The statement was finished and Kenzo called to Dasca. “I’m going to ask the Ambassador in and give her the statement. Care to join me?” he asked.

“Absolutely,” Eela replied. “Give me two.”

Hyrushi sent the request to the Ambassador’s office. It requested an immediate meeting. There was a confirmation that the message was received and they would get to his office as soon as possible.

Hyrushi, Governor

Using their secret staircase, Eela was glad she never wore heels higher than 5 centimeters, especially as she moved fluidly. She was still wearing her emerald green blazer with the pale pink and cream floral pattern and she listened at the door for a moment before slipping in. Her first day back was no less busy but it also felt less hurried than other had been and how she knew the next few would be.

“I ran into Mathis coming in this morning and she seemed in a good mood. I wonder how much this will change that,” Eela said, taking her usual seat at his desk.

~Eela Dasca, Lt. Gov.

Hyrushi shrugged. “If it is a significant decline, we can be assured her first priority isn’t the colony.” He took a breath and said “She should be here soon. Anyth-” and the comms chirped. “Governor, Ambassador Mathis is here.” Kenzo gave Eela a look asking if she was ready.

Hyrushi, Governor

Dasca nodded and rose to her feet. However others off Oed might respond to what was about to happen, Eela was fairly convinced she knew Mathis’ stance. Still, anything was possible.

“Send her in, Ms. Fen.” Hyrushi said and stood up.

When the door opened, Jeanette entered with an expression of curiosity on her face. “Good morning. I know we are due to touch base, but I sense some urgency to your request,” she said simply, taking in the executive pair.

~Ambassador Mathis

“Good morning to you, Madame Ambassador. Please, be seated. And you are not wrong. But before we discuss the matter at hand, could you appraise us on the Federation Embassy facility? Is everything on schedule?” Hyrushi asked.

Hyrushi, Governor

Mathis nodded as she settled in at the other seat at the desk. “For the most part. As always, there are various issues that come up but we are due to start moving over tomorrow and we should be more or less ready to go for official offices by the next day. The function spaces will be ready by the time the Vren arrive, but it will be tight. However, the work crews have been fantastic and have been reassuring us that everything will be ready.” She gave a small smile. “I’m trusting that but we’re keeping a close eye on everything.” She was just glad that the gala itself would be held elsewhere since they would not likely have such a space ready. As it was, the meeting spaces were taking extra effort based on some underlying structural issues that were uncovered.

Hyrushi nodded and said “Excellent. The gala planning is going smoothly. Your office should have the list of invited guests and approved press credentials already, as well as the proposed schedule. Oed Police have their deployment plan in place and some streets are already being cordoned off to allow for traffic patters to adjust prior to.” Black eyes moved to Eela and then back.

“Yes, Mr. Jones is arranging the expected post-gala media interactions,” Mathis said.

“Now as to the reason for our meeting. After a lengthy discussion with Ms. Dasca, we have drafted a statement we would like you to deliver to the Federation Assembly. We respectfully request that you have it read on the floor of the General Assembly itself.” He handed her a PaDD. On it was rhe following:

Jeannette took the PaDD and began to read.

To: United Federation of Planets President, Representatives, and associated Agencies and Organizations

From: Oed V Colonial Governing Body

To Be Read Aloud On The Floor Of The General Assembly Chamber

Representatives Of the Federation, greetings.

Let us begin with an acknowledgement. An acknowledgement of the vast size and complexity of our government. For hundreds of years, the United Federation of Planets has brought together species and communities across the vastness of space that is our galaxy. All United under a common goal: Peace, and the inalienable right of all sentient beings to self-determination. As the years have progressed, we have grown to encompass thousands of worlds… and even more communities.

But with great numbers comes a great responsibility: to ensure that we are not forgetting those members whose voice may not be loud, but who are as important as the rest of this august body. And that is what brings us before you today.

For too long, Oed V has been an afterthought. A minor associate when things are good… a minor annoyance when times are difficult. Yet Oed V is the home of over four million beings, living and working and trying to create something special. We have suffered greatly. From external threats, internal strife, enemies not of our own making, and an apocalyptic natural disaster that destroyed ninety-nine percent of all life on the planet. Yet still we live. We work. We strive to be more. Those of you who know us know that we are proud of what we are building. That we bring a great deal to the Federation with our natural resources, location, and singular determination.

But still we are an afterthought. Only deemed needed when others need something from us. That has gone on for far too long. We have held our tongues. We have been obedient to the law. And we have asked you to listen.

You have not.

Therefore today, Oed V will make its voice heard. No longer are we to be a tool used for others and then ignored until the next need is presented. Beginning today we, the people of Oed V, demand to be treated as a partner in the Federation… and not a simple convenience.

As of today, Oed V will no longer allow any Federation organization to operate with impunity in our space. Any operation or endeavor of any size will be preempted by notification to the appropriate Oed agency. Oed V will agree to the request, or not, as we deem best for the people and the colony as a whole. To be clear: No Federation agency may operate on Oed V without our knowledge and consent. Should any agency do so, it will be seen as a violation of our inherent right to self-determination. As such, should this come to pass, Oed V will submit to the people an immediate and legally binding Referendum of Independence. Should the majority vote in support Oed V will become, immediately and irrevocably, an independent government, with all the rights and privileges thereof.

We do not take this course lightly. But we can no longer abide by the Federation treating us as a footnote to issues that directly concern us.

We do not set leaving this government as a goal. We wish to prevent that necessity. We have now told you how to adjust your perspectives in order to maintain the status quo. We have nothing more to do but wait… and hope that you can see the mistakes of the past and learn from them.

Yours in Partnership,

Kenzo B’tren-Hyrushi, Governor
Eela Dasca, Lieutenant Governor

Hyrushi waited as the Ambassador read, sensing her feelings as the words were digested.

Hyrushi, Governor

Unsurprisingly, Mathis didn’t give away anything by her expression as she read other than an air of focus. Even her emotions were carefully controlled, though there was a thread of understanding and acceptance as she read, and even a tiny hint of resignation towards the end. Never surprise though.

Setting the PaDD down, Mathis looked between Dasca and Hyrushi and nodded. “Consider it done. The Council doesn’t meet again for a couple weeks, but this will be passed to the Speaker in advance. Undoubtedly, it will be given to the Security Council and the President as well, but it will be the Speaker who reads it formally on the floor.”

Jeanette inhaled deeply. “I… expected something like this and I understand your position. I suspect they will too, but we can only wait to see what sort of response it generates.” The timing was also important. “I will submit this to the Speaker immediately so that it’s in play well in advance of the Vren arrival. That will communicate the necessary seriousness that it is due.”
