only is a training base for Starfleet fighter pilots, but also has a significant mining operation. While is houses Fleet administration, the base is not really set up for diplomatic work. If we wish to cultivate a feeling of peace between our peoples, then picking a location that exemplifies that is very important. Don’t underestimate the role the surrounding environment can play on the the set. If both sides are going to come to the table in good faith, then we need to show that.”

Hyrushi nodded and said “To your point on the event concerning the Klingon homeworld. The mass of debris we are talking about is wholly different and exponentially larger. Additionally, the ecology and climate of Q’onoS is vastly different from what we have learned of the Vren’s, so the impact will be utterly different. And to further answer your question about neutral parties: the non-closed door segments of the negotiations will be broadcast to the public live. As far as reporting goes, we will discuss the matter with the Vren Ambassador before their arrival and see if they are amicable to it.”

Another reporter raised their hand and said “Will the Vren be meeting with anyone outside of the Federation Diplomatic group and the colonial government? If so, who? And if not, why not?”

Carsyn smiled and raised her hand yet again. “So you are saying that there will be closed door discussions, why is that? If as you claim the Vren are seeking the help of the citizens of Oed V, the Federation and Starfleet; shouldn’t the Vren be open to having open discussions, no ‘closed door’ discussions or is there more to this story? It seems to me that there is an attempt to hide a second agenda by both parties, and they are trying to exclude it from the people of Oed V, and pressure the government of Oed V into what ever agenda is being sought?” She knew she was pushing things a little to far, making a beef with nothing to support it, but she also wanted to see how well the governor and ambassador reacted under the pressure of the press and full on scrutiny; because she planned to dig deep into things on Oed V.

The reporter whose question had yet to be answered shot a dagger look at Kolchak and stayed standing, glaring at the new arrival. Hyrushi looked at Kolchak and nodded. “I can understand how someone with no experience in diplomatic matters could infer that, certainly.” the Governor said flatly. “I can also understand how responsible reporting of such an event would indicate the need for calm and reasoned inquiries and responses; and not any sort of wild speculation that could potentially cause harm to the process or jeopardize the safety of those involved. And that is exactly why some, but not all, of the discussions will be held in private… just like in any other diplomatic negotiation that has ever been done. And now if you will kindly allow for the previous question to be answered before you interrupted, we can certainly answer any further questions you may have when you are called upon.” Hyrushi looked at the previous reporter and said “Excellent question. The Vren have expressed a desire to meet with citizens of Oed, particularly those at the University and some of the civic leaders. We are making arraignments for those meetings as we speak. We are also vetting which media outlets will be granted interview time with the Vren Ambassador and some of the Vren delegation. I’m sure many of you will want to have the opportunity to sit down and speak face-to-face with them, but their time here is limited on this trip so we won’t be able to accommodate all of you at this time. But rest assured, we intend to get as many interviews as possible.”

For her part, Jeanette was as unruffled as they came. “We are also discussing some sort of welcoming gala event and that would include others from around the colony as well, but what that exactly looks like we don’t know just yet. Details will be released closer to the time, but for obvious security reasons the guest list will be highly vetted.” Put a bunch of people in close proximity to various person in positions of power and authority and the security demands escalated quickly. And that wasn’t even including the Vren contingent.

She cast a subtle glance at Kenzo and then to the crowd. “We’ll take one more question.”

Another citizen, an astronomer, raised his hand up. “I saw the video and how big those asteroids were, but our own Earth only receives 1% of the Suns light. How much does the planet of Vren have to have to keep it stable? To me, this sounds really made up. If the Vren want to be peaceful, then I am all for it, but they need to do a better job than shaking their butts to an interpative dance as an apology for massacring thousands of us!”
