Okay here is the much awaited annoucning of the cabinet to watch over everyone for the next 8 months.

I hearby announce Gareth Gudger is henceforth from this time forward to be known to all as the Command Janitor.

Now Gareth there seems to be some gosh awful smell coming from the office so you need to get in there and clean the place up.

Next Eddie heard a rumbling coming from somewhere nearby. The sound was familiar to him. Yes it was definitly the unmistakable
sound of Emma's stomach growling.

Any writen rule stating that Edicts must be posted seperately. In fact the only writen rule we currently have standing states
the Edicts must be posted in the Office of the President which I did do.

Okay it appears that everyone has come to an agreement on the graduating cadets rank it brings us to

Cramer Edict #7

1. SUPERCEDENCE OF PREVIOUS EDICTS

Edicts Bourdaa 32, Spurlin 2, Hughes 3, Garfield 5, Rouse-Deane 12, Rouse-Deane 23 and Dugan 41 are hereby rescinded and
superceded by this edict.

4. ACADEMY TIDBITS
Cadets who serve on the Academy ships shall hold the member rank of CADET. Additionally, Cadets who serve on the Academy ships
are not eligible for rank promotion while they take part in their training. Also, due to the high demand for Academy spots,
Cadets on the training vessels, (who have not graduated, or are not in the process of graduating) can only be transferred or
offered a position on another ship with the consent of the Academy Commandant.

Furthermore, any cadet that leaves the academy training ship prematurely has to wait 120 days before they can be promoted to
Lieutenant Junior Grade. In the event that a Cadet should leave the Academy early, their name will be placed on a list
maintained by the Academy, and an "Academy Commandant's Mandate" shall be placed in Command, letting CO's know that said Cadet
left the Academy early, and stating the exact date that the Cadet is eligible for rank promotion.

Additionally, the Academy Commandant is responsible for contacting the CO of the ship that the Cadet went to when they
originally left the Academy, and providing the CO with this information as well. Additionally, all CO's are requested to keep
themselves familiar with this list in some cases, early graduation may be granted, ONLY at the discretion of the Academy
Commandant, and based on his/her own judgement. In these cases, the Cadet will be granted all the rights and privileges of a
proper graduation, and will not be restricted from promotion as in the case of a cadet leaving
the program prematurely.

Should it be discovered that Command Staffs of mainstream ships are offering positions to Cadets before they graduate, the
Academy Commandant has the right to remove that ship from the list of ships that receives Academy graduates either on a
temporary or permanent basis, at the Academy Commandant's discretion. This matter will also be taken to the current President,
and punishment shall be determined at the discretion of the President, which may include a verbal/written warning, temporary
reduction of rank, reduction of rank until next promotion, or removal of command of a vessel (serious repetitive cases).

At the end of each sim, Cadets shall be graded on a pass/fail system by the Academy Staff and presented to the Academy
Commandant for final approval. Cadets who pass will be promoted to the rank of Ensign, and positions will be found for them on
"mainstream" ships, cadets who are determined to exceed basic promotion/graduation requirements may be asked to stay on board
the academy ships in acting DH capacity for further training and promotion to Lt. (jg).

Should a Cadet receive unsatisfactory marks, they will be asked to remain in the Academy for another sim, on a DIFFERENT ship
than their original Academy ship. Should the Cadet agree to remain for additional training they will once again be graded on a
pass/fail system by the Academy Staff which will be presented to the Academy Commandant for final approval. Should the Cadet
pass their second time around, they will be promoted to the rank of Ensign, and a position will be found for them on a
"mainstream" ship.

Should a Cadet receive unsatisfactory marks a second time, they will be asked to remain in the Academy for another sim, on a
DIFFERENT ship than the previous ships they have served on. Should the Cadet agree to remain they will once again be graded on
the same pass/fail system by the Academy Staff which will be presented to the Academy Commandant for final approval. Should the
cadet pass their third time around, they will be promoted to the rank of Ensign, and a position will be found for them on a
"mainstream" ship.

Should a Cadet receive unsatisfactory marks for a third time, they will be placed as a new member on a "mainstream" ship (an
Ensign, with all the rights and privileges that come with that rank). Should a CO receive an "Ensign" in this fashion, they are
required to receive a letter from the Academy Commandant explaining this, so that the CO may pay special attention to this crew
member, in order to help them out in any way possible.

Serving on any training ship is optional. New members may either join as an Ensign on a regular ship, or serve on the Training
ship before going to the mainstream ships as an Ensign. Cadets who join the Academy program, thinking that it is mandatory, may
approach the Academy Commandant and request to be placed on a "mainstream" ship, so long as they do so immediately upon finding
out that the Academy is NOT mandatory. The Academy Commandant is required to give such requests due consideration. Upon the
Academy Commandant's approval, the Cadet may be placed on a "mainstream" ship as an Ensign, with all the rights and privileges
that a new member who is placed on a "mainstream" ship has.

The Academy also provides several courses designed to help our members become stronger role players in their chosen
departments. These courses are on a voluntary basis and should a member pass one of these tests they will then be certified as
quailified personnel and should be considered for a position as a DH (Department Head).

An Academy sim lasts for 3 months (90 days). A sim shall be GMed by one GM, of Junior Gamemaster status or higher. In the case
that a GM shall go AWOL or be removed in mid-sim, the sim shall be continued without interruption by a qualified replacement,
which may be the Academy Commandant, XO of the said ship, or CNS of the said ship, regardless of whether the said person holds
the rank of Junior Gamemaster.

Furthermore, it is the responsibility of the XO and GM of the academy ship, concurrently, to notify the Academy Commandant of
the date which a new sim starts.

These rules will go into effect after the current SIM on each Academy ship has ended. (ie. Columbia class graduates the next
set of cadets will be under the new rules)

1. SUPERCEDENCE OF PREVIOUS EDICTS

Edicts Dugan 41, Cramer 7 and Cramer 8 are hereby rescinded and superceded by this edict.

2. ESTABLISHMENT OF THE ACADEMY DEPARTMENT

The Academy Department shall serve as a resource to the membership on matters relating to ongoing training and development in
STF.

The daily activity of the Academy Department shall be overseen by the ACADEMY COMMANDANT, who shall be appointed by the
President. The Academy Commandant is a cabinet position, and is equal in power to other departmental directors and Fleet
Commanders.

The VICE COMMANDANT shall be appointed by the Academy Commandant. The Vice Commandant answers directly to the Academy
Commandant, and is responsible for departmental decisions in the event the Academy Commandant is not available. Additional
responsibilities are at the discretion of the Academy Commandant.

The Academy Commandant and the Vice Commandant must have Academy experience, preferably as a current or previous XO or CNS on
an Academy Ship, however, experience as a DH on an Academy Ship may be also be considered acceptable. Additionally, they must
currently hold the member rank of Lieutenant Commander or above, and currently or previously have held an XO position or above
on a mainstream ship. The Academy Commandant may delegate any of his duties enumerated in this Edict or any other
responsibilities incumbent upon him as a result of another Edict to another named member of the Academy Department.

Starfleet Academy shall maintain a set of courses, which must at least include a course for Engineering, Gamemaster, Medical,
Science, and Security. Additional courses are at the discretion of the Academy Commandant.


3. ESTABLISHMENT OF THE ACADEMY SHIPS

The Academy shall consist of 3 ships, the USS Challenger, the USS Columbia, and the USS Discovery. The number of ships may be
expanded by presidential edict, if and when the need arises. The Academy ships shall be staffed in a different way than
standard ships within STF. The staffing of the Academy ships will include, in order of Chain of Command, with the first listed
being the highest on the chain:

XO (Executive Officer) - The XO is appointed by the President of STF, consulting with the Academy Commandant. The XO outranks
the CO, on issues of ship administration. The XO is second in command in an RPG sense only. The XO, regardless of member rank,
will always hold a rank of Commander on the training ships. Academy XO's must currently, or in the past, have held the position
of XO or CO on a mainstream ship, or have held the position of CNS or XO on an Academy Ship.

CNS (Counselor) - The CNS is appointed by the XO, consulting with the Academy Commandant. The CNS is 2nd in command on issues
of ship administration. The CNS is third in command in an RPG sense only. The CNS, regardless of member rank, will always hold
a rank of Lieutenant Commander on the training ships. Academy CNS's must currently, or in the past, have held a DH position in
the Academy, or failing that, be a DH on a "mainstream" ship, with positive comments from their Commanding Officer(s).

GM (Gamemaster) - The Gamemaster is appointed by the Academy Commandant, subject to the veto of the XO of the ship in question.
The Gamemaster of an Academy ship must be an experienced GM preferably holding the title of Full GM, however, GM's with a rank
of "Junior Gamemaster" may be considered at the Academy Commandants discretion.

CO (Commanding Officer) - The CO is appointed by the Academy Commandant, consulting with the President. The CO _must_ be an XO
from somewhere in the fleet, for the purposes of assisting to train for a CO spot. The only exception to this rule is if there
are no available XO's in the fleet that do not have a CO spot, or if there are no XO's that are willing to take part in the
training program. In the case of the above exception, then the Academy Commandant, consulting with the President, may select
someone who does not currently hold a XO spot, HOWEVER, this person must currently hold the member rank of Lieutenant Commander
to be considered.

If no one can be found who holds the rank of Lieutenant Commander that will participate in the program, then the rank will be
decreased to Lieutenant, and so on, until someone willing to participate in the program can be found.

The "CO in training" will be granted the honorary rank of Captain, but this rank does not extend beyond the Academy, and the
"CO in training"'s member rank will also not be extended this privilege.

Department Head spots (with the exception of Counselor), may be filled in one of two ways, at the discretion of the XO,
notifying the Academy Commandant.

1) A Lieutenant Junior Grade (Lt. Jg.) "graduated" Cadet in that department.

2) A Lieutenant- grade experienced officer

Preference for filling Department Head positions goes to (option 1) a Lt. Jg. Graduated Cadet, however an exception may be made
if all graduated Cadets were found DH positions on "mainstream" ships, or, if in the opinion of the XO and the Academy
Commandant, the field of "graduated" Cadets are not strong enough to handle the responsibility of a DH role, and thus training
incoming Cadets. In this instance, an experienced Lieutenant-grade DH from a "mainstream" ship can be used instead (option 2).

5. THE ACADEMY AND YOU

Whenever a DH spot on a "mainstream" ship opens up, and the CO of that ship has no qualified officer in that department on his
ship to fill the hole on his own, the CO is requested, but not required, to contact the Academy Commandant to see if there are
any cadets who are ready to graduate to fill said Department Head vacancy.


6. DISPUTES
Any dispute involving any member of the Academy shall be moderated by the Academy Commandant. Should any of the involved
parties be the Academy Commandant, the dispute shall be moderated by the Vice Commandant. Should the dispute involve the
Commandant and Vice Commandant, the dispute shall be moderated by the President.


7. THIS DOCUMENT

This document may only be amended, repealed, etc., by Presidential Edict.

With the departure of Robert Gulley a replacement was needed for Oed V. It has been decided that the only man foolis... er... I mean worthy of running this Alternate RPG in Robert's place is none other than the once again employeed Captain Bunny.

Symon Sylvester rejoined STF after a short break and has shown he still has the dedication and drive to be an outstanding Commanding Officer. Congrats Sy and remember Oed V is not a vacation resort.

As we all know due to the stepping down of Robert Gulley this left OP42 in need of a new CO. It is my pleasure to announce that
we now have a new member of the executive washroom. It is with Great Pride that I am given the honor to promote Brandon Irvine
to the Rank of Captain, with all the rights and priviledges that comes with it.

Brandon has been an outstanding member of STF for several years now and is involved with 1/3 of STF. He has shown great
dedication and I feel that he will make an exemplary CO of Outpost 42.

Jason Y. Lee has informed me that he would prefer to step down from being CO on the USS Kansas. This resignation of this
position is being done for the better of the ship. Jason will retain the rank of Captain and is eligible to apply for another
ship should one become available. This brought for the request for experienced CO's to apply for the position because the ship
needed someone with the expertise to deal with some of the issues currently associated with the situation on the Kansas.

Mike Diamond and I would both like to say thank you to those who showed interest in taking on this responsibility. There were
some really strong candidates but I feel the person who I am placing in charge of the Kansas greatly expressed his desire to be
the CO of the ship, which seemed stronger than the other candidates.

So with this said I hereby promote Ryan Williams to the position of CO of the USS Kansas. Ryan already holds the rank of
Captain so no promotion is necessary.

This change is to take effect immediately OOC and as soon as possible IC.

Well as everyone was able to see with the last Academy Report Mike Diamond has decided to step down as XO of the USS Columbia.

This opened up an Academy ship to any and all who were intersted. Brandon took all of the two applications and has decided on
making me XO of the Columbia.

So with that said I hearby appoint Edgar Cramer as XO of the USS Columbia to take effect immediately OOC and as soon as
possible IC.

Jody Romero has decided to step down as FComm 7. After emailing the rest of the CO's of Fleet 7 and recieving their replies I
have finally come to a decision on who will be replacing Jody as the FComm of the fleet.

As you all know Krystelle Bromilow has taken an iLOA. I have been in contact with her recently and she informed me that she misses everyone here at STF and hopes to return soon. Unfortunately she was unable to offer a time frame for that return so I feel that I need add a new member to my cabinet.

My original intentions were to give Krys two months before I replaced her as my Personnel Director in hopes that everything would turn out for the best and she would be back with us here and her family would once again be safe and sound. But since my leadership abilities have been questioned by former members of the government I feel that I must make this change and cut short the two month period on Krys.

Now in preparation for these unfortunate circumstances I have been asking myself who would be the best person for this position. I went through all the edicts which were available to see who else has held the position and I looked at every ships roster to see who if anyone always seemed to have the clubs best interest in mind.

The person I have decided on is Pamela Dugan. Pamela received a lot of positive posts concerning the job she did as my predecessor as President. She has always had this clubs best interest at heart and I feel she is the best person to take this position.

Congratulations Pamela on both your new/old position here at STF and also to your recent marriage.

On 10 October 2004, Drew McLoughlin informed the Personnel Department that he had a second user account that should be deleted. He claimed that he didn't know it was against the rules and expressed his apologies for creating the second account, which was removed.

However, it has since come to light that Drew did know that having multiple accounts was against club policy. On 3 September, he put in a request for a second User ID to be in the Academy and was told by the Personnel Department this was against club policy. On 7 September, however, he went ahead and applied for a new account under a new name, which he had just been told was against the rules.

So in light of this new information Drew McLoughlin is hereby banned for a period of 45 days ending on 23 December 2004.

Also it has come to my attention that when Drew applied to join one ship that he mentioned the fact that he was in the Academy. I want to make sure that every Captain is informed that while Drew was in the Academy, under an illegal second account, he did not graduate.

Well as everyone was able to see by Barret's own admission the USS Montgomery in Fleet 4 was in need of a new CO. Emma has informed me that she has found what she hopes to be the perfect replacement for Barret as CO. She also added that a certain other FComm, who happens to be the CO over this person, will personally go and beat him up if he fails miserably.

So with that said I am here to announce the newest CO to the USS Montgomery. Everyone please rise and offer your congratulations to Monty the py... err sorry NE Sciguy wants me to inform the new CO that Monty the Python has eaten all the lab mice and they need more supplies.

So without further ado it is with great pride and greater pleasure that I hereby promote to the rank of Captain, with all rights and privledges awarded with that rank, and place as the new CO of the USS Montgomery in Fleet 4 Aaron Bruno.

Aaron joined STF over three years ago and I am happy to say Aaron welcome to the center seat. I'm sure you will find it much more comfortable then the fold out chair you use on the OP.

Well I'm sure some of you remember the discussion concerning the Death Term's proposed in command a while back. According to Pamela Dugan's 11th Edict the USS Athena was to undergo a 9 month trial period to ensure a proper run of the death terms.

She stated that the following criteria had to be met in order for the Athena to become a permanent Alternative RP enviornment:

The USS Athena will undergo a 9 month trial as an alternative RP enviornment, at the end of which time (on or about November 20, 2004) she will be reviewed by the current CO, FComm-3 and President.

If the USS Athena is able to provide and maintain an active and healthy RP enviornment with the use of Death Terms, she will be commissioned as a permanent alternative RP ship in Fleet 3. If she is unable to support this enviornment, she will return to a normal RPing enviornment.

If, at the end of 9 months, it is deemed necessary that more time is needed to make a fair judgement, the current President may extend the trail period as s/he sees fit.

Taking this information into consideration I emailed the CO, FComm-3 as well as the GM to get their perspectives on whether they felt it was a success or a failure.

Of the three emailed I received two responses stating that the Death Terms while a good idea were a failure on the Athena.

So I hereby declare that the Athena is no longer an Alternative RPing enviornment and is once again a normal RPing enviornment.

Well due to unfortunate circumstances Shalon Hulbert has once again had to leave STF. Shalon you and yours are in our thoughts and prayers.

With this that left the USS Valkyrie without a CO. Mike Seiler searched high and he searched low, checking his inbox and finding that a lot of candidates were asking about the ship. This left him with a very tough decision. After going through thousands and thousands of email he finally managed to get through all the SPAM sent to him via his FComm-1 email address.

After looking over all the applicants Mike came to me with his suggestion and had this to say about who he thought was the best choice for the ship "Why can't they stop all this SP..." Doh! sorry wrong quote. He had this to say about the new CO of the Valkyrie "He comes highly recommended and I have been impressed by what I have seen of his activity in the two ships we serve together on."

So with such a strong recommendation coming from the FComm-1 it is with great pride that I announce that Jack Dipper is hereby promoted to be the CO of the USS Valkyrie as well as the rank of Captain with all rights and privledges entitled to him.

Welcome to the Center Seat Captain Dipper, and congratulations.

Okay as everyone saw just a short while ago James Speck had decided to resign his position as CO of the USS Athena. As everyone knows I feel it is better to give an XO a chance to prove that all their hardwork has been for something and promote them to the position of CO.

Kenson informed me that due to the fact that the Athena was the death term ship and with the condition it is in that an experienced CO is needed to take over the ship to try to bring it back to it's former glory once again proving it deserves to be the flag ship of the fleet.

Kenson came to me with two very strong candidates. One of whom was highly recommended by his AFComm and the other whom he himself had highly recommended. Both of these candidates were former CO's and both of them I have talked to on numerous occasions outside of the club.

This decision was not an easy one to make but make it I have. I hereby promote Claudette Drake to the position of CO of the USS Athena. Claudette already holds the rank of Captain and therefore needs no rank increase.

With Pamela stepping down as XO of Challenger this left one of the Academy ships looking for a new XO. Jack took in all applications presented to him for the position and after giving much thought came to me with who he feels is the best candidate for the position.

With Pamela stepping down as the PDir I put forth a request for all interested parties to let me know. I had several strong candidates to choose from and I sent them all several questions to see what they were thinking about the positiion.

All of the candidates had really good answers. Which makes this decision that much harder to do. But after much consideration and even going so far to ask for outside opinions I have made a decision.

Okay as Mike posted Krys has unfortunately been removed from her position as CO of the SS Bonaventure. Mike put out a call to all interested in the position to send in their applications.

Mike feels and I agree that the best person for the position is Captain Symon Silvester. So with both Mike and I in complete agreement I am proud to anounce that Sy is hereby promoted to CO of the SS Bonaventure. Sy already holds the rank of Captain so no promotion in rank is necessary.

Well as much as I hate to see another CO step down, I am glad to see that Gareth is staying with us here at STF. But this leaves the Lexington without a CO.

Steve came to me with who he feels deserves to be CO of the Lexington. I agree with Steve's decision and am proud to announce that Jason Y. Lee is hereby promoted to CO of the USS Lexington.

Jason was previously promoted to Captain and therefore needs no rank increase.
