Eddie didn’t wish to seem confrontational as he proceeded, but journalism required pursuing answers. “The Governor has gone on record declaring that the Federation needs to ask permission to use OED space. Is it ever a problem that, as much as you are a colonial political figure, you have significant connections and authority within the Federation? Have you considered or been asked to step wholly away from Starfleet?”

Eela arched a brow, though as ever such a gesture was masked by her forehead ridges and bulges. “Well, for starters, that statement to the Federation Council was made by both of us. It bears both our names. And that is an important point because it goes back to the point I made about us being a team. The Governor didn’t make the decision to even write a statement and declare our position on these matters alone. We made it together, considering all the possible ramifications for both of us and our duties, and on Oed and the Federations as well. So if anything, my status as a former Starfleet officer is a help rather than a hindrance. I know how it as an organization operates, and I understand the BS that can come along with bureaucracy.”

“Undoubtedly an insider perspective could prove invaluable.” Eddie said.

“Now, I don’t know quite what you mean by stepping away. I’m retired. I’m not in reserve and they can’t recall me. Starfleet doesn’t give me orders in the way you might be assuming. And quite frankly if I had wanted to I could have accepted a promotion and taken an administrative position within the brass. I did not. It wasn’t what I wanted. I was a starship captain and being out in space was what I wanted for my life. I couldn’t have that as I had had and so I walked away.”

Eddie had the distinct sense he had struck a nerve somewhere adjacent to where his point actually lay. “Now hang on. In the course of this conversation you’ve changed your relationship with Starfleet from ‘not an active duty officer’ to ‘retired.’ The two are different, at least from where I’m sitting. In either case, you are in charge of Starfleet Operations, and the principal point of contact for Starfleet Command, so I don’t think it’s out of line to ask if you’ve considered, or been asked, to set aside your Starfleet roles and become a solely civilian political figure.”

She shook her head. “No, I have not. Nor would it make sense to given that there are thousands of Starfleet personnel stationed at Oed. Someone has to coordinate everything and it’s actually very important that that person be working within Oed’s government. Or at least that’s how I see it. How else do you get someone who understands the tenuous balance? A lot of the problems surrounding Oed’s relationship with Starfleet has been a lack of understanding about how each piece fits into the whole and how they are supposed to work together.”

“Look, my retirement was not an easy one. I accepted a medical discharge and it was a little more than grudgingly. If I waver about my relationship to Starfleet it’s because I still believe in it and its mission. I’m a huge supporter, and I was damn proud to wear that uniform. But that doesn’t mean it’s perfect or gets it always right. And it doesn’t mean I won’t take the organization and specific people to task for crossing boundaries or not holding up their end of the bargain when I need to. I think my actions here on Oed so far have shown that.” She leaned in closer to the mic and dropped her voice a little. “Trust me, I can be quite the pain the Fleet’s backside when I need to be,” she said with a little grin.

“I’m sure you can.” Eddie said with a chuckle. “The Colonial government, headed by the Hyrushi/Dasca administration, has declared that the Federation needs to play ball and treat the colony differently. But a central figure in the colonial government is a barely retired Starfleet Captain, the Starfleet operations center and all of the fleet staff aren’t going anywhere. And that says nothing of the Federation resources pouring into the terraforming efforts. Does any of that seem like a contradiction in policy? You have to ask our permission but consider it preemptively granted?”

“No, not at all. Because these things are a part of the colony and we allow that. What we are demanding of the Federation is simply that anytime they want to engage in additional operations or involvement that we’ve not already approved, they ask us first before they go off making plans for the colony. We’re asking for a bit of courtesy, of respect. I don’t know about you, but I don’t think that’s too much to ask for,” Eela said.

“Not at all.” Eddie reclined in his chair. “But are you sure the Federation government and Starfleet Command share that understanding and appraisal of the situation?”
