The Starbase receives a distress signal and finds a drifting ship. They discover a group of Tracheans, whose planet have applied to join the Federation. Another ship of Tracheans comes in asking for permission to initiate repairs. The starbse discovers that the two ships had engaged each other. The Tracheans are amphibians and the planet has two factions: the dominant aquatic Tracheans (blue uniforms) and land dwelling Tracheans (brown uniforms). The Blue Tracheans were the ones that applied for Federation membership and are trying to press the Brown Tracheans into submission because they consider the land dwellers inferior. The Blue Tracheans call the Browns terrorists and demand that the starbase hands over the 'terrorists'. When it is established that the Blues were the Aggressor, the CO refuses. The Blues send a fleet to try to attack the starbase. Because their weapons are inferior to Starfleet's, they were defeated. However, in trying to negotiate instead of engaging in battle, the Starbase sustained heavy damage from the Trachean fleet. In the end, the Tracheans were transported away for the Federation to find a diplomatic solution to the situation on Trachea.
