Q: What do you call it when that Strategic Operations Officer on DS9 runs as fast as he can?

Back in April 2016, President Archer posted an Edict rechristening the USS Asimov to the USS Colorado Springs, Olinski Class NCC-92343. Given that the change had not yet occurred IC, and that the FComm and new CO wish to not go through with this change, I hereby rescind the previous name and class change and rechristen the ship the USS Asimov 74304-B, Brazen-class.

We have some changes of note in the Academy with Bob Spicer stepping down. I hereby release Kat Dedul as FComm, Infinite Fleet and appoint her as the new Academy Commandant. We thank Bob for all his hard work, and to Kat for stepping up so late in the term.

Subsequently, that leaves a vacancy for Fleet Commander, Infinite Fleet. I hereby appoint Steve Johnson to the role. Thanks to him as well for helping us out.

Q: Why did the chicken cross the road?

Since its decommission in 2014, there has been increased interest in a medical ship and players able and willing to play on such an Alt-RPG. To that effect, the USS Ogawa is being recommissioned with the following minorly updated charter. A full crew has been secured, including command positions and GM, and as there is room in Pioneer Fleet, Cale as FComm is willing to host it there- the AFComm has given his approval. The EDir has also confirmed that the McCoy-class spec can be brought out of retirement for use by the USS Ogawa.

CHARTER

The USS Ogawa NCC-64284- A is hereby recommissioned as an alternative role playing area in the Pioneer Fleet. It is to be solely a medical/hospital ship, McCoy-class medical frigate. Its missions are expected to be predominantly (but not limited to) medical in nature and biased toward medical issues and plotlines, and its crew staffing is expected to be biased toward the Medical department.

As the Ogawa is being revived, it is required to pass a 60-day trial period. If it passes, then it will remain a permanent addition to Pioneer Fleet, but if at any time it deviates from the criteria set in this edict, it must be decommissioned. The ship will be reviewed based on the following criteria:

- The Ogawa must maintain an active and healthy roleplaying environment.
- The Ogawa must continue to function as a medical ship.

The Ogawa shall have a similar command structure to other Starfleet vessels, including all standard departments, rank structure, and chain of command. As such, RPG Ranks on the Ogawa will count toward Member Rank the same as on Standard Ships, and CO and XO positions on the Ogawa will count fully towards any limits in place. New members are allowed on the USS Ogawa, provided they make a specific request to the Personnel Department to be on a Medical/Hospital Alt-RPG.

The posting rate for all crew will be at least once every five days.

The ship shall have the following Department Head positions as they exist in Standard RPG areas:


- Chief Engineering
- Chief Science Officer
- Chief of Security

The Ogawa shall also have the following theme-specific positions as Department Heads:


- Chief of Staff
- Chief of Psychiatry


The Chief of Staff shall be the equivalent of the Chief Medical Officer in Standard RPG areas.

The Chief of Psychiatry shall be the equivalent of the CNS or ships Counselor in Standard RPG areas.

The Command team may create additional theme-specific positions as the need or demand arises.

The Ogawa shall have positions for Junior Officers in Engineering, Security and Science as they exist in Standard RPG areas. It shall also have Junior Officers in Counselling reporting to the Chief of Psychiatry and Medical JO positions reporting to the Chief of Staff.

Additional Swing personnel will be possible at the CO's discretion, including but not limited to the following:

- Nurse
- Medic
- Forensic Pathologist
- Medical Examiner
- Medical Students
- Dental Officers
- Surgeons

On this very special day, I decree that the Beaver and her faithful Veep (never mind the hints of mutiny) are hereby given permanent guest access to the very important Presidential Liquor Cabinet.

The Beaver is also hereby given a budget to keep her lodge in good order. This budget shall be replenished each term, on the first day of the term. She is also to receive a pension in chocolate, wine and logs of a various hard and soft woods.

People contribute to the club in a myriad of ways, and where applicable and appropriate, we like to formally recognize those people. Here are the commendations for this term:

Cabinet-Level Commendations:

Matt Bernardin: Matt has done significant work assisting Joe in the migration of content from the old Library to the new Library. While it is still in progress, it is tedious and lengthy work that is absolutely necessary and he has stuck with it. For this, he is commended.

====
Owen Morgan: As Joe put it, I don't think I've ever seen anyone harness boredom into a productive force as aggressively as Owen. He's done a lot of work on ensuring existing MOTDs are at least minimally compatible with the new site, and he also did a re-design of the public facing part of the Library to something a lot more modern.? For helping knock off about a month?s worth of work, Owen is hereby commended.

Presidential Commendations
====
Julia Hager:

Julia successfully ran a fleet-wide sim on Black Rock, which is a feat as anyone will tell you. In addition to this, I have it on good authority that she has trained her AFComm very well to be ready to be an FComm in the future. For her work this term, she is commended.

Daniel Lerner:

For three terms, Dan has served as Election Coordinator. It is often a thankless job and a potential source of great frustration, but it is a necessary role. For his service again, I want to commend Dan.

Matthew Kleinman:

As Personnel Director, Matt has had to deal with a lot of turnover in staff and manage the heavy workload of the department with either no or little help at times. Often he walks potential new members through the process when they find chat and that personal touch makes a difference. For keeping things ticking over, Matt?s efforts are more than worthy of a commendation.

Thomas Bates: Last term, Thomas did significant work on Exodus with the user interface for the new site. This work, while last term, was crucial to all the work done this term and his contribution to Exodus has been a great deal more than everyone, aside from Joe?s. For this foundational work and continued work on the new site, I hereby commend Thomas.

There is no question that he has contributed greatly to the running of STF and while I?ll have more to say on a personal note later, but for the moment I want to recognize the work both in the Academy and the club at large that warrants this Edict. He has worked directly with new members to make them feel welcome and to be a listening ear when there were issues. He?s advised the President and worked as a team through some challenges that were not always visible to the rest of the club.

For his hard work, I hereby promote Adam W. to the rank of Captain. Congrats Adam, it is much deserved!

With the addition of Marketing & Advertising Coordinator to his portfolio, his efforts have been contributing in very positive ways to the club. Taking a ship that is suffering and turning it around is hard work. Any CO will tell you that it takes time, energy and a great deal of love for a ship and crew. To then turn it into one of the best ships in the club is a feat few can master.

But Sharon Miller has done just that with the Viking.

For her extraordinary efforts, I hereby promote her to the rank for Fleet Captain.

The new site has been a topic of debate and anticipation for a very long time now; and it is arguably one of the most important projects currently going on in the club. It impacts every single member and requires not only a great deal of hard work, but the ability to manage player expectations, the various deployment phases, a large group of testers and the very important people contributing work to the design and function.

As it was put to me, the standards for a Vice Admiral rank are quite high, but Joe's current and continued service to the club easily meets those standards. For all these reasons, I hereby promote Joe P to the rank of Vice Admiral. Congrats Joe, and thank you!

This term there were more than a few situations that required both delicate handling and decisive action. For this person, that is nothing new. Since their last promotion, they have continued to serve the club in significant ways. They have served as both President and Vice President. They have been a Fleet Commander that had to sort out a difficult situation, and then, without hesitation, they said yes when they were asked to move to a different role where their expertise was badly needed to right some serious issues.

To quote my Veep, In those roles she's helped make lasting impacts on the club's government and she made difficult and not always overwhelming popular decisions that led STF to the point where it is now, where we're on the verge of having a new website that will ensure STF will have a future. Furthermore her involvement in the Academy in various roles, such as XO, CO, and Commandant has also contributed to our club's future through the impact she's had on our club's new members.

She is a core part of our club and her efforts shall not go unnoticed and unthanked. It is my great pleasure to promote Kat Dedul to the rare rank of Admiral. It is very much deserved. Congrats Kat!

A President does not function in a vacuum. It is with the help of a solid team that they are able to accomplish anything and sometimes that help isn't always as visible to the rest of the club. With that in mind, I have some thank yous.

Firstly, I'd like to thank everyone who served on this term's cabinet, and in assistant and EA positions. We've had some ups and downs, but for the most part, things were kept ticking over. And thank you to those who stepped up and helped fill vacancies as they came up. It is always much appreciated.

Jeremy: We've worked together as CO and XO for a long time now and you've always been great at helping me work through things. I know I can always depend on you and what's more is that I can give you honest feedback and you always take it as the constructive feedback it is meant, rather than criticism. Thank you for holding the reins for me while I was greatly occupied at times this term.

Joe: We have this wonderful short hand that we developed even before we were Prez and Veep together and it's only gotten worse. It does mean that we always know what the other means even if we're not always being coherent about it. Why is this helpful? Because we work so well and tackle mutual tasks quickly. When so much work is being done behind the scenes, it's really nice to know that there is one friend with whom you can always expect to just get it, no matter the situation. Thanks for being someone I can go to for anything, without reservation. It's priceless.

Cale: You have a great sense of justice and fairness, and while we don't always agree on matters, I know I can run ideas by you for quality feedback. You always have people's best interests at heart and never act out of malice. You are a great friend, not only to me, but the club, and we always need those.

Adam: When I decided to run for Prez, it was after going back and forth on the matter, especially with the unhelpful encouragement to run by several people. I was convinced my overseas move would make things too difficult to predict, but at the same time I always felt I had unfinished work to complete from before. So, when I finally decided to go for it, someone told me to talk to Adam. And with that conversation we found ourselves on the same page and decided to run together. I don't regret that decision for a second. We really didn't know each other all that well, and so we had to quickly figure each other's quirks so we could get to work. I'm proud of the work we've accomplished this term and it wouldn't have happened if I hadn't had Adam at my side.

Thank you Adam for being a sounding board and letting me vent, and keeping me on task when I was hopping continents and countries trying to get settled somewhere. Together we kept all our campaign promises, and that's not a small thing at all. I'm glad to have had you as a Veep this term and to also have gained a friend.

Lastly, I want to thank the club at large. Thank you to the veteran members who recount the club's lengthy history and take the time to teach the newer folks the ins and outs of being an RPer in STF. And thank you to the newer members who jump in with both feet and bring their enthusiasm and positive energy. It's a reminder for the rest of us, especially those of us who work in the various government roles, why we do what we do, and it is meaningful.

The "Establishment of the Gamemaster Department" section of OGRE (Omnibus GMD Revisions Edict) is hereby amended by replacing the fifth paragraph that reads as follows:

"The Gamemaster Director may delegate any of his duties enumerated in this Edict or any other responsibilities incumbent upon him as a result of another Edict to another named member of the Gamemaster Department, subject to the condition that the individual with final authority on the licensing of Gamemasters must be himself a licensed Full Gamemaster, even if that individual is the Gamemaster Director."

with the following:

"The Gamemaster Director may delegate any duties described in this Edict or in any subsequent Edicts regarding the Gamemaster Department to another named member of the Gamemaster Department. However, the duty of licensing of Gamemasters may only be delegated to or performed by a licensed Gamemaster, even if this restriction prevents the Gamemaster Director from issuing Gamemaster licenses."

Change:

-amends the requirement for the person to issue GM licenses to be the rank of Full Gamemaster to be simply a licensed Gamemaster and adjusts wording to be gender neutral.

The Release Standards section of The Technical Board (TECH) Bylaw is hereby amended by replacing the second paragraph that reads as follows:

Non-feature releases, such as bug fixes and optimisations, shall be denoted in monthly reports, and will include a list of all contributors.

with:

Non-feature releases, such as bug fixes and optimisations, shall be denoted in reports as needed, and will include a list of all contributors.

Also:

The entirety of the Review section is hereby removed.

Changes:

-removal of review section because the review passed and subsequent reviews are not required.
